QUESTIONS AND ANSWERS # 8
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. The medical requirements in clause 1.4.4 appear to be more onerous exposure than traditional maritime medical risks onboard, and may very well prove to be known medical malpractice exposure (as opposed to the usual ‘if any’ exposure on a merchant vessel) and require additional insurance coverage outside of P&I coverage as stated in section H. As a result, we would like to know who is liable for injury and death of sponsor personnel onboard?
Answer: Section H-5 of the solicitation lists the insurance requirements. Liability is always based on specific circumstances. If potential contractor negligence and resulting liability is a concern, the offeror is not prohibited from obtaining additional insurance coverages beyond that which is required in the contract. Any additional coverage purchased will not be reimbursable and therefore should be incorporated into the fixed price proposed.
2. C-3.1.1 Consumable Orders (Naval Supply System): Please provide a contact who can provide information on the Naval Supply System (range of products carried, pricing guidance etc.)
Answer: The GSA Advantage and DoD Emall list both general consumables and repair parts for order along with NSN items and part number.
GSA Advantage: http://www.gsa.gov/portal/content/104677
DoD Emall: https://dod.emall.dla.mil/acct/
Additional MSC Logistics support points of contact will be provided upon award.
