1) Attachment 2.2.1 has a column that states clean and gas free. Not all tanks listed have that column marked. Is it the intention of the specification to clean and gas free only the tanks marked with an x or are all tanks listed to be cleaned and gas freed? Are all tanks to be opened lighted and ventilated also or just the ones that are marked with an x?
Yes. Only the columns marked with an “X” require gas free and cleaning.

TITLE: Peck and Hale Tie-Down Points Installation at UNREP Stations
Paragraph 7.1 calls for the installation of two (2) containers tie down points. This should be a total of 8 points. Paragraph 3.2.1 quantities are listed as 25 points. Also the referenced drawings do not include any welded installations or any electrical installations but paragraphs 7.1 and 7.2 reference both.
Paragraph 4.1 calls for cable hangers, cable ties and transits. Paragraph 7.3 calls for testing the containers. To what criteria? Please clarify the items intent.
Tie-down points required for 2 containers only. A total of eight (8) tie-down points required (4ea per container). Paragraphs 7.1, 7.2 and 7.3 are deleted. Power to be installed at later date. Paragraph 4.1 is a standard blurb. Only the items that applies matters.

Work Item No. 133 and Work Item 574 are separate tasks. T-ALT 430 converts the Lube Oil Drain
Tank (4-79-1) to Oily Water Storage Tank (4-79-1) and upgrade of the Oily Waste Transfer system and
Work Item No. 574 makes upgrades to the Machinery Oily Water Separator (OWS).
There is some overlap because the OWS is associated to the Oily Waste Transfer System.

Paragraph 7.2.2.9 directs to replace neoprene gasket (2ea, pc 23 of reference 2.8).
Paragraph 7.2.2.10 directs to replace drain flex hose (4ea, pcs 84, 87, 87 of reference 2.8).
If reference 2.8 has been deleted, please provide details of pieces 23, 84 and 87 and if the second 87 is a typographical error, please provide the correct piece number as well as details?
Paragraph 7.2.2.9 has also been deleted from Work Item and Paragraph 7.2.2.10 has been modified.

The following are questions submitted by a sub-contractor (edited) :
No surface area is given in 3.1.1 or 3.1.2 for the areas to be prepared and coated. When we did the
“Robert Peary” last year, MSC provide an estimate surface area for all eight of the RAS / FAS
Kingpost (#1 – #8) as 15,000 sq ft (or about 1,875 sq ft each). The Ram Tensioners were not included in the Robert Peary work package. When this item was preformed it was for the exterior areas of the
Kingpost only and not the interior slide area which is almost impossible to prepare and is completely covered in grease; this interior area was sealed with heavy plastic.
Can MSC confirm (or provide) a surface area for the RAS /FAS Kingpost?
Can MSC confirm that just the exterior surface are included in the work item?
WI-107 amended to reflect answers to offerors questions.

The following are questions submitted by a sub-contractor (edited) :
The specification identifies (22) louvers on the starboard side of the vessel; for the purpose of estimating, will MSC please provide the estimated total surface area of the 22 louvers?
Paragraph 7.1.1 calls to power tool rust, loose paint, etc.; for the purpose of estimating will MSC please provide a percentage of the area to be power tooled?
Are all 22 louvers fixed or can any be removed?
The twenty-two (22) louver sizes varies, as indicated in paragraph 3.1.1. The surface area of each louver will also vary.
100% of the louver area will be power tooled (with the exception of the slats to be cropped out and replaced).
The louvers are fixed. Only the screens are removable.

MSC acknowledges lead times for valves. Upon award, Contractor requested to still order valves and install as they arrive. Valves not received during ROH/DD will be turned over to Chief Engineer for future installs.

The following are questions submitted by a sub-contractor (edited):
The answer to question #7 of Questions and Answers #1 is received; could MSC provide the surface area of the four (4) tanks listed in 3.1.1 (either per tank or total) this will allow all contractors to calculate the five percent (5%) of spot work equally?
Should contractors bid to stage the entire area of all four (4) tanks for access or will spot work be confined to the bottom area?
Should contractors bid to wash and dry the entire area of all four (4) tanks for survey of areas to be spot prepared?
Should contractors bid for the removal of any/how much mud/muck to be removed?
The provided individual tank capacities will provide the surface areas using calculations. Contractors should anticipate that a max of 5% of the overall surface area will require spot repairs and preservation.
Contractor is expected only wash (IAW Work Item) the areas affected by the spot repairs. The SW ballast tank final cleaning is covered under WI-021.
Enclosure 2.2.1. Contractor should anticipate the amount of muck (if any) in the ballast tanks based on the level of effort required in WI-021.
