QUESTIONS AND ANSWERS #2
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
QUESTION #2:
SPECIFICATION ITEM NO.: RFP
PARAGRAPH / SECTION NO: Section M.4.b
TITLE: Evaluation Factors for Award
Subfactor 1.8 Aluminum Welding Requirement, pg 66. “Offerors shall submit currently dated ABS or International Equivalent welder’s certificates with their technical proposal.” Are the weld certifications exempt from page count.
ANSWER:
Weld certifications are exempt from count and may be provided as an appendix.
QUESTION #3:
SPECIFICATION ITEM NO.: RFP
PARAGRAPH / SECTION NO: Section L.2
TITLE: Instructions, Conditions and Notices to Bidders
Form 33 requires sealed offers in original and 1 copy to be received at SP64 Naval Station Norfolk. However, Section L.2.1 and L.2.2 requires proposal to be submitted electronically to Vinnie Principe via DOD SAFE tool. Please confirm that a hard copy is not required to be delivered to the physical address located on the SF 33.
Please follow Instructions to Offerors in Section L - Instructions, Conditions and Notices to Bidders. Proposals shall be received prior to the closing date and time identified on the SF 33, at the following e-mail address: vinnie.principe@navy.mil. Offers shall be sent/delivered via DOD SAFE. To access DOD SAFE, offerors must contact Vinnie Principe at vinnie.principe@navy.mil for a DOD SAFE internet link to submit the offer.
QUESTION #4:
PARAGRAPH / SECTION NO: Section L.5, L.6
TITLE: Instructions, Conditions and Notices to Bidders
What is the specific location to be listed on the SECNAV 5512/1 for site visit to the vessel?
Currently, MSC will not be offering a ship check due to COVID restraints.
QUESTION #5:
PARAGRAPH / SECTION NO: Various/References
TITLE: Various
Missing references noted for various items (see attached). Will MSC be able to provide references as listed in the work specification? Due to the additional research and procurement of manuals as listed, would MSC consider a one week extension to the bid due date?
A revised WI 591 will be sent via DoD Safe. WI 101 correct description is NAVSEA Drawing 8444525, Tunnel Structural Hull Void FR 71-82. WI 1002 correct description is NAVSEA Drawing No. 492-633-492-01-701, Aviation Visual Landing Aid (VLA) and lighting arrangement. WI’s 104 (2.1.2), 305 (2.1.3), 455 (2.1.12, 2.1.7), 459, 546 (2.1.1), 561 (2.1), 574 (2.1.6), 581, 643 (2.1.1, 2.1.2, 2.1.3a., 2.1.3b., 2.1.3c., 2.1.3d.), 682 (2.3), 851 (2.1.3) are commercial and references should be obtained from commercial source. WI’s 304, 351, 352, 562 (2.1.5), 643 (2.1.3), 901 (2.1.3), 906 (2.1), 929 (2.3), 966 (2.1.5, 2.1.3, 2.1.1) are not needed. WI 455 (2.1.4), 570 (2.1.2), 802 (2.1) is not available. The remaining missing WI’s will be sent via DoD Safe.
MSC will extend the RFC date to 3/08/21, 3pm ET and will extend the solicitation closing date to 3/16/21, 3pm ET.
QUESTION #6:
SPECIFICATION ITEM NO.: 591
PARAGRAPH / SECTION NO: 7.1
TITLE: Stern Ramp Hose OEM Support
Paragraph 7.1 states “Provide the services of an OEM authorized technical representative to supervise the execution of Reference 2.1, Work Item 514 - Stern Ramp Hydraulic Hose Replacement (2YR).”
Reference 2.1 states “NA”
As WI 514 is not provided, Is WI 514 applicable to this solicitation? If so, please provide WI 514.
If not, Please clarify the intent of WI 591
ANSWER:
The intent of WI 591 is to provide support to the OEM, who will be provided by the government. Revised WI 591 will be sent via DoD Safe.
QUESTION #7:
SPECIFICATION ITEM NO.: N/A
PARAGRAPH / SECTION NO:
TITLE: J-10
Can you provide an interport differential cost for Galveston Texas.
ANSWER:
Calculation of an Interport Differential for Galveston, TX will be updated on J-10 document.
QUESTION #8:
SPECIFICATION ITEM NO.: J-6 SWI-024
PARAGRAPH / SECTION NO: 7.3
TITLE: CDRL
This paragraph requires the offeror to submit with their proposal the security plan to be implemented for the protection of personnel, the USNS ANYSHIP, the material and equipment to be installed, and the dry dock at the Contractor’s facility, which addresses the “requirements of above paragraph 7.2”. Paragraph appears to have been omitted. Will MSC be able to provide paragraph 7.2?
The work items shall govern. Utilize 7.2 of the WI 24 to submit the security plans. MSC will update CDRLs and send via DoD Safe.
QUESTION #9:
SPECIFICATION ITEM NO.: J-6 SWI-030
PARAGRAPH / SECTION NO: 7.1- 7.7
TITLE: CDRL
All require submit unit prices per day for various services. However, there is no reference included as to when these submittals are due. Are these submittals required to be delivered as part of the proposal or upon contract award?
Submittal are due at time of proposal.
QUESTION #10:
PARAGRAPH / SECTION NO: M.2, pg. 63
TITLE: Basis for Award
Please confirm if Factors 1 through Factors 4 under Past Performance are Factors or Subfactors.
Past Performance factors are another criteria within section M-2 (2).
Do not confuse this with the factors and subfactors of the Technical Factor.
QUESTION #11:
PARAGRAPH / SECTION NO: M.2, pg. 63
TITLE: Basis for Award
There is an evaluation category called “Price Factor” under the outline listed for Technical Factor. Please confirm whether we are to include pricing as part of the Technical Volume or remove the “Price factor” reference from the Technical outline.
There are 3 Factors: Technical, Past Performance and Price. Price is a separate Factor and is not included under the Technical Factor.
QUESTION #12:
SPECIFICATION ITEM NO.: 0561
PARAGRAPH / SECTION NO: 7.1.1
TITLE: Gauge Calibration (1YR) CCSI
Paragraph 7.1.1 States:
7.1.1 Gauges, thermometers, meters and special tools to be examined, tested, and calibrated are highlighted in Reference 2.1.
Paragraph 2.1 states: 2.1 ISO/IEC 17025:2017, General requirements for the competence of testing and calibration laboratories
Paragraph 2.3 States: 2.3 USNS USNS FALL RIVER (T-EPF 4) Annual SMS Calibration List
Please provide Reference 2.3, USNS FALL RIVER (T-EPF 4) Annual SMS Calibration List.
Gauge list will be provided via DoD Safe.
QUESTION #13:
SPECIFICATION ITEM NO.: 304
PARAGRAPH / SECTION NO: 7.1
TITLE: Overhaul of Circuit Breaker
Paragraph 7.1 States:
“7.1 Tag out and remove circuit breakers listed in references and enclosure 2.1.1 and 2.2.1 from their locations in switchboard/power panels.”
Paragraph 2.2.1 States:
2.2.1 List of Circuit Breakers
Please provide Enclosure 2.2.1, List of Circuit Breakers
Enclosure 2.2.1 is at the end of WI 304 (pages 4-7).
