QUESTIONS AND ANSWERS #5

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION #1:

Work Item 131- Please provide reference 2.1.5 NASCO V22-346-0062.1 Hanger door electrical, and details on SGSI cabling mods.

ANSWER:

Work Item No. 131 is OBE. Please use new WI-131; HANGAR AFT AREA RIPOUT/INSTALLATION (T-ALT 453), dated 8 Jul 2016

QUESTION #2:

The item 131 states in paragraph 4 GFM- None yet the material list marked GFM lists the hanger door as being GFM. Please clarify. If the door is GFM is it to be a complete “KIT” assembly with all components required for installation and operation included? Please clarify.

QUESTION #3:

Work Item 131- The drawings referenced in paragraph 2.1.1, 2.1.2, 2.1.4 and 2.1.5 are missing. Please provide same.

Paragraph 7.2.1 states Removals: Remove the stanchion separating the two doors for the hangar. Remove the mezzanine level walkway. Remove and relocate associate outfitting as required. What reference is supposed to be used? Please clarify “as required”

Paragraph 7.2.2: if reference 2.1.4 is supposed to be used please provide reference 2.1.4.

Paragraph 7.3: please clarify the wording “ as needed”, “ modify as required to maintain operational”, “in light of structural modification in section 7.2”.

Paragraph 7.6 calls for developing working drawings based on conceptual drawings. There are no “conceptual” drawings and we can only redline drawings after completing work as performed in accordance with approved engineered drawings provide by the customer. Please provide the drawings.

There are drawings 8713681 – 8713682 that seem to be for the hanger and sgsi modifications that are not referenced. Please clarify the intent of these drawings and what item they need to be referenced from.

QUESTION #4:

For work item (134) there are extensive material lists that are not clear as to what is required.

· DWG 8713677 METAL OUTFIT MATERIAL: ITEM #11 LPHRVFWD012-7787620-A1-38-38 MACPAC #87-06201 CALL FOR A TRI PAD WITH ALIGNMENT MARKS; DWG 8713678 METAL OUTFIT MATERIAL: ITEM #13 LPHRVFWD012-7787620-A1-51-51 MACPAC #87-06202 CALL FOR A TRI PAD WITH ALIGNMENT MARKS as two examples. We believe they are the pads for the pipe hanger angles. Please clarify what this is and what alignment marks are required and how to apply them. Also, if they need to be cut in the configuration depicted on 388-8713685 dimensions or auto cad drawings would be needed. Please provide same. .

ANSWER:

The stated question made reference to DWG 8713677, item #11 and DWG 8713678 item #13 being associated with material item object number LPHRVFWD012. To clarify, it should be noted that item #13 on DWG 8713678 is actually associated with a range of other object numbers (i.e. LFDNVAFT012 through LPHRVAFT082) vice LPHRVFWD012. DWG 8713677 Item #11 is correctly associated with object LPHRVFWD012.

MSC confirms that these material item objects are the pads for pipe hangers. The alignment marks refer to notches on the pads used by some shipyards to simplify production by marrying these notches on a pre-fabricated pipe hanger to pre-located alignment pins/studs on the deck or bulkhead. The “guidance only” Metal Outfit Fabrication Drawing 8713685 (e.g. SH25 for item object LPHRVFWD012 for example) is available for clarification. However, these details are provided strictly for guidance and the shipyard is not required to utilize alignment marks with the pipe hanger angle pads.

The configuration and size of the mounting pads can be in accordance with customary shipyard standards and practices. Drawing 388-8713685 is for guidance only.

QUESTION #5

For work item (135) there are extensive material lists that are not clear as to what is required.

ANSWER

QUESTION #6

Work Item 803- The following concerns has been identified:

3.1.2.3 – Evaporator wall thickness cannot be measured due to factory rifling which prevents probe insertion.

7.4.5 – Evaporator tubes should be cleaned chemically due to factory rifling which prevents mechanical brushing.

