ANSWER:
Hoses will be provided by government furnish contractor. The government does not have the list.

PARAGRAPH / SECTION NO: 5.1
TITLE: External Tunnel Paint QUESTION: Paragraph 5.1 of the work specification notes that the Contractor will “furnish the paint manufacturer’s representative.” Is this statement correct as all other preservation items the paint manufacturer’s representative is provided by MSC?
ANSWER: The paint rep shall be provided by the government.

PARAGRAPH / SECTION NO: Various TITLE: Hull Crack Repair IWO MPDE Exhaust QUESTION: With no clearly definitized scope of work and no ship check available, and interferences being the responsibility of the contractor, will MSC be able to provide photographs of the work site to allow for a more accurate quote?
ANSWER: To provide photos, the interferences will have to be removed around the area. Currently, the ship’s configuration and mission status prohibits interferences removal. Contractor to use provided drawing for quotation.

TITLE: Install Nonslip on Mission Bay QUESTION: Available photographs of the Mission Bay of the USNS Fall River show two different nonslip existing applications. Can MSC provide current photographs or indicate whether conventional nonslip or “peel and stick” nonslip is the current configuration?
ANSWER: Currently configuration is nonslip on the slope part of the mission bay and nonslip alling the walkway leading to the passage doors and hatches. The peel and stick shall be removed and replaced with nonslip.

ANSWER: All components for the flight deck tie downs (cup, cross bars, fasteners) are steel.

Many of these WIs cannot be accomplished simultaneously and can easily drive them beyond Critical Path, especially if there is any delay from Growth Work after inspections.

0101 STRUCTURAL INSPECTION REV 1 (Two weeks of inspection) Can start interference removals upon arrival.

0106 MISSION BAY CBG PANELS AND SCUPPER INSPECTIONS
Can start upon arrival. GOV'T states work can be performed without the presence of ALCOA rep.

