SECTION B - SUPPLIES OR SERVICES AND PRICES
The following have been modified:
SUMMARY OF CHANGES
A. REQUEST FOR SPECIFICATION CLARIFICATION
SPECIFICATION ITEM NO.: 201
PARAGRAPH / SECTION NO: 7.1.3
TITLE: MAIN CIRCULATING PUMP & MOTOR REPLACEMENT
QUESTION:
Paragraph 7.1.3 requires the offeror to furnish a cofferdam on the circulating pump sea chest. It is intended that this work item will be accomplished while the ship is in dry-dock. Does the vessel still require a cofferdam?
ANSWER:
This is dependent on the offeror’s repair schedule as to whether this work item will be accomplished while on dry-dock or when the ship is tied to the pier. The ship does not require a cofferdam while in dry-dock, but will require a cofferdam if the work is performed at the pier as the ship would have only one (1) valve protection and the cofferdam would provide an extra layer of safety.

The offeror inquires if at a minimum, is one (1) tower per tank/space adequate?
ANSWER:

TITLE: STEEL REPAIRS
QUESTION:
Upon review of the various work items involving steel repairs, it appears there are numerous unknowns and variables to take into account in order to provide a competitive proposal.
Could MSC share any Reports and Conditions Found Reports (CFRs) that these work specifications were formulated from for this availability? Specifically:
Are there CAD files, Redline drawings, and/or pictures of existing conditions of areas to be addressed in the work package?
ANSWERS:
During the USNS MERCY (T-AH 19) ROH/DD from Jan – April 2015, there were Condition Found Reports (CFRs) generated by the shipyard and the local ABS surveyor. The Primary Port Engineer will determine which CFRs are applicable to any of the steel repair work items and provide them via a separate amendment.
There are no CAD files or Redline drawings available, but pictures of the No. 2 and No. 4 Service areas are available. Contact Ms. Melanie Barrett at Melanie.Barrett@navy.mil or via phone (757) 443-5962 or (757) 777-6766 to request and receive electronic copies of these pictures for reference.
ADDITIONAL INFORMATION:
MSC has hard copy drawings of the following drawings for further clarification of the vessel specifications:
1) 390-800-022 Sections 14 - 34
2) 5980056-A – Pages 1-8
3) 5980047-B - "Mid-Ship Section"

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICE TO BIDDERS
The following have been modified:
L-3
SPECIFICATION CLARIFICATION
Offerors may use the Request for Specification Clarification, provided in Section J-8, to request clarification of any work item specification or contract term. No verbal requests for information will be accepted by the Contracting Officer or his technical representative. Offeror's questions must be submitted to the Contracting Officer in writing. All requests for specification clarification must be received by MSC Norfolk no later than 2:00 p.m. (Eastern Time) on 31 July 2015.
Should any offeror be interested in a Pre-Proposal phone conference, per FAR 15.201, the offeror should contact Ms. Melanie Barrett, Contract Specialist N104/5, at Melanie.Barrett@navy.mil or via phone (757) 443-5962 or (757) 777-6766 (c). Once the conference is scheduled, the offeror may discuss work item clarifications with the Chief Engineer Brian Muir, the Primary Port Engineer Joe Schumacher, and the Deputy Project Engineer David Barton. Ms. Barrett will set up a phone bridge to call in with a password, so as to facilitate a separate phone conference with the MSC Representatives listed above and any offeror and its representatives. Due to the ship’s location off the coast of Roxas City, PI, the ship is 12 hours ahead (Eastern time), so arrangements must be made well before any conference call to ensure the ship personnel are available to clarify specific questions.