Please provide direction for 3.1.2.3 and concurrence or further direction for 7.4.5?

ANSWER

Paragraph 3.1.2.3 modified top exclude thickness testing.

Paragraph 7.4.5 modified to include chemical cleaning.

QUESTION #7

Work Item 133- Reference 2.1.2, Sheet 8 of 9, Item M-1 of the list of materials describes a Compass oily water separator. The M-1 is surrounded by a red cloud. It is not apparent in the work item that this oily water separator is supposed to be supplied and installed.

Please point out what section of the work item provides for the supply and installation of the oily water separator?

If the oily water separator is not supposed to be supplied or is supposed to be GFM, are there any other materials identified in the reference that are not required?

ANSWER

Contractor will procure and provide new OWS, per line item M1 of Reference 2.1.2.

Only paint and paint representative is being provided as GFM.

QUESTION #8

Work Item- 920 The referenced drawing provided does not have origination dates but it does have a date from 2009 for the Revision A. The revision date coupled with the written specification would lead one to believe that some or all of this work was already accomplished. Please confirm that we are supposed to perform all of the rip-outs identified on sheet 2 of the reference? Please confirm that we are to install all of the materials listed on sheet 1 of the reference? Please confirm that this work item is intended to convert the bow thruster cooling system from sea water to chill water?

ANSWER

WI-920 does the following:

a.Removes the existing seawater cooling piping and installs chill-water piping for the supply andreturn lines.
b.Adds master solenoid valve in chill-water supply line.
c.Installs a temperature control valve on outlet from bow thruster motor.

Work has not already been accomplished. All ripouts identified in sheet two (2) of reference 2.1.1 are required.

QUESTION #9

Work item 136 paragraph 3.2.2 identifies the installation of D-Ring P&H #F483-1. Peck and Hale has pointed out that the D-Ring selected is a special order piece with a lead time of 20-24 weeks and a cost of $1,200 each and is rated at 40T MBS. They have recommended at P&H #F483-4, which is an in stock item with a cost of $75 each and is rated 36T MBS. Please provide direction?

ANSWER

Concur with Peck and Hale’s recommendation to use #F483-4 in lieu of #F483-1.

QUESTION #10

Work item 203- Reference T9233-CF-IMC-070 has not been found in the reference files provided.

Please provide the reference?

The list of hoses provided in the work item, paragraph 3.3.1, table 203B-1 contain Fairbanks Morse Engines part numbers only. Fairbanks Morse Engines has not provided a quotation for the hoses. In order to determine hose, fittings and lengths of each unit, additional information is necessary. Please provide sufficient information to obtain quotations from other than Fairbanks Morse Engines?

Late word from Fairbanks Morse Engines is that there is an issue with Long Lead Time Material, although they did not indicate how long. We recommend that MSC purchase the hose assemblies directly from Fairbanks Morse Engines to eliminate the Long Lead Time Material issues as well as cut costs

ANSWER

Reference 2.1 added to List of References.

Source Hampton Rubber (identified in Work Item) is known to have developed a cross-over list for the T-AKE MDG Fluid Flex Connectors part numbers.

MSC request that Contractor procure all Fluid Flex Connectors and turn over the Fluid Flex Connectors that do not arrive in time to get installed to the crew.

QUESTION #11

Work Item 509- Is Phex acceptable as an OEM for this item?

ANSWER

Aqua Chem is the only known source for the T-AKE Aqua Chem, Inc. Distillers. If PHEX can produce a letter with Aqua Chem identifying them as a qualified OEM Technical Representative, they will be acceptable.

This work item describes the modifications of outfitting items and ship structure in way of the Hangar Door Area, addition of a new platform for the SGSI, and modifications to the flight deck.

