QUESTIONS AND ANSWERS #4

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION #1:

Item 107 Paragraph 4.1 says the GFM is 30 gallons of paint (per coat) = approximately 4,300 ft2.

Based on CCSI’s calculations each Kingpost is approximately 4,500 ft2 x 7 = 31,500 ft2.

Please confirm the intent of the item. Are the 7 kingposts to be blasted in their entirety? What is the basis for the amount of paint being supplied?

Paragraph 7.4.2i calls for surface prep of front, P&S window openings, ect. There are NO window openings visible on the Kingpost. There are control stations houses at each kingpost that appear to have windows. Is it the intent of the item to blast and coat the control station houses in addition to the kingpost or in lieu of?

Please clarify scope of work required.

Item 118 Paragraph 3.1.2 states that the approximate total area is 4,200 ft2.

Paragraph 7.8 states to mechanically clean 2,500ft2 of area to SP11. These areas then get two (2) spot coats, followed by a full coat to the entire area (4,200 ft2) Based on CCSI’s calculations, using the General arrangement drawings provided, the total area of the 01 & 02 levels, from frame 24 to 58, including the breakwater, is approximately 15,000 ft2.

Is CCSI to base the bid for HPFW wash and painting on the 4,200 ft2 specified, or the 15,000 ft2 that was calculated.

Item 911Paragraph 7.4.5.5 States to assume all four (4) anodes and all four (4) anode shields will have repairs. Should CCSI base the bid on 100% removal/reinstallation of all eight (8) capastic shields?
Item 917Paragraph 7.8 States to prep and paint both sides of ventilation louvers that are welded into the side of the ship. How many louvers are welded in. Is the interior side of the louvers accessible, without any staging or other special requirements? Please clarify.
Item 135This item appears in the J-2 attachment but not in the C – 2 List of Standard Work Items and there is no work item in the specification.
Item 136This work item is in the specification and also in the C – 2 List of Standard Work Items but not in the J-2 attachment.
Item 334This work item is in the specification but does not appear in either the J-2 attachment or the C – 2 List of Standard Work Items.

Item 519 and 520 – Please provide the serial numbers for the Heat Exchangers.

Item 107 Yes, all Kingposts are to blasted in their entirety

· All paint will be provided as GFM. Please disregard the amount of paint listed in spec.

· The Kingposts do not have windows. Paragraph 7.2 is a standard (catch-all) blurb.

· Control stations are not a part of this Work Item.

Item 118 Paragraph 3.1.2 is a typo. Approx. area should read 14200 in lieu of 4200 Contractor should bid IAW general arrangement drawings provided.

Item 911 Contractor should base the bid on 100% removal/reinstallation of all eight (8) capastic shields to allow for complete hull blasting.

Item 917 - All louvers are welded in place.

· The interior side of the louvers are accessible without use of staging.

Item 135 Work Item 135 was added to the package in amendment 0004.

Item 136 Work Item 136 was added to the package in amendment 0004.

Item 334 Work Item 334 will be added to both the J-2 attachment and the C-2.

QUESTION #3:

SPECIFICATION ITEM NO.: 557

PARAGRAPH / SECTION NO: N/A

TITLE: Cargo Weapons Elevator Grating Repairs

The Answer provided In Questions and Answers #3, Question #19 “Gratings configuration and dimensions and stud sizes to be determined during shipcheck.” Because the ship check is not mandatory, will MSC publish the results of the determination from the shipcheck?

ANSWER

Note: The gratings were field fit into place at time of construction. Grating slats are 1” wide and 0.250 inches thick. Gratings are depicted in amended Work Item No. 557.

QUESTION #4:

SPECIFICATION ITEM NO.: 920

PARAGRAPH / SECTION NO: 2.1.1 & 3.2

TITLE: Bow Thruster Cooling Regulator Installation

Paragraph 2.1.1 provide reference MSC Drawing 532-8389858 Revision A. Paragraph

3.2 provides a list of materials, the Item Number of which is derived from the reference. The work item describes the installation of the materials from the list in 3.2 and references the drawing from 2.1.1. The following issues exist:

Item No. P-5 from the list is for six feet of pipe – the drawing has 105’ of pipe. Which 6’ is allowed for in this work item?

Item No. P-8 from the list is for three each – the drawing has seven each. Which three each are allowed for in this work item?

Item No. P-17 from the list is for one each – the drawing has two each. Which one each are allowed for in this work item?

Item No. P-27 from the list is for one each – the drawing has three each. Which one each are allowed for in this work item?

Item No. P-30 from the list is for one each – the drawing has three each. Which one each are allowed for in this work item?

ANSWER

The numbers and dimensions identified in the reference drawings override the parts list. Contractor should base their bid on the drawings.

QUESTION #5:

SPECIFICATION ITEM NO.: 803

PARAGRAPH / SECTION NO: 1.1 / 3.1.2.1

TITLE: AIR CONDITIONING PLANTS SERVICING AND MAINTENANCE

1.0 Abstract/1.1 States the maintenance and servicing of 5 units

Para. 3.1.2.1 States 3 compressors to be repaired

Item is very contradictory - 5 units to be serviced but states 3 compressors to be repaired. Please verify if we are to service 3 compressor AC plants or all 5.

ANSWER

Paragraph 3.1.2.1 was omitted in previously amended Work Item.

QUESTION #6:

PARAGRAPH / SECTION NO: 4.1 / 7.4.2i TITLE: RAS/FAS Station King Post & Ram Tensioners

1. All paint will be provided as GFM. Please disregard the amount of paint listed in spec.

TITLE: Stbd Side Plenum Louvers and Screens

ANSWER:

Work Item requests Contractor to replace the stbd side carbon steel vent intake screens twenty-two (22) with new stainless steel screens. Coating is not required.

QUESTION #8

SPECIFICATION ITEM NO.: 118

PARAGRAPH / SECTION NO: 3.1.2 / 7.8

TITLE: 01, 02 Level Fwd Deck Houses and Breakwater Preservation and Painting

Paragraph 3.1.2 is a typo. Approx. area should read 14200 in lieu of 4200 Contractor should bid for washing and painting IAW the general arrangement drawings provided.
