1.0 PROJECT DESCRIPTION

Physical Security/Access Control (PS/AC) Systems Description

The NAVFAC Anti-terrorism/Force Protection (AT/FP) Ashore Program requires the services of a Contractor to perform Technology Refreshment and associated construction to include design, procurement, integration, installation, testing, and training of NAVFAC AT/FP Ashore Program Physical Security/Access Control (PS/AC) Systems/equipment such as Active Vehicle Barrier (AVB) Systems/equipment which include Active Vehicle Barriers (AVBs) at Naval Support Activity (NSA) Orlando, FL. The work required for this NAVFAC AT/FP Ashore Program Physical Security/ Access Control Systems – 2 (PS/AC-2) Contract Task Order #X001 includes: Replacing the currently installed SecureUSA Vehicle Trap Barriers (VTBs) with RSSI Model RSS-2000 Electric Finger Wedge AVBs, or equivalent product; and associated construction at NSA Orlando Research Gate. Specific instructions for the work required to replace the AVBs are detailed in this Part 3 Statement of Work / Project Program of this Task Order PWS.

In addition to the required NAVFAC AT/FP Ashore Program technical performance requirements and operational capabilities for the NAVFAC AT/FP Ashore Program PS/AC Systems/equipment established in Part 1 Proposal Forms and Documents and provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS, the required NAVFAC AT/FP Ashore Program technical performance requirements and operational capabilities for each of the NAVFAC AT/FP Ashore Program PS/AC Systems/equipment identified in this Task Order PWS also include the Site Specific Information as delineated in Section 01 11 00, Paragraph 1.3.c. of Part 2 General Requirements, Chapter 1, Section 1.0, Chapter 2, Sections 2.0, 2.1, 2.2, and 2.4 and Chapter 6, Sections 6.0, G40, and G4030 of this Part 3 Statement of Work / Project Program, and Part 4 Minimum Materials, Engineering and Construction Requirements, and provided by the Government as GFI in Part 6 Attachments of this Task Order PWS. The NAVFAC AT/FP Ashore Program technical performance requirements and operational capabilities for the NAVFAC AT/FP Ashore Program PS/AC Systems/equipment are established in the NAVFAC AT/FP Ashore Performance Specifications (P-Specs) and Requirements Traceability Matrixes (RTMs) included in Appendix E – AT/FP Ashore Performance Specifications (P-Specs) and Requirements Traceability Matrixes (RTMs), Technical Information and Other Information as delineated in Part 1 Proposal Forms and Documents and provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS. Additionally, the NAVFAC AT/FP Ashore Program technical performance requirements and operational capabilities for the NAVFAC AT/FP Ashore Program PS/AC Systems/equipment specific to this Task Order PWS also include the Site Specific