3.0 ITEM LOCATION/DESCRIPTION

3.1 Location/Quantity

3.1.1 Location: Hangar Deck Aft Area at Frames 76 to 94, Main Deck to 03 Level.

3.2 Item Description/Manufacturer's Data

Bill of Materials:

3.2.1 The Contractor shall provide the materials listed in references 2.1.2 and 2.1.3.

3.2.2 The Contractor shall provide eighteen (18) Type XIV tie-down fittings in accordance with reference 2.1.6.

3.2.3 The Contractor shall provide additional material, such as weld materials, insulations, paint & cable hangers which are not included in the List of Materials, in order to install a fully functional system which meets the requirements of this specification.

4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES:

4.1 Government Furnished Equipment (GFE): None

4.2 Government Furnished Material (GFM):

One (1) Hangar Roll-up Door, Federal Equipment Company

4.3 Government Furnished Services (GFS): None

4.4 Government Furnished Information (GFI): None

5.0 NOTES

5.1 The Contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the Contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1-7, 22, 23, 25, 27, 28 & 29.

5.2 The Contractor and all subcontractors regardless of tier are advised to review other work items under this contract to determine their effect on the work required under this work item.

5.3 Welding shall be completed in accordance with ABS.

6.0 QUALITY ASSURANCE REQUIREMENTS: None

7.0 STATEMENT OF WORK REQUIRED:

7.1 Arrangement/Outfitting

Arrangement and outfitting modifications shall be accomplished in accordance with references 2.1.1 through 2.1.3.

After removal, existing Hangar Roll-up Doors and associated equipment shall be packaged and labeled for shipment. The package shall contain an inventory list within and posted on outside of crate containing the following information: NAME, MODEL AND/OR PART NO., SERIAL NO., and SHIP REMOVED FROM.

The new Hangar Roll-up Door shall be installed and aligned in accordance with the OEM vendor furnished information (VFI).

The Contractor shall construct an end cap cover like kind and quality as part LHATVAFT001 for installation in accordance with reference 2.1.3.

The Contractor shall install eighteen (18) deck tie-down sockets in accordance with reference 2.1.6. The new deck sockets shall be located as shown in Table 1. The locations identified in Table 1 shall be referenced from the center of the helicopter landing circle. Deviations from these locations are not permitted without prior NAVAIR approval.

7.2 Structural

Structural steel modifications shall be accomplished in accordance with References 2.1.1 through 2.1.3.

7.3 Mechanical/Fluids

Mechanical and fluid system modifications shall be accomplished in accordance with reference 2.1.3.

7.4 Electrical

Electrical system modifications shall be accomplished in accordance with reference 2.1.3.

Reinstallation and interconnecting cabling of the deck status light shall be in accordance with references 2.1.4 and 2.1.5.

7.5 Electronics: None

7.6 Preparation of Drawings

Provide new as built drawings to reflect all changes and new work reflected in this work item. Provide three (3) hard copies, one (1) electronic PDF copy and one (1) electronic/AutoCAD Drawing in accordance with MSC General Technical Requirements (GTR) 5.

7.7 Inspection/Test

7.7.1 Inspect all new structure and hot work prior to painting.

7.7.2 Completion Test

7.7.3 Functional Test

7.7.4 Operational Test

The Hangar Roll-up Door shall be tested in accordance with the OEM VFI.

7.7.5 Tightness Test

7.7.6 Hydrostatic Test

7.7.7 Helicopter Landing Area Drain Test

7.7.8 Helicopter Tie-down Pull Test

Test newly installed tie-down fittings in accordance with reference 2.1.6, notes T-1 and T-6 for type XIV fittings. Exceptions described in Test Note: T-6.A.(1)(a) in reference 2.1.6 will not be granted.

7.8 Painting:

7.8.1 Paint all new and modified surfaces to match surrounding surfaces. Surface preparation, coating thickness and color selection shall be in accordance with MSC GTR.

7.8.2 Paint two (2) wheel boxes on the flight deck. Each wheel box shall be a 2 foot square. One square shall be centered 25 feet aft and 6 feet, 6 inches port from the center of the helicopter landing circle. The other square shall be centered 25 feet aft and 6 feet, 6 inches starboard from the center of the helicopter landing circle. The squares shall be white in color (color 37875 in accordance with FED-STD-595).

