QUESTIONS AND ANSWERS #1
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
QUESTION #1:
Under Section I – Contract Clauses – Clauses Incorporated by Reference, Clause 52.219-6 – Notice of Small Business Set-Aside is listed.
Please advise if Solicitation No. N32205-16-R-4311 for the USNS Sacagawea is categorized as a Small Business Set-Aside solicitation.

QUESTION #2:
Please confirm that the USNS Sacagawea is available on the Gulf and East coast for this availability.
Reference J-10, interport differential, states East Coast Only.

QUESTION #3:
Due to the change in Small Business Set-Aside Removal Provision (52.219-6) per Amendment 0001 dated 15-Jun-2016, and the clarification of contractor facility location to include the Gulf Coast; BAE Systems requests a 14-day extension for the bid due date. Please advise.

QUESTION #4:
WORK ITEM: 101
PARAGRAPH / SECTION NO: 3.1, 7.2 & 7.2.1
TITLE: Ballast Tank Zinc Inspection
In paragraph 3.1 “Location/Quantity:” there are 160 anodes listed. Paragraph 7.2 calls for an inspection. Paragraph 7.2.1 calls for documenting anodes that need to be replaced. Nothing in the item actually directs the specific replacement of anodes. Does MSC concur with our interpretation of the work item?

SPECIFICATION ITEM NO.: 102
PARAGRAPH / SECTION NO: 2.2.1 & 2.2.2
TITLE: Tank Vents Inspection and Renewal
In the enclosure provided in paragraph 2.2.1, the column “Vent Dia./Wager Model” where the designation is (2x) before the size & model, is it intended to represent a quantity of (2) each for that valve?
In the enclosure provided in paragraph 2.2.2, the models detailed are 1500 and 1700 series. In the enclosure provided in paragraph 2.2.1 there are (7) 1600 series valves. Please provide the technical information for the 1600 series valves or please clarify?
ANSWER:
In the enclosure provided in paragraph 2.2.1, the column “Vent Dia./Wager Model” where the designation is (2x) before the size & model is intended to represent a quantity of (2) each for that valve.
The 1600 and 1700 models are the same with the exception that the 1700 is outfitted with the float (check valve). Please, see attached Specifications.

The reference identified in paragraph 2.8 as “Flight Deck Hatch DWG TIMSA TAKE” has not been found in the (329) mostly randomly listed files provided. Please provide the file or identify how it is actually listed in the files provided?

TITLE: Saltwater Ballast Tanks Preservation and Spot Repairs
The sub-paragraphs of 4.0 are missed numbered.
For purposes of bidding the work item please provide a square footage or should we assume 100% of the tank to be blasted?
ANSWER:
Sub paragraphs of 4.0 corrected.
For estimating purposes, Contractor should anticipate that 5% of each tank will require spot blasting.

TITLE: Port Bulwark Closed Chock Replacement
Is it the intention of the work item to install a new chock or to repair the existing?
If intended to install new chock, please provide additional information as reference provided does not identify chock adequately to allow pricing of replacement.

Contractor is requested to perform weld repair to the existing chock.

Please provide some detail of the locations for each of the fittings to determine the expected allowances required for interferences, existing structural conditions, staging required, etc.?

Fittings will be required for on all four (four) corners of the containers which will be attached to the deck on UNREP Stations 7 & 8.

SPECIFICATION ITEM NO.: 504B
PARAGRAPH / SECTION NO: Various TITLE: Cargo Cranes 5-Year Retesting Surveys, Hydraulic Hoses and Wire Rope Replacement
Paragraph 4.2 identifies hoses and wire rope as GFM. Paragraph 7.4.3 directs that all fittings are to replaced, except that reuse will be considered based on recommendation of Appleton. Are the hoses being supplied as GFM in paragraph 4.2 a. complete with fittings?
Paragraph 7.4.5 requires Mill Test Reports, Certificate of Compliance, Certificate of Heat Treatment and Hydrostatic Test Reports for replacement hoses and fittings. Do the hoses and fittings being supplied as GFM in paragraph 4.2 a. comply with the requirements of paragraph 7.4.5?
ANSWER:
All hoses will be provided with associated fittings as GFM.
All hoses and fittings provided as GFM complies with the requirements of paragraph 7.4.5

The item does not provide sufficient information to solicit quotations for the purchase of the valves, i.e. ductile iron, bronze, lugged, etc. Please provide sufficient information for price quotes?

QUESTION #21
SPECIFICATION ITEM NO.: 805
PARAGRAPH / SECTION NO: Various TITLE: AHU Heaters Replacement and BERPS Installation
Paragraph 3.1.1 lists a quantity of (2) heaters. Paragraph 3.1.2 list a quantity of (1) heater. Paragraph 3.2 states a quantity of (2) heaters. The table in paragraph 4.0, lists (3) heaters. Paragraph 7.3 states to replace heaters identified in paragraph 3.2.
How many heaters does MSC want replaced and which heaters are they?
Paragraph 7.3.1 requires BERPS to be installed in fan rooms 1-65-2 and 01-75-1 to allow removal of the heaters. How many BERPS are required to be installed? Since there is no engineering required by this work item, please provide size of BERPS, materials to be used and details of construction?
ANSWER:
A total of three (3) AHU heaters will be replaced. WI-805 Amended to reflect number of AHU heaters to install and the method of fabrication for berps.

TITLE: Bow Thruster 5-Year Maintenance
Paragraph 7.1 requires the attendance of a GE Energy Power Conversion Technical Representative. Please identify the purpose of this technical representative…What paragraphs of the work item will they be required to accomplish?
GE Energy services omitted from Work Item. Contractor will subcontract only Rolls Royce for this task.