Information which may include Appendixes specific to this Task Order PWS such as Appendix C Site Analysis Report and Appendix E – AT/FP Ashore Performance Specifications (P-Specs) and Requirements Traceability Matrixes (RTMs), Technical Information specific to the Task Order PWS, and Other Site Specific Documentation such as Concept Drawings and Conceptual 3D System Baseline Models and associated Installation Design Plan (IDP) Drawing Templates as delineated in Section 01 11 00, Paragraph 1.3.c. of Part 2 General Requirements, Chapter 1, Section 1.0, Chapter 2, Sections 2.0, 2.1, 2.2, and 2.4 and Chapter 6, Sections 6.0, G40, and G4030 of this Part 3 Statement of Work / Project Program, and Part 4 Minimum Materials, Engineering and Construction Requirements, and provided by the Government as GFI in Part 6 Attachments of this Task Order PWS, as applicable. This Task Order PWS incorporates generalized instructions from the List of DoD Certified Anti-Ram Vehicle Barriers titled DoD ANTI-RAM VEHICLE BARRIER LIST, UFC 4-022-01 Entry Control Facilities Access Control Points, and UFC 4-022-02 Selection and Application of Vehicle Barriers and Active Vehicle Barrier (AVB) Operational/ Equipment Capabilities which are established as the required NAVFAC AT/FP Ashore Program technical performance requirements and operational capabilities for the NAVFAC AT/FP Ashore Program PS/AC Active Vehicle Barrier (AVB) Systems/equipment in the Technical Information as delineated in Part 1 Proposal Forms and Documents and provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS. The NAVFAC AT/FP Ashore Program technical performance requirements and operational capabilities for each of the NAVFAC AT/FP Ashore Program PS/AC AVB Systems/equipment identified in this Task Order PWS also include the Site Specific Information provided by the Government as GFI in Part 6 Attachments of this Task Order PWS. The Site Specific Information for this Task Order PWS includes: Appendix C Site Analysis Report; and the List of DoD Certified Anti-Ram Vehicle Barriers titled DoD ANTI-RAM VEHICLE BARRIER LIST, UFC 4-022-01 Entry Control Facilities Access Control Points, and UFC 4-022-02 Selection and Application of Vehicle Barriers and Active Vehicle Barrier (AVB) Operational/Equipment Capabilities in the Technical Information Specific to the Task Order PWS as delineated in Section 01 11 00, Paragraph 1.3.c. of Part 2 General Requirements and provided by the Government as GFI in Part 6 Attachments of this Task Order PWS. The Contractor shall use the latest versions at the time of solicitation of this Task Order, as applicable. These GFI items together with the specific instructions for the work required in this Part 3 Statement of Work / Project Program of this Task Order PWS are provided to guide the Technology Refreshment requirements for the replacement of Vehicle Trap Barriers (VTBs) with two new RSSI Model RSS-2000 Electric Finger Wedge AVBs, or equivalent product at NSA Orlando, FL as required by the Basic Contract PWS and this Task Order PWS. The Contractor shall also ensure that the replacement AVBs are certified by U.S. Department of State and ASTM.

Technology Refreshment is defined as the periodic replacement of Commercial Off-The-Shelf (COTS) components; e.g. processors, displays, computer operating systems, commercially available software within larger DoD systems, to ensure continued supportability of that system through an indefinite service life. Technology Refreshment provides "indefinite" service life by staying ahead of the obsolescence curve. Technology Refreshment is classified into three categories: Upgrade, Refresher, and Insertion.

Technology Upgrade – A change that incorporates the next generation product or product upgrade to an existing technology or component that improves overall system functionality. This refreshment may not require redesign of the next higher assembly and usually has the same form, fit, and function. This type of change can occur at any time during product life.

Technology Refresher – A change that incorporates a new product to avoid product end of life or product obsolescence, or to correct a problem based on customer

SMALL PROJECT TEMPLATE - PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 4 feedback. This refreshment may or may not have the same form, fit, and function, can occur at any time in the life cycle, and re-certification or certification will be required.

Technology Insertion – A change that incorporates a new product or function capability, which is the result of industry growth or DoD advanced development. This type of refreshment will not have the same form, fit, and function, may require redesign of the next higher assembly, and re-certification.

The types of NAVFAC AT/FP Ashore Program PS/AC Systems/equipment to be upgraded through Technology Refreshment include the following:

Replacement of currently installed SecureUSA Vehicle Trap Barriers (VTBs) with RSSI Model RSS-2000 Electric Finger Wedge AVBs, or equivalent product at NSA Orlando Research Gate.

The Contractor shall provide cost estimates and/or Engineering Change Proposals (ECPs) as requested by the Government for the purpose of performing Technology Refreshment (Tech Refresh) to NAVFAC AT/FP Ashore Program PS/AC Systems/equipment in accordance with the Basic Contract PWS and this Task Order PWS.