7.8.3 Restoration of damage: All surface coatings, lagging and insulation disturbed during this installation, including but not limited to paint and deck covering, piping lagging and bulkhead insulation, shall be restored to match the surrounding areas in accordance with MSC GTR. This includes both sides of steel where welding or burning has occurred. All new steel structure shall be painted to match other steel in the area. All new and modified piping shall be painted to match other piping in the area.

7.9 Marking:

a. Provide label plates, cable tags, valve tags, piping labels and compartment labels for all new and modified equipment, systems and compartments in this item in accordance with MSC GTR

b. The Hangar Roll-up Door shall be painted with diagonal red stripes on the OEM yellow paint, interior and exterior. The stripes shall be 102 mm wide, spaced 102 mm apart, and angled approximately 45 degrees, rising from port to starboard.

c. Provide alignment stripes on the Hangar Roll-up Door and adjacent frame, both interior and exterior. The alignment stripes on the door and frame shall align when the door is retracted to provide a minimum of 6 m clear height from the top of the door sill to the bottom of the door seal. The stripes shall be 152 mm long and 51 mm wide and may be of any color that contrasts with the door and frame. The stripes shall be readily visible from the main deck.

7.10 Manufacturer’s Representative (MFR REP):

a. Provide the services of a Federal Equipment Company OEM authorized REP for guidance oversight to the Contractor for the installation, alignment, and testing of the new hangar roll-up door. Contact the following OEM MFR REP for the local authorized Rep in the area.

Structural steel modifications shall be accomplished in accordance with References 2.1.1 through 2.1.3.

Reinstallation and interconnecting cabling of the deck status light shall be in accordance with references 2.1.4 and 2.1.5.

Provide new as built drawings to reflect all changes and new work reflected in this work item. Provide three (3) hard copies, one (1) electronic PDF copy and one (1) electronic/AutoCAD Drawing in accordance with MSC General Technical Requirements (GTR) 5.

Test newly installed tie-down fittings in accordance with reference 2.1.6, notes T-1 and T-6 for type XIV fittings. Exceptions described in Test Note: T-6.A.(1)(a) in reference 2.1.6 will not be granted.

7.8.1 Paint all new and modified surfaces to match surrounding surfaces. Surface preparation, coating thickness and color selection shall be in accordance with MSC GTR.

7.8.2 Paint two (2) wheel boxes on the flight deck. Each wheel box shall be a 2 foot square. One square shall be centered 25 feet aft and 6 feet, 6 inches port from the center of the helicopter landing circle. The other square shall be centered 25 feet aft and 6 feet, 6 inches starboard from the center of the helicopter landing circle. The squares shall be white in color (color 37875 in accordance with FED-STD-595).

7.8.3 Restoration of damage: All surface coatings, lagging and insulation disturbed during this installation, including but not limited to paint and deck covering, piping lagging and bulkhead insulation, shall be restored to match the surrounding areas in accordance with MSC GTR. This includes both sides of steel where welding or burning has occurred. All new steel structure shall be painted to match other steel in the area. All new and modified piping shall be painted to match other piping in the area.

a. Provide label plates, cable tags, valve tags, piping labels and compartment labels for all new and modified equipment, systems and compartments in this item in accordance with MSC GTR

b. The Hangar Roll-up Door shall be painted with diagonal red stripes on the OEM yellow paint, interior and exterior. The stripes shall be 102 mm wide, spaced 102 mm apart, and angled approximately 45 degrees, rising from port to starboard.

c. Provide alignment stripes on the Hangar Roll-up Door and adjacent frame, both interior and exterior. The alignment stripes on the door and frame shall align when the door is retracted to provide a minimum of 6 m clear height from the top of the door sill to the bottom of the door seal. The stripes shall be 152 mm long and 51 mm wide and may be of any color that contrasts with the door and frame. The stripes shall be readily visible from the main deck.

