REQUEST FOR PROPOSAL SUMMARY

This is a Request for Proposal (RFP) for household goods storage and shipment services issued by NAVSUP Fleet Logistics Center Pearl Harbor. The solicitation number is N0060426R0003, with an offer due date of 19 October 2026 at 1:00 PM Hawaii Standard Time. The contract is designated as a Women-Owned Small Business (WOSB) set-aside with a 25% preference for small businesses under NAICS code 484210 (General Freight Trucking). The solicitation is divided into three separate schedules: Schedule I (Outbound), Schedule II (Inbound), and Schedule III (Intra-City) packing, containerization, and local drayage services. Schedule I and II are competed under full and open competition, while Schedule III is set aside 100% exclusively for small business concerns. The base contract period runs from 1 January 2027 through 31 December 2027, with four additional 12-month option periods extending through 31 December 2031.

Contractors must furnish all personnel, equipment, facilities, supplies, services, and materials for the preparation and movement of personal property belonging to Department of Defense personnel and United States Coast Guard members in accordance with the Performance Work Statement. Pricing is on a firm fixed-price basis using Net Hundred Weight (NCWT) units. Order minimums are $200 and maximums are $100,000 per order. Proposals must include non-price factors (technical approach, management plan, past performance, and small business participation) and pricing worksheets. Large business offerors on Schedules I and II must submit a formal Small Business Subcontracting Plan. The Government will conduct pre-award surveys of contractor facilities, and warehouses must be Government-approved or receive approval prior to contract award. Contract administration will be performed by Alan Oda, the Contracting Officer's Representative, located at NAVSUP Fleet Logistics Center Pearl Harbor.