2.0 PROJECT OBJECTIVES

Physical Security/Access Control (PS/AC) Systems Objectives

1. Specific Requirements:

The Contractor shall provide replacement of NAVFAC AT/FP Ashore Program PS/AC Active Vehicle Barrier (AVB) Systems/equipment through Technology Refreshment to include associated construction at NSA Orlando, FL. The NAVFAC AT/FP Ashore Program PS/AC AVB Systems/ equipment shall be replaced to be brought into compliance with current NAVFAC AT/FP Ashore Program technical performance requirements and operational capabilities, as applicable, to ensure reliable, maintainable, and cost effective fielded systems. The Contractor shall be responsible for design, engineering and modifications required to implement the Government required solution and integrate into existing systems as necessary to meet the NAVFAC AT/FP Ashore Program technical performance requirements, operational capabilities and prescriptive requirements as specified in the Basic Contract PWS, this Task Order PWS and referenced standards, as applicable.

The specific NAVFAC AT/FP Ashore Program Physical Security/Access Control (PS/AC) Active Vehicle Barrier (AVB) Systems/equipment at NSA Orlando, FL to be provided through Technology Refreshment under this Task Order PWS include the following:

Research Gate SecureUSA Vehicle Trap Barriers (VTBs): Replace the two currently installed vehicle trap barriers (VTBs) with RSSI Model RSS-2000 Electric Finger Wedge Active Vehicle Barriers (AVBs), or equivalent product. The foot prints of the two (2) existing SecureUSA barriers cannot be exceeded by the replacement barriers. Associated electronics enclosures may be placed adjacent to the fence line on the entrance or exit side of the Access Control Point (ACP).

The existing NAVFAC AT/FP Ashore Program PS/AC AVB Systems/equipment at the NSA Orlando Research Gate include the following: SecureUSA Vehicle Trap Barriers (VTBs).

The Government-Furnished Material (GFM), Government-Furnished Equipment (GFE) and Government-Furnished Information (GFI) general to the NAVFAC AT/FP Ashore Program PS/AC Systems/equipment in this Task Order PWS are delineated in Part 1 Proposal Forms and Documents and provided in Part 6 Attachments of the Basic Contract PWS. GFM, GFE and GFI specific to NAVFAC AT/FP Ashore Program PS/AC Systems/equipment in this Task Order PWS are listed in Part 2 General Requirements and listed in and provided in Part 6 Attachments of this Task Order PWS.

The Contractor is provided the following documents in the Technical Information established as the required NAVFAC AT/FP Ashore Program technical performance requirements and operational capabilities for the NAVFAC AT/FP Ashore Program PS/AC Active Vehicle Barrier (AVB) Systems/equipment as delineated in Part 1 Proposal Forms and Documents and provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS to include: List of DoD Certified Anti-Ram Vehicle Barriers titled DoD ANTI-RAM VEHICLE BARRIER LIST; UFC 4-022-01 Entry Control Facilities Access Control Points; and UFC 4-022-02 Selection and Application of Vehicle Barriers and Active Vehicle Barrier (AVB) Operational/Equipment Capabilities as Government-Furnished Information (GFI) to facilitate the replacement of the AVBs. The NAVFAC AT/FP Ashore Program technical performance requirements and operational capabilities for each of the NAVFAC AT/FP Ashore Program PS/AC AVB Systems/equipment identified in this Task Order PWS also include the Site Specific Information provided by the Government as GFI in Part 6 Attachments of this Task Order PWS. The Site Specific Information for this Task Order PWS includes: Appendix C Site Analysis Report in the Appendixes specific to the Task Order PWS; and the List of DoD Certified Anti-Ram Vehicle Barriers titled DoD ANTI-RAM VEHICLE BARRIER LIST, UFC 4-022-01 Entry Control Facilities Access Control Points, and UFC 4-022-02 Selection and Application of Vehicle Barriers and Active Vehicle Barrier (AVB) Operational/Equipment Capabilities in the Technical Information Specific to the Task Order PWS as delineated in Section 01 11 00, Paragraph 1.3.c. of Part 2 General Requirements and provided by the Government as GFI in Part 6 Attachments of this Task Order PWS. The Contractor shall use the latest versions at the time of solicitation of this Task Order, as applicable. These GFI items together with the specific instructions for the work required in this Part 3 Statement of Work / Project Program of this Task Order PWS are provided to guide the Technology Refreshment requirements for the replacement of Vehicle Trap Barriers (VTBs) with two new RSSI Model RSS-2000 Electric Finger Wedge AVBs, or equivalent product at NSA Orlando, FL as required by the Basic Contract PWS and this Task Order PWS. 2. Transition to Sustainment and Contract Closeout

