About this file
This is a Small Business Participation Commitment Document (SBPCD) template for federal contract proposals submitted by Other Than Small Business (large business) offerors.
The template requires offerors to complete six sections: (1) prime offeror information including company name, UEI number, CAGE code, and size/socioeconomic status certification under NAICS code 484210 with a $34 million size standard; (2) a narrative demonstrating past compliance with FAR 52.219-8 requirements regarding small business utilization over the preceding six years, including disclosure of any negative performance information; (3) identification of specific small business concerns (SBCs) to be used as subcontractors, including their socioeconomic categories, NAICS codes, products/services, and commitment documentation; (4) quantitative small business participation targets calculated as percentages of total contract value (base and all option years combined), with a minimum quantitative requirement (MQR) of 5.0% total small business participation; and (5) for large business offerors only, submission of a formal FAR 52.219-9 Small Business Subcontracting Plan containing Schedules I and II as a mandatory administrative requirement for contract award. The document specifies that all proposed commitments, subcontractor lists, and participation targets will be incorporated into any resulting contract as enforceable performance requirements monitored quarterly through CDRL EA01. The template includes signature blocks certifying that the information is accurate and complete, with the offeror's unconditional assent to the RFP terms.

This section applies ONLY to Offerors who are categorized as Other Than Small Businesses (Large Businesses) under NAICS code 484210 ($34M size standard).
