7.1.2. Protect the deck and other equipment and components in way of the manhole access from damage due to water wash, dust and debris. Install a dirt collecting mat on the deck directly outside each access opening.
a. Ensure plugging and blanking does not result in flooding or damage to ship's equipment
7.1.3. Protective covering shall be inspected at regular intervals, but not less than at the start of each work shift. Degraded protective covering shall be repaired prior to the restart of work. Contamination of the vessel and its equipment shall be reported to the MSC Port Engineer verbally, immediately upon its discovery, followed on the next work day in writing, if contamination or surface damage has occurred. The contractor shall be responsible for cleaning the contaminated equipment and showing that the contamination has not caused damage to same. Cost to repair equipment damaged by such contamination shall be borne by the Contractor.
7.1.4. Remove and dispose of industrial debris from the ship on a daily basis
7.2. Erect staging as necessary to access tank overhead.

7.3.1. The entire interior of the tank shall be HP fresh water washed to remove dirt, rust and rust scale, loose, flaking, peeling or otherwise deteriorated coatings and salts. Equipment utilized shall maintain a discharge pressure of 2,500 to 3,000 psi.
7.3.2. In conjunction with the HP water washing accomplish the requirements of SSPC-SP1, Solvent Cleaning using Prep 88, to remove all dirt, oil, grease, soluble salts or other organic matter. Biodegradable cleaners or other eco-friendly methods/agents shall be used to the greatest extent possible.
7.3.3. All areas of rust, rust scale or coatings which are cracked, blistered, peeling, flaking or otherwise deteriorated shall be prepared in accordance with the Surface Preparation Standard SSPC-SP11, Power Tool Cleaning To Bare Metal. Ensure that a minimum surface profile of 1 mil is attained. All tightly adherent paint edges shall be feathered-in.
7.3.4. . The maximum allowable contamination concentrations shall be less than 10 ug/cm2 of chloride contaminants as determined by field or laboratory analysis using reliable, reproducible test equipment. All surfaces shall be allowed to thoroughly air dry.
7.3.5. No painting is to be done from Sunset to 0700 (7:00 AM) the following morning without prior approval from the MSCREP.
7.3.6. All areas to be coated are to be blown down with dry, oil free air prior to painting.
7.3.7. No painting shall take place without prior notification to the MSCREP paint manufacturer's representative
7.3.8. Paint is not to be applied to hull surfaces when the surface temperature is below 40 degrees F., when the humidity is above that recommended by the paint manufacturer or as otherwise limited by the paint manufacturer's recommendations, unless prior permission is obtained from MSCREP in writing.
7.3.9. Application of all products is to be by airless spray.
7.3.10. Mil thickness is to be measured dry with a dry film thickness indicator. Dry film thickness measurements are to be taken at a minimum of 5 locations for each 1,000 square feet of surface area and recorded on the contractor test and inspection records.
7.4. Remove protective covering upon completion of contamination-producing operations.
7.5. Accomplish a final inspection of the work area to identify the presence of contamination and/or damage created by contamination-producing operations. Contamination/damage shall be documented on the inspection record.

7.9.3. After successful chlorination the tank shall be drained and refilled with potable water. Water samples shall be laboratory tested for free available chlorine and bacteriological contamination. Furnish three (3) copies of the lab results and certification that the water meets the requirements of the USPHS for potable water to the MSCREP.
7.10. Preparation of Documentation:
7.10.1. Provide a final report in electronic format for each tank the surface preparation accomplished, approximate sqft mechanically cleaned to SSPC-SP11, the paint used, number of coats and DFT of each coat. Potable water tanks will also have the decontamination procedure documented to specify the type and of amount of chorine used and the final lab results required in 7.9.3.
7.11. Inspection/Test:
7.11.1. An inspection team composed of the MSCREP, Paint Manufacturer's Representative and the Contractor will be present throughout the entire period of preparing the surface prior to coating applications.