From the time the Contractor receives the notification of system acceptance from the ACO until the Task Order is closed out, the Contractor shall be responsible for the requirements in this Chapter 2, Section 2.0, Paragraph 2. of this Task Order PWS in support of the NAVFAC AT/FP Ashore Program as required by the Basic Contract PWS and this Task Order PWS.

The Contractor shall complete all post-SOVT punch-list items.

Using the approved manuals and course material in the Contractor’s submission of the CDRL

Deliverable/Submittal A008 System Operations, Maintenance, and Training Manuals and approved by the Government, the Contractor shall provide the initial training on the installed systems in accordance with the Basic Contract PWS and this Task Order PWS, as applicable. The Contractor shall prepare and submit the CDRL Deliverable/Submittal A008 System Operations, Maintenance, and Training Manuals for review and approval by the Government in accordance with DED A008 System Operations, Maintenance, and Training Manuals and Appendix D Data Requirements Checklist and DED Package as required by the Basic Contract PWS and this Task Order PWS.

DED A008 System Operations, Maintenance, and Training Manuals is included in Appendix D Data Requirements Checklist and DED Package which is provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS.

The Contractor shall prepare and submit a the CDRL Deliverable/Submittal A041 Closeout Package for review and approval by the Government in accordance with DED A041 Closeout Package and Appendix D Data Requirements Checklist and DED Package as required by the Basic Contract PWS and this Task Order PWS. DED A041 Closeout Package is included in Appendix D Data Requirements Checklist and DED Package which is provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS.

The Contractor shall be responsible for the correction of all NAVFAC AT/FP Ashore Remedy System Trouble Tickets generated against the installed system from the time of system acceptance until the approval of the CDRL Deliverable/Submittal A041 Closeout Package by the Government.

From the time of the approval of the CDRL Deliverable/Submittal A041 Closeout Package by the Government and for a period of 30 calendar days thereafter, as requested by the Government, the Contractor shall provide technical support, system familiarization, and support in resolving NAVFAC AT/FP Ashore Remedy System Trouble Tickets generated against the installed system to the contractor designated to sustain the installed system.

3. Item Unique Identification (IUID)

The Contractor shall implement a specific Item Unique Identification (IUID) program for all equipment, as defined in DFARS 252.211–7003, MIL-STD-130N with CHANGE 1, and the Department of Defense Guide to Uniquely Identifying Items, Version 2.5 or later for specific guidance as to the equipment that must be included in the IUID program. All principal end items shall be marked with a two dimensional Data Matrix ECC 200 IUID symbol on each component on a location that allows for reading and scanning.

NAVFAC AT/FP Ashore Asset Tags will be provided by the Government to the Contractor as Government Furnished Material (GFM) as required upon award of this Task Order. The NAVFAC AT/FP Ashore Asset Tags to be provided by the Government as GFM will include the following additional Human Readable Information (HRI) marked into the NAVFAC AT/FP Asset Tags:

“Help Desk DSN 809-463-3376 then dial 866-742-5550” (for OCONUS Locations)

The Contractor shall verify that the information on the NAVFAC AT/FP Ashore Asset Tags provided by the Government as GFM is accurate. The Contractor shall affix the tags to the appropriate

SMALL PROJECT TEMPLATE - PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 7 equipment and enter the information into IUID Registry. Once the information has been entered, a copy of the report shall be provided by the Contractor to the Government.

