5.1 The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs.
5.2 The contractor and all subcontractors regardless of tier are advised to review the other work items under this contract to determine their effect on the work required under this work item.
5.3 THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL SYSTEMS. OBEY ALL POSTED AND VERBAL INSTRUCTIONS REGARDING SAFETY AND EXCLUSION FROM HIGH VOLTAGE AREAS. AT NO TIME APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT PROPER AUTHORIZATION.
5.4 THE T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK, AND WHITE. ASSUME ALL ELECTRICAL CABLES ARE ENERGIZED UNTIL TESTED AND PROVEN OTHERWISE. TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DE-ENERGIZED PRIOR TO WORKING ON THE ITEM.
5.5 Grit blasting is specified due to the lack of adequate existing surface profile. No alternative surface preparation will be accepted. Bids should reflect all containment, staging and cover up necessary for grit blasting and airless spray application of the coating.
5.6 No paint shall be applied between the hours of sunset and 0800 without prior written approval from the MSCREP.
5.7 Government furnished solvents are for viscosity control only, not equipment clean up. Utilize reference 2.2 for proper product utilization with each solvent.
6.0 QUALITY ASSURANCE REQUIREMENTS:
6.1 The government furnished paint manufacturer’s representative will provide quality assurance for the Government. This is above and beyond those QA requirements already imposed on the contractor.
7.0 STATEMENT OF WORK REQUIRED:
7.1 Tag-Out all required systems and equipment. Drain and dispose of any liquid in accordance with all federal, state, and local regulations.
7.2 CHECKPOINT: Prove all drains free and clear. Submit report.
7.3 Wash the entire area identified in paragraph 3.1 with fresh water. Water pressure shall be adequate to remove all peeling, blistered and flaking paint and salts to the satisfaction of the MSCREP.
7.4 CHECKPOINT: Immediately following the completion of fresh water washing of the vessel’s surfaces, conduct a coatings survey to identify specific areas to be prepared to SSPC-SP10/NACE 2 (paragraph 7.9) with the following personnel in attendance:
7.4.1 Paint Manufacturer’s Representative
7.4.2 Contractor’s paint representative
7.4.3 Port Engineer
7.5 Ship’s Master or his designated representative Any pipe hanger and light bracket and other attaching hardware, handrails, stanchions, or other areas/items beyond ability to preserve shall be noted via Condition Report.
7.6 CHECKPOINT: Securely mask and protect all of the following with material approved by the MSCREP of sufficient density to prevent entry of dirt, debris and grit blasting materials into the interior of the ship during grit blasting.
7.6.1 Temporarily install and maintain protective coverings on all deckhouse windows and Bridge windows and plug all overboard discharges in way of painting surfaces. Remove coverings upon completion and final acceptance.
7.6.2 Temporarily remove label plates and reinstall on completion. Label plates that are riveted to the hull or otherwise permanently installed need not be removed, and shall be adequately protected.
a. Location and description of each label shall be documented and submitted to MSCREP prior to removal.
7.6.3 Temporarily remove grating at 03, 04 and 05 levels to reach the support structure for this grating.
a. Secure areas from normal foot traffic while grating is removed.
7.6.4 Adequately mask all normally unpainted surfaces.
7.7 Inspect protective coverings no less than the start of each workday.
7.8 Accomplish the requirements of Surface Preparation Standard SSPC-SP1, Solvent Cleaning using Prep 88, to remove all dirt, oil, grease, soluble salts or other organic matter.
7.8.1 Biodegradable cleaners or other eco-friendly methods/agents shall be used to the greatest extent possible.
7.8.2 CHECKPOINT: Upon completion of all cleaning, chloride testing shall be performed at random locations.
a. The maximum allowable contamination concentrations shall be less than 10 µg/cm2 of chloride contaminants as determined by field or laboratory analysis using reliable, reproducible test equipment.
b. If contamination is found, additional cleaning shall be accomplished to bring within allowable limits. Additional tests shall be made to determine the extent of contamination and to prove the success of remediation.
7.9 Accomplish blasting in accordance with Surface Preparation Standard, SSPC-SP10/NACE 2, Near White Metal Blast Cleaning to the area identified in paragraph 3.1.
7.9.1 Assume 30% of the total surface area identified in paragraph 3.1.1 shall be blasted to SSPC-SP10/NACE 2.
7.9.2 Areas identified as needing to be brought to bare metal but not able to be blasted to SSPC-SP10/NACE 2 are to be mechanically cleaned to SSPC-SP11, Power Tool Cleaning to Bare Metal.
7.9.3 Taper all edges 1” to 2” at the substrate.
7.9.4 CHECKPOINT: The profile achieved shall be angular in nature and two (2) to four (4) mil deep.
7.9.5 Profile shall be determined using a Keane-Tator (or equal) Surface Profile Comparator.
7.9.6 Testex (or equal) Replica Tape shall be used at a rate of one (1) reading per 1,000 SF for verification.
7.9.7 Replica Tape shall be mounted, identified as to location and included as part of the final paint report.
7.10 CHECKPOINT: Immediately prior to coating the surface shall be re-tested for non-visual surface contaminates at random locations to ensure that the surfaces have not been re-contaminated.
7.10.1 The maximum allowable contamination concentrations shall be less than 10 µg/cm2 of chloride contaminants as determined by field or laboratory analysis using reliable, reproducible test equipment.
7.10.2 If contamination is found, additional cleaning shall be accomplished to bring within allowable limits. Additional tests shall be made to determine the extent of contamination and to prove the success of remediation.