7.10 Manufacturer’s Representative (MFR REP):

a. Provide the services of a Federal Equipment Company OEM authorized REP for guidance oversight to the Contractor for the installation, alignment, and testing of the new hangar roll-up door. Contact the following OEM MFR REP for the local authorized Rep in the area.

This work item describes the modifications of outfitting items and ship structure in way of the Hangar Door Area, addition of a new platform for the SGSI, and modifications to the flight deck.

3.0 ITEM LOCATION/DESCRIPTION

3.1 Location/Quantity

3.1.1 Location: Hangar Deck Aft Area at Frames 76 to 94, Main Deck to 03 Level.

3.2 Item Description/Manufacturer's Data

Bill of Materials:

3.2.1 The Contractor shall provide the materials listed in references 2.1.2 and 2.1.3.

3.2.2 The Contractor shall provide eighteen (18) Type XIV tie-down fittings in accordance with reference 2.1.6.

3.2.3 The Contractor shall provide additional material, such as weld materials, insulations, paint & cable hangers which are not included in the List of Materials, in order to install a fully functional system which meets the requirements of this specification.

4.2 Government Furnished Material (GFM):

One (1) Hangar Roll-up Door, Federal Equipment Company

4.3 Government Furnished Services (GFS): None

4.4 Government Furnished Information (GFI): None

5.0 NOTES

5.1 The Contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the Contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1-7, 22, 23, 25, 27, 28 & 29.

5.2 The Contractor and all subcontractors regardless of tier are advised to review other work items under this contract to determine their effect on the work required under this work item.

5.3 Welding shall be completed in accordance with ABS.

6.0 QUALITY ASSURANCE REQUIREMENTS: None

Arrangement and outfitting modifications shall be accomplished in accordance with references 2.1.1 through 2.1.3.

After removal, existing Hangar Roll-up Doors and associated equipment shall be packaged and labeled for shipment. The package shall contain an inventory list within and posted on outside of crate containing the following information: NAME, MODEL AND/OR PART NO., SERIAL NO., and SHIP REMOVED FROM.

The new Hangar Roll-up Door shall be installed and aligned in accordance with the OEM vendor furnished information (VFI).

The Contractor shall construct an end cap cover like kind and quality as part LHATVAFT001 for installation in accordance with reference 2.1.3.

The Contractor shall install eighteen (18) deck tie-down sockets in accordance with reference 2.1.6. The new deck sockets shall be located as shown in Table 1. The locations identified in Table 1 shall be referenced from the center of the helicopter landing circle. Deviations from these locations are not permitted without prior NAVAIR approval.

4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES:

4.1. Government Furnished Material (GFM):

4.1.1. All condenser and evaporator tubes will be provided as GFM.

4.1.2. All other materials needed for the air conditioning units servicing and maintenance shall be furnished by the Contractor. The Contractor shall provide all labor and material required to accomplish this work item including but not limited to miscellaneous cable tags, cable hangers, studs, lugs, piping material weld material, stuffing tube assemblies, cable transits, staging, space certification, contamination containment, fire watches, removal and reinstallation of all interferences including insulation in way of repairs to effect a complete and finished end result.

5.0 NOTES:

5.1. The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs.

5.2. The contractor and all subcontractors regardless of tier are advised to review the other work items under this contract to determine their effect on the work required under this work item.

5.3. THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL SYSTEMS. OBEY ALL POSTED AND VERBAL INSTRUCTIONS REGARDING SAFETY AND EXCLUSION FROM HIGH VOLTAGE AREAS. AT NO TIME APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT PROPER AUTHORIZATION.

5.4. THE T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK, AND WHITE. ASSUME ALL ELECTRICAL CABLES ARE ENERGIZED UNTIL TESTED AND PROVEN OTHERWISE. TEST ALL ELECTICAL CABLES TO ENSURE THEY ARE DE-ENERGIZED PRIOR TO WORKING ON THE ITEM.