4. NAVFAC AT/FP Ashore Program Management Tools

The following NAVFAC AT/FP Ashore Program Management Tools shall be used by the Contractor as required by the Basic Contract PWS and this Task Order PWS: The NAVFAC AT/FP Ashore Remedy System and the NAVFAC AT/FP Information Module (AIM) Portal. The Contractor shall refer to Appendix B Contractor User Guide for the AT/FP Ashore Remedy System and AT/FP Information Module (AIM) Portal for guidance on using the NAVFAC AT/FP Ashore Remedy System and NAVFAC AIM Portal which is provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS.

a. NAVFAC AT/FP Ashore Remedy System

The NAVFAC AT/FP Ashore Remedy System is a NMCI-approved Navy-wide Structured Query Language (SQL) compliant maintenance database that the Program uses to inventory and control NAVFAC AT/FP Ashore Program system assets. The NAVFAC AT/FP Ashore Remedy System is a collection of computer hardware and software implemented by the NAVFAC AT/FP Ashore PMO to provide Help Desk Management, Asset Management, Change Management, and Knowledge Management support. As required by the Basic Contract PWS and this Task Order PWS, the NAVFAC AT/FP Ashore Remedy System will be used for the initial Government entry of Contractor installed assets based on the Contractor’s submission and Government approval of the CDRL Deliverable/Submittal A033 Completed Asset Data Template. The Contractor shall prepare and submit the CDRL Deliverable/Submittal A033 Competed Asset Data Template for review and approval by the Government in accordance with DED A033 Completed Asset Data Template and Appendix D Data Requirements Checklist and DED Package as required by the Basic Contract PWs and this Task Order PWS. DED A033 Completed Asset Data Template is included in Appendix D Data Requirements Checklist and DED Package which is provided by the Government as GFI in Part 6 Attachments of Basic Contract PWS.

The NAVFAC AT/FP Ashore Remedy System will also be used for the Contractor’s submission of all CDRL Deliverables/Submittals identified in Appendix D Data Requirements Checklist and DED Package as required by the Basic Contract PWS and this Task Order PWS. The Contractor shall prepare and submit all CDRL Deliverables/ Submittals for review and approval by the Government in accordance with the associated DEDs and Appendix D Data Requirements Checklist and DED Package as required by the Basic Contract PWS and this Task Order PWS. The DEDs are included in Appendix D Data Requirements Checklist and DED Package which is provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS.

b. NAVFAC AT/FP Information Module (AIM) Portal

The NAVFAC AT/FP Information Module (AIM) Portal is the online platform for the collection, aggregation, and analysis of data relating to NAVFAC AT/FP Ashore Program PS/AC Systems/equipment projects. NAVFAC AIM Portal regional page views provide project summaries for schedule and performance, sustainment, and other information in near real-time. The NAVFAC AIM Portal provides the NAVFAC AT/FP Ashore community a snap shot of the health and welfare of the NAVFAC AT/FP Ashore Program.

The Contractor shall maintain, on a monthly basis, the project information supported by this Task Order PWS in the NAVFAC AIM Portal with the appropriate information in accordance with DED A002 Program Schedule and Progress Report as required by the Basic Contract PWS and this Task Order PWS, as applicable. The Contractor shall prepare and submit the CDRL Deliverable/Submittal A002 Program Schedule and Progress Report for review and approval by the Government in accordance with DED A002 Program Schedule and Progress Report and Appendix D Data Requirements Checklist and DED Package as required by the Basic Contract PWS and this Task Order PWS. The Contractor shall notify the NAVFAC EXWC/Naval Information Warfare Center, Pacific (NIWC-PAC) AIM/Remedy Team: aim-remedy@altusts.com when employees leave the company and/or the NAVFAC AT/FP Ashore Program to ensure that accounts are disabled in a timely manner. Notifications shall be sent in advance stating the effective date whenever possible and shall not be later than one business day following of the employee's departure.

