QUESTION:
To allow the Contractor to supply accurate pricing, and due to the complexity of the ramp will MSC be providing a list of all ramp components and supporting structures that require preparation and painting along with detailed drawings or surface area for each component?
ANSWER:
Ramp components are mainly hydraulic cylinders, winch foundation, and steel surfaces. Drawing will be provided via DoD Safe.

1004: FLIGHT DECK TIE DOWN INSPECTION

5.1 The contractor shall furnish the services of an Alcoa Manufacturer’s Representative to supervise and document all steps of the SOW.
1004:
7.15.1 Provide the services of OEM authorized field service technical representative and labor to supervise and document all work and testing ensuring compliance with the manufacturer’s standards and performance specifications.
7.15.2 Possible Source

MIDD and our subcontractors have made multiple attempts to contact ALCOA at the above number and online at ALCOA,com with no positive results.
Can the GOV'T assist with a POC for ALCOA that has provided the GOV'T these services in the past?
ANSWER:
The government does not have another POC for ALCOA. The work can be performed without the presents of ALCOA rep.

TITLE: FLIGHT DECK TIE DOWN REPLACEMENT
QUESTION:
1.1 This item describes the removal and replacement of 132 flight deck tie down cups.
Q 1: Have the 132 tie down cups locations been identified or is the intent to identify them during the Flight Deck Tie Down inspection in WI 1004.
WI 1004 identifies 291 Tie Downs for inspection while WI 1005 describes the replacement of 132 Tie Downs.
WI 1005 mentions the removal of approximately 40 overhead panels (4' x 8') are required to be removed/reinstalled to access bottom welds.
Q 2: Have the approximately 40 overhead panel locations been identified or is it the intent to identify them during the Flight Deck Tie Down inspection in WI 1004.
Q 3: Can the Pocket Cups be easily identified from below without interferences?
Q 4: Is the entire area of the under-deck covered with insulation? Will 1,280 Sq' of insulation have to be removed and replaced? (4' x 8'= 32 Sq' x 40= 1,280 Sq') Q 5: WI 1004 4.2 GFM only shows replacement gaskets. Does the GOV'T have spare Button Hd Monel K-500 screws if any fail during removal? Spare Recoils? Cross Bars?
WI 1002 A REV 1-FLIGHT DECK PRESERVATION describes the requirements to completely remove and replace the coating system on the Flight Deck.
Q 6: Can the Flight Deck coating be prepared with a combination of open UHP blasting and vacuum grit blasting? Can this be accomplished prior to WIs 1004 & 1005? This could be helpful prepping the Cross Bars & Button Hd Screws for removal.
All of these questions will drive the scheduling of events for these critical WIs:
1001: WEIGHT TEST FLIGHT DECK NETS
1002: REV 1-FLIGHT DECK PRESERVATION
1003: FLIGHT DECK NAVAIR INSPECTION AND REPAIRS
1004: CSI FLIGHT DECK TIE DOWN INSPECTION
1005: CSI FLIGHT DECK TIE DOWN REPLACEMENT
Having to accomplish these WIs sequentially will have an adverse impact on scheduling.
ANSWER:
A1: Yes 132 tiedowns have been identified.
A2: SY will need to identify the panels based on the location of the 132 tie downs A3: SY will need to remove the overhead panels to see the cups from underneath A4: There are no insulation when the panels are removed. Interferences may be piping, cables tray, and supports.
A5: The entire removed tie downs will be replaced with new tie downs. Each new tie down cups comes with new cross bars, fasteners and software. Care must be taken to not damage the new components.
A6: Vendors has the option to use UHP or Vacuum blast for the flight deck preservation. Schedule of the jobs is up to vendor discretion. The tiedowns have to be covered during flight deck blasting and painting. However, if there are defects found during inspection of WI 1004, the tie downs paint will have to be removed for further inspection. If new tie downs are installed prior to flight deck removal and installation, then they will have to be covered for flight deck removal/installation. If some of the old tie downs are SAT during WI 1004 inspection, then they will have to be covered as well prior to flight deck removal/installation.