5.5. All shipboard lockout tag out procedures shall be followed by the contractor.

6.0 QUALITY ASSURANCE REQUIREMENTS: None additional.

7.0 STATEMENT OF WORK REQUIRED:

7.1. Isolate and tag out the system. Drain the affected piping and dispose of affected liquids in accordance with federal, state and local regulations.

7.2. Clean and gas free to ensure the area is safe for hot work. Competent Marine Chemist shall certify that the area and space are safe for hot work daily.

7.2.1. Complete the servicing on the A/C plants that includes:

7.2.1.1. Replacing the Drier Filter using “Service Instructions -- Drier Filter”, Document number GB00514 as guidance (included in reference 2.1).

7.2.1.2. Cleaning the evaporator using “Service Instructions – Heat Exchangers”, Document number GB00172 as guidance (included in reference 2.1).

7.2.1.3. Cleaning the condenser using “Service Instructions – Heat Exchangers”, Document number GB00172 as guidance (included in reference 2.1).

7.2.1.4. Cleaning the suction filter using “Service Instructions – Suction Filter”, Document number GB00537 as guidance (included in reference 2.1).

7.2.2. Submit a report of conditions found.

7.2.3. Change the oil using “Service Instructions – General”, Document number GB00532 as guidance (included in reference 2.1).

7.2.4. Test safety valves and pressure overflow valves.

7.3. Test each compressors (all five AC plants) safety shutdowns and alarm monitoring system.

7.4. Clean each unit’s condenser and evaporator (all five AC plants)

7.4.1. Open and inspect each unit’s condenser and evaporator, Submit report of findings

7.4.2. Complete the requirements of section “Service Instructions - Heat Exchangers, Leak Testing and Plugging, with document number GB00478. Finding leaks” for each unit’s condenser and evaporator.

7.4.2.1. Submit a report of conditions found.

7.4.3. Verify the wall thickness of each tube in each Condenser.

7.4.3.1. Ultrasonic Internal Rotating Inspection System and Eddy current inspection methods for determining wall thickness are acceptable

7.4.3.2. Submit report of findings within three days of completion of each cooler. Each cooler is expected to be the subject of its own individual report.

7.4.4. Complete the requirements of section “Service Instructions - Heat Exchangers, Leak Testing and Plugging, with document number GB00478. Repairing Leaks” for each unit’s condenser and evaporator.

7.4.4.1. Replace tubes that have a wall thickness found to be less than 50% of original thickness.

7.4.4.2. Assume that 10% of the tubes will need to be replaced for each condenser and evaporator

7.4.5. Chemically clean tubes of each unit’s condenser and evaporator using brush or high pressure flush as described in section GB00513A or reference 2.1

7.4.6. On completion of all work on heat exchangers, close each with new gaskets. See section GB00172D Service Instructions - Heat Exchangers of reference 2.1 for guidance.

7.5. Inspection/Test

7.5.1. Operationally test (all five AC plants).

7.6. Paint/Lagging:

7.6.1. Renew lagging where old lagging was removed. Paint all new and disturbed surfaces to match surrounding surfaces.

7.7. Manufacturer's Representative: Work included in this item shall be completed by an authorized representative of YORK Marine AB.

Engines produced by MAN B&W Diesel AG have evolved from periods of continuous, successful research and development work.

They satisfy high standards or performance and have ample redundancy of withstanding adverse or detrimental influences.

However, to meet ali the requirements of practical service, they have to be used to purpose and serviced properly. Only with these prerequisites can unrestricted efficiency and long useful life be expected.

The operating instructions as well as the working instructions (working cards) are thought to assist you in becoming familiar with the engine and the equipment. They are also thought to provide answers to questions that may turn up later on, and to serve as guidance in your activities of engine operation, checking and servicing. Furthermore, we attach importance to familiarizing you with the functions, relations, causes and consequences, and to conveying the empirical knowledge we have.