Registration and access to the NAVFAC AT/FP Ashore Remedy System and/or NAVFAC AIM Portal accounts require that a current version of ActivClient software be installed on the individual’s computer. ActivClient is a commercial off-the-shelf software application and is used for user authentication. The Contractor shall purchase and install ActivClient software as required to access these sites.

5. Programmable Logic Controller (PLC) Code for NAVFAC AT/FP Ashore Program PS/AC ACP-A Systems/equipment (If required, this documentation will be provided by the Government as GFI separately after award of this Task Order.)

The Contractor shall install the ACP-A Programmable Logic Controller (PLC) Code provided by the Government as Government-Furnished Information (GFI) in Part 6 Attachments of this Task Order PWS, as applicable, and verify its correct performance for NAVFAC AT/FP Ashore Program PS/AC ACP-A Systems/equipment as required by the Basic Contract PWS and this Task Order, as applicable. Government Subject Matter Experts (SMEs) will be available to assist the Contractor with this process. The Contractor shall configure the ACP-A PLC Code with the correct IP addresses of the various devices that comprise the NAVFAC AT/FP Ashore Program PS/AC

ACP-A System/equipment. The latest approved versions of the ACP-A PLC Code which are provided as required to the Contractor by the Government as GFI in Part 6 Attachments of this Task Order PWS, as applicable, shall be used to conduct all deployment and testing of the NAVFAC AT/FP Ashore Program PS/AC ACP-A Systems/equipment described in the Basic Contract PWS and this Task Order PWS, as applicable.

If a subsequent change by the Government involves hardware or infrastructure modifications, the Government will inform the Contractor of the pending change through issuance of an RFP to implement the change. Where a subsequent change by the Government does not involve modifications to the hardware or infrastructure, the Contractor shall implement the change as an update at no cost to the Government.

If the Contractor determines that a change to the ACP-A PLC Code is required, other than correcting IP addresses, the Contractor shall submit a Request for Information (RFI) to the Government in accordance with the Basic Contract PWS and this Task Order PWS, as applicable.

6. Electromagnetic Analysis and Survey

a. The Contractor shall ensure that all proposed NAVFAC AT/FP Ashore Program PS/AC

Systems/equipment with emitters to be installed by the contractor comply with requirements set forth by the electromagnetic disciplines in accordance with applicable codes, standards and references as required by the Basic Contract PWS and this Task

Order PWS, as applicable. The Contractor shall provide the following Electromagnetic

Analysis and Survey documentation requirements as required by the Basic Contract PWS and this Task Order PWS, as applicable:

1. The contractor shall perform an engineering analysis of NSA Orlando that encompasses all electromagnetic disciplines, including, but not limited to, Electromagnetic Compatibility (EMC) and Electromagnetic Interference (EMI);

Electromagnetic Vulnerability (EMV); Electromagnetic Pulse (EMP); Electro- Static

Discharge (ESD); Radiation Hazards (RADHAZ) to include Hazards of

Electromagnetic Radiation to Personnel (HERP), Hazards of Electromagnetic

Radiation to Ordnance (HERO), and Hazards of Electromagnetic Radiation to

Fuel/volatile materials (HERF); and natural phenomena effects of lightning and

Precipitation Static (P-Static). The purpose of this Electromagnetic Analysis and

Survey is to serve as a determination of compatibility for the proposed replacement of Active Vehicle Barriers (AVBs) in their intended electromagnetic environment.

2. The contractor shall perform the following Electromagnetic Analysis and Survey activities - Create, refine, and communicate the results of RF modeling and simulation activities prior to travel to NSA Orlando. These activities will help focus the physical site activities by identifying areas of possible RF concern. Prepare

AT/FP Ashore Program guidance.

3. The contractor shall conduct RF measurement and data capture activities at NSA

Orlando.