0107 INSTALL NONSLIP ON MISSION BAY
Conflicts with 0106 MISSION BAY CBG PANELS AND SCUPPER INSPECTIONS, 1004, and 1005.
0111 RCS MODIFICATION
Current POP only allows for 50 days in dock.
Interferences, modifications, restore to original.
ROM is 80 days in dock.
0112 "B" HULL CRACK REPAIR IWO MPDE EXHAUST
Discovery & repairs unknown. Possible LLTM issues.
0113 "B" WELD MISC ALUMINUM STRUCTURE
Can start inspection upon arrival.
0901 DRYDOCKING AND UNDOCKING (Currently 51 days in dock & 7 Pierside) ROM is additional 30 days in dock (81) with 7 days Pierside plus two days Dock Trial and one day Sea Trial plus one float day (per WI 013) for a total of 92 calendar days (87 production days) for the Base POP.
1001 WEIGHT TEST FLIGHT DECK NETS (Accomplish prior to 1002 Preservation)
1002 FLIGHT DECK PRESERVATION
This WI cannot begin until all other Flight Deck work is completed.
1003 FLIGHT DECK NAVAIR INSPECTION AND REPAIRS (Accomplish prior to 1002 Preservation) 1004 FLIGHT DECK TIE-DOWNS INSPECTION (291 Fittings to disassemble, inspect, & re-assemble per 2.1.4.)
Est. approximately 30 days.
WI 1002 Helo Deck Preservation to follow.
1005 FLIGHT DECK TIE-DOWNS REPLACEMENT (132 for replacement) All Tie Downs are to be tested per references.
Est. approximately 40 days. WI 1002 Helo Deck Preservation to follow.
This evaluation is to avoid schedule conflict by mentioning a timeframe that appears unachievable due to events that must occur sequentially.
Contractor requests that the GOV'T re-evaluate their proposed POP considering these findings.
Recommended POP be increased by 31 days for a total of 92 in order to lessen some of the schedule congestion.
ANSWER: The POP for the avail is 61 days as stated in the contract. Contractor to schedule and plan accordingly.
QUESTION: #84:
SPECIFICATION ITEM NO.: 1005
PARAGRAPH / SECTION NO: Q and A #75 TITLE: Flight Deck Tie Downs QUESTION: In regard to answered Q&A 10 # 75:
Q 1: Have the 132 tie down cups locations been identified or is the intent to identify them during the Flight Deck Tie Down inspection in WI 1004.
A1: Yes 132 tiedowns have been identified.
Contractor requests the identification of the 132 Tie Downs the GOV'T has identified for replacement.
TIE DOWN MAPS WILL BE PROVIDED VIA DOD SAFE
GOV't answer to Q-5 was:
A5: The entire removed tie downs will be replaced with new tie downs. Each new tie down cups comes with new cross bars, fasteners and software. Care must be taken to not damage the new components.
Contractor notes that A5 references WI 1005 for replacement Tie Downs.
The question was for WI 1004 Inspections.
Q 5: WI 1004 4.2 GFM only shows replacement gaskets. Does the GOV'T have spare Button Hd Monel K-500 screws if any fail during removal? Spare Recoils? Cross Bars?
This could speed up the repair process if failures are encountered.
ALL COMPONENTS WILL BE PROVIDED WITH THE NEW TIE DOWNS. THERE ARE NO SPARES
Q 6: Can the Flight Deck coating be prepared with a combination of open UHP blasting and vacuum grit blasting? Can this be accomplished prior to WIs 1004 & 1005? This could be helpful prepping the Cross Bars & Button Hd Screws for removal.
GOV'T Reply clarification request:
A6: Vendors has the option to use UHP or Vacuum blast for the flight deck preservation. Schedule of the jobs is up to vendor discretion. The tiedowns have to be covered during flight deck blasting and painting. However, if there are defects found during inspection of WI 1004, the tie downs paint will have to be removed for further inspection. If new tie downs are installed prior to flight deck removal and installation, then they will have to be covered for flight deck removal/installation. If some of the old tie downs are SAT during WI 1004 inspection, then they will have to be covered as well prior to flight deck removal/installation.
WI 1004: States:
7.1 Disassemble and inspect all flight deck tie downs (FDTDs) for interior corrosion using References 2.1.1 through 2.1.6 as guidance.
7.4.3 If visual indications exist where it appears crossbar material has been removed through corrosion or damage and has been painted over, then the paint in the vicinity of the reduced cross-sectional area shall be stripped prior to the Go-No-Go test.
7.5.1 The interface of the crossbars to the cup shall be visually examined for any pitting of material due to dissimilar metal corrosion.
7.7.2 Completely remove any paint coating the cups using only non-ferrous tools and accessories.
7.7.3 Visually inspect the cleaned surfaces of the FDTD cup for evidence of cracking, corrosion or pitting using Reference 2.1.5 as guidance.
b. Accomplish Dye Penetrant (DP) test of the FDTD cup to further discover presence of cracks in the FDTD body.
7.9 Inspect cup’s topside weld.
a. Completely remove any paint coating the cup topside welds using only non-ferrous tools and accessories.
7.12 Repairs, helicoils, hardware or pull tests required due to the inspections will be the subject of a change order.
Question:
Any NDT will require paint removal. Is it the GOV'T intent for the existing Tie Downs in this WI have all paint removed as shown in Reference 2.1.4 Work Instructions for Flight Deck Fittings Assessment dtd 12 Feb 2013?
ALL TIEDOWNS PAINT WILL HAVE TO BE REMOVED FOR NDT.
A6 above states: The tiedowns have to be covered during flight deck blasting and painting. Etc.
THE TIEDOWNS ARE STEEL AND ARE SUBSEPTABLE TO RUST. TIEDWONS MUST BE COVER DURING BLASTING AS TO PREVENT GRIT OR DAMGED TO THE SOFTWARE AND DURING THE PAITING OF THE FLIGHT DECK TO PREVENT PAINT OVERSPRAY.
