QUESTIONS AND ANSWERS # 4
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. On page 163 of the RFP, both (j) Budget and Financial Management and (n) Offeror shall indicate whether or not it currently has Government-approved purchasing/accounting system(s). Seems redundant. Do you want us to list same information in both places?
Answer: Paragraph L-8 (A)(n) was deleted in its entirety and marketed RESERVED in solicitation amendment 0001, which was posted to FEDBIZOPPS on 06 MAY 2016.
2. On page 164 C. Small Business Participation Proposal of the RFP, the following note: THIS FACTOR
IS DISTINCT FROM THE SMALL BUSINESS SUBCONTRACTING PLAN AND IS REQUIRED OF
ALL OFFERORS REGARDLESS OF SIZE STATUS. However, I do not see a section where they want us to provide a small business subcontracting plan. Do we just insert this plan in this section?
Answer: The Small Business Subcontracting Plan requirement and associated clauses were added to solicitation in amendment 0001. Subcontracting plans are not required from small business concerns.
3. Can we expect the CBAs soon? If not, will the date to accept proposal be extended?
Answer: Revised CBA’s were included in amendment 0001.
4. H.5 (a) INSURANCE
While this is a normal cover within the P & I entry for a normal cargo carrying vessel, we are required to advise the P&I Club what the exposure is. We certainly do not think SBX- 1 is carrying "cargo" from A to B for third parties and issuing Bills of Lading etc. Further, we note equipment on board is not deemed as cargo and would fall outside Club cover where it is owned by or leased by an assured or joint assured.
Please advise:
A. What contracts of carriage are issued?
B. How would package limitation under COGSA be assessed - Weight or Package?
C. Assuming cargo coverage can be provided within Club Rules, what is the deemed inventory of Cargo and respective values?
D. Are any of the items containerized?
E. Does the U.S. Government own said items?
Answer: This question has been previously answered. See Q&A #2, Question 1 answer.
5. C.1.4.8 MEDICAL SUPPLIES
Is the supply of medical supplies consumed (or expired) during the course of the contract reimbursable, provided the total quantity on board doesn't exceed twice the AMAL?
Answer: The question has been previously answered. See Q&A #2, Question 23 answer.
6. C 1.6.2 CREW VENDOR & TRANSIENT VETTING. This item discusses requirements for crew members and shore-side staff but doesn't discuss venues and transients. Please clarify.
Answer: Per section C-1.6.2 "All personnel shall be resubmitted and re-screened upon a change in contract or contractor, and at least once in each 12-month period a similar procedure shall be followed for all other Contractor personnel for whom unescorted access to the vessel is required." - this covers vendors and transients. This answer will be incorporated into the section C-1.6.2 in a forthcoming solicitation amendment.
7. C 1.7.2 Shipboard Personnel. SECRET Security Clearances required prior to assignment - all Deck Officers, Boatswain, Able Bodied and Ordinary Seamen, the Chief Engineer and Frist Assistant Engineer.
C1.7.8 Key Shipboard Personnel. This item indicates that the MDR and the Independent Storekeeper are Key Shipboard Personnel and includes a statement that all shipboard personnel are required to hold a SECRET Security clearance prior to assignment. Please clarify who needs to have a SECRET Security Clearance and when.
Answer: All shipboard personnel are required to hold a SECRET Security clearance prior to assignment per C1.7.8. Section C-1.7.2 will be amended in a forthcoming solicitation to state "All Crewmembers may come into contact with sensitive information in the course of their duties, such as voyage planning, navigation and ship's position and are therefore required to hold a SECRET security clearance prior to assignment, regardless of vessel status (FOS or
ROS).”
8. C1.8.11 Anti-Terrorism Officer (ATO). ATO shall have successfully completed MSC's Anti- Terrorism Course within the last five (3) years. Is this a 5 year or a 3 year requirement?
Answer: Section C1.8.11 will be modified in a forthcoming solicitation amendment to state "MSC's Anti-Terrorism Course within the last three (3) years". The periodicity is in accordance with COMSCINST 5530.3 (series).
9. C1.8.9 High Voltage Electrical Safety. This specific training requirements list the course as a Calhoun/MEBA course. Please confirm that alternate courses will be acceptable.
Answer: The question has been previously answered. See Q&A #2, Question 33.
10. In the second to last sentence of Section C - 2.7 SHIPYARD AVAILABILITY PROCUREMENT, MANAGEMENT, AND CLOSEOUT the RFP references section C - 4.3 Directly Funded Items. Later in Section C - 4 BUDGET AND FINANCIAL MANAGEMENT, this same reference is noted again for submission of annual O&M budgets. Sections C - 4.2.2.1 Annual O&M Budget Format, as well as C -
4.2.2.3 Accompanying Narrative, require the contractor to provide budget detail for each of the items listed in section C - 4.3.1 Section C - 4.3 is listed as "RESERVED" in the current RFP.
Answer: The reference to C-4.3 within section C-2.7 will be changed to C-4.2.3 List of Annual O&M Budget Items in a forthcoming solicitation amendment.
11. Kindly request that MSC review the government provided answer to Question 47 included as part of "SBX-1 QUESTIONS AND ANSWERS # 2". The response of "Answer: See answer to question 5 above" does not appear to answer the question.
Answer: The answer to Q&A #2, Question 47 incorrectly references question 5. The answer for Q&A #2, Question 47 should say, “See answer to Q&A #2, question 51 below.”
12. We have reviewed the DD 254 and contract information from the subject RFP and can’t see anything that would indicate that the contractor employees would need to have access to “Restricted Data” (item 10b) or “TEMPEST” (item 11i) requirements as reflected on the DD 254. Please clarify these requirements.
Answer: TEMPEST (item 11i), and Restricted Data (item 10b), will not be requirements of the SBX-1 DD254. The DD254 will be revised in a forthcoming solicitation amendment to reflect this answer.