4. The contractor shall prepare and submit an Electromagnetic Environmental

Effects report.

5. The contractor shall create, refine, and communicate a system interface description that describes key interfaces of the system to include, but not limited to; rack equipment interconnection diagrams, rack mount drawings, and equipment location connectivity relationships, as applicable.

6. The contractor shall conduct requirements analysis, tracking, and refinement on applicable DoD documentation in order to establish a set of applicable system requirements that define the conditions for successful turnover of the system.

Create, refine, and communicate system requirements in either an appropriate requirements document or web-based tracking tool. The requirements documentation shall provide traceability to applicable requirements sources as well as applicable qualification provisions and procedures.

7. The contractor shall fill out the applicable sections of NAVFAC form 11010/31 in accordance with NAVFAC Instruction 11010.45 and provide the form to NAVFAC

AT/FP Ashore as required by the Basic Contract PWS and this Task Order PWS, as applicable.

8. If a new transmitter is proposed, the contractor shall follow the procedures in the

NTIA Manual of Regulations and Procedures for Federal Radio Frequency

Management (Redbook) Chapter 10 to obtain certification for the transmitter and frequencies. The contractor’s schedule shall include the reviews described in

Chapter 10.6. The contractor shall provide the information required in Chapter

10.7 and 10.8. The contractor shall provide the Navy with the required technical characteristics of the system and the Navy will enter the information in the

Equipment Location-Certification Information Database (EL-CID).

b. The Contractor shall prepare and submit the Electromagnetic Analysis and Survey documentation requirements delineated in Chapter 2, Section 2.0, Paragraphs 6., 6.a.1.

through 6.a.8. above in this Part 3 Statement of Work / Project Program of this Task Order

PWS for each system with emitters to be installed as part of the FRCB Package deliverables/submittals associated with CDRL Deliverable/Submittal A040 Risk

Management Framework (RMF) Assessment and Authorization (A&A)/Fleet Readiness

Certification Board (FRCB) Packages for review and approval by the Government in accordance with DED A040 RMF A&A/FRCB Packages as required by the Basic Contract

PWS and this Task Order PWS, as applicable. (Note: Refer Part 1 Proposal Forms and

Documents of the Basic Contract PWS and Part 2 General Requirements, and Chapter 2, Section 2.0, Paragraphs 6., 6.a.1. through 6.a.8, 6.b., and Section 2.4, Paragraphs 1. and

2. of Part 3 Statement of Work / Project Program in this Task Order PWS for the deliverables/submittals associated with the FRCB Package.)

c. In certain cases, an FRCB Package may not be required by the Government as delineated in DED A040 RMF A&A/FRCB Packages and the Basic Contract PWS and this Task

Order PWS. The FRCB Package would not be required to meet the FRCB requirements for the installation of the systems, as applicable. The Electromagnetic Analysis and Survey documentation requirements of the FRCB Package are still valid as delineated in Chapter

2, Section 2.0, Paragraphs 6., 6.a.1. through 6.a.8, and 6.b. above in this Part 3 Statement of Work / Project Program of this Task Order PWS, and as required by DED A040 RMF

A&A/FRCB Packages and the Basic Contract PWS and this Task Order PWS. The

Contractor is still responsible to prepare and submit any deliverables/submittals associated with those valid Electromagnetic Analysis and Survey documentation requirements as part of the CDRL Deliverable/Submittal A040 RMF A&A/FRCB Packages in accordance with DED A040 RMF A&A/FRCB Packages, and/or as part of other CDRL

Deliverables/Submittals in accordance with the applicable DEDs, and/or in accordance with other requirements of the Basic Contract and this Task Order, i.e., PWS, other DEDs, Performance Specifications, Requirements Traceability Matrixes, Technical Information, etc., as required by the Basic Contract PWS and this Task Order PWS, as applicable.

c. Note: The Government does not anticipate that it will have to make a formal submission to the FRCB; however, the Contractor is still required to provide an RMF A&A Package and an FRCB Package to include all of the required items in accordance with the DED A040 RMF A&A/FRCB Packages and Appendix D

Data Requirements Checklist and DED Package in Part 6 Attachments of the

Basic Contract PWS, the Basic Contract PWS and this Task Order PWS. The

Electromagnetic Analysis and Survey deliverables/ submittals of the FRCB

Package shall be submitted by the Contractor by -120 INST in accordance with the new DED A040 RMF A&A/FRCB Packages and the changes to Data Item

A040 Date of 1st Submission which were provided as changes to Part 6

Attachments of the Basic Contract PWS.

d. The Contractor shall prepare and submit CDRL Deliverable/Submittal A040 RMF

A&A/FRCB Packages for review and approval by the Government in accordance with

DED A040 RMF A&A/FRCB Packages and Appendix D Data Requirements Checklist and

DED Package as required by the Basic Contract PWS and this Task Order PWS, as applicable. DED A040 RMF A&A/FRCB Packages is included in Appendix D Data

Requirements Checklist and DED Package which is provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS.

PWS and Part 2 General Requirements, Chapter 2, Section 2.0, Paragraphs 6., 6.a.1. through 6.a.8., 6.b. through 6.d., and Section 2.4, Paragraphs 1. and 2. of Part 3 Statement of Work / Project Program, Part 4 Minimum Materials, Engineering and Construction Requirements, and Part 6 Attachments of this Task Order PWS).

7. ACP Allowable Equipment List

The ACP Allowable Equipment List (AEL) which is provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS represents ACP components that have been accepted for use by the Government in previous NAVFAC AT/FP Ashore Program PS/AC Access Control Point

– Automated (ACP-A) Systems/equipment installations. The Contractor may utilize different components; however, to do so the Contractor shall demonstrate to the Government that the proposed substitutes provide equal performance and otherwise comply with specified requirements.

Government acceptance of a substitute will not relieve the Contractor of the responsibility to strictly meet all specified performance, or other requirements. Proposed substitutions and required proof that the substitution will conform to the specified requirements shall be submitted to the Government for review, approval and acceptance prior to submittal of the IDP 100% Pre-Final

Design (CDRL Deliverable/Submittal A005). The Contractor shall be held responsible for all costs to include Cybersecurity/Risk Management Framework (RMF) Assessment and Authorization (A&A) certifications, any other impacts, and the cost of corrective work in the event that the substitution does not perform in accordance with specified requirements. (Refer to Part 1 Proposal Forms and Documents and Part 6 Attachments of the Basic Contract PWS and Part 2 General Requirements, Chapter 2, Section 2.0, Paragraph 7 of Part 3 Statement of Work / Project Program, Part 4 Minimum Materials, Engineering and Construction Requirements and Part 6 Attachments of this Task Order PWS).

8. IP Addresses and Passwords.

a. The Contractor shall provide the information on IP Addresses and Passwords at the time of the Preliminary Design Review (PDR) as required by the Basic Contract PWS and this

Task Order PWS, as applicable. IP Addresses and Passwords are considered to be sensitive information and shall be handled by the Contractor in accordance with Policy guidance. (Refer DoDI Number 8510.01 Risk Management Framework (RMF) for DoD

9. Locks and Keys.

a. The Contractor shall provide the following information at the time of the System Operational

Verification Test (SOVT) as required by the Basic Contract PWS and this Task Order PWS, as applicable:

1. Locks and keys shall be a common core key set for all lockable enclosures provided as required by the Basic Contract PWS and this Task Order PWS, as applicable. Each device will be inspected to ensure the suitable key is present.

2. All keys to include duplicates shall be turned over by the Contractor to the

Government as required by the Basic Contract PWS and this Task Order PWS, as applicable. Identification of each key shall be maintained in a log by the Contractor which will be provided to the Government.
