About this file

This is a Questions and Answers document for the Defense Personal Property Management (DPM) Solicitation, addressing 29 clarifying questions from potential offerors regarding a federal contract for household goods transportation and moving services in Hawaii.

The solicitation involves three schedules: Schedule I (Outbound), Schedule II (Inbound), and Schedule III (Intracity), with offerors permitted to propose on any combination of schedules subject to applicable business size standards and set-aside restrictions. The Government may award each schedule separately. All proposed warehouse facilities must already exist and be available for JPPSO inspection at proposal submission; a pre-award inspection is required for all facilities, including those with existing DoD approval, and offerors must submit DD Form 1811 (pre-filled) with proposals. Historical data shows average annual shipment counts of 753 (Schedule I), 47 (Schedule II), and 110 (Schedule III), with peak activity during May-July. Maximum historical workloads were 12 shipments in a single day and 34 in a single week for Schedule I; 4 shipments per day and 8 per week for Schedule II. The resulting contracts will be Firm Fixed Price Indefinite Delivery Requirements contracts with no guaranteed minimum quantities or dollar values; only Department of Labor Wage Determination increases are contemplated as economic adjustments. Schedule III requires a State of Hawaii PUC license for Oahu, which may be held by a proposed subcontractor rather than the prime contractor. Small Business participation is set at a minimum of 5 percent of Total Proposed Contract Value. The proposal submission deadline is 1:00 PM HST on October 19, 2026, with email submissions limited to 10MB per message; multiple sequential emails are permitted. Incumbent contracts are N0060426D4002 and N0060426D4003.

Questions DPM Solicitation

1. Schedule election. Section L splits competition by schedule. May an offeror submit a proposal for Schedule III only, Schedule I only, Schedule II only, or any combination? May the Government award each schedule separately?

To be considered for award, offerors may propose on a single, multiple, or all schedules/categories, subject to compliance with the respective business size standards and set-aside restrictions prescribed in this solicitation.

2. Warehouse timing. Section L requires a current DD Form 1812 or a pre-filled DD Form 1811 with the proposal, and warehouse approval before award. Must the facility already exist and be available for JPPSO inspection at proposal submission, or is a planned facility acceptable if inspected and approved before 1 January 2027?

The facility must already exist and be available for JPPSO inspection at proposal submission.

3. Should Attachment 1-unit prices include Hawaiʻi General Excise Tax (GET)?

Offerors should refer to Hawaiʻi state tax laws to determine GET applicability for these services.

4. The SAM.gov listing's structured response-date field shows 1:00 AM HST on October 19, 2026, while the SF1449 and the listing description state 1:00 PM HST. Please confirm the proposal due time is 1:00 PM HST.

The solicitation closing date should be 1PM HST. It will be changed in the amendment.

5. Schedule III requires the contractor to hold a State of Hawaii PUC license for Oahu.

For a prime contractor teaming with a Hawaii-based subcontractor that performs the Schedule III work, may the PUC license be held by the proposed subcontractor, or must the prime contractor hold it directly?

Yes, the PUC license may be held by the proposed subcontractor.

6. Where the proposed subcontractor's facility is already Government-approved under DTR Part IV (i.e., a current DD Form 1812 exists), is a pre-award inspection of that facility still required before award, and must the offeror submit a DD Form 1811 for the subcontractor's facility?

Yes, there will still be a pre-award inspection of that facility, and the offeror must submit a DD Form 1811 for the subcontractor’s facility.

7. The solicitation states that a proposed subcontractor's past performance for major/critical work is considered as highly as prime past performance when the proposal identifies the subcontractor's work, percentage, and value.

Please confirm what documentation, beyond the past-performance references and work-share percentages, the Government expects to support this evaluation.

The Government is seeking objective, verifiable evidence that the offeror (or its proposed subcontractors) has successfully performed work of similar scope, complexity, and magnitude to the critical tasks outlined in the Performance Work Statement (PWS).

Please refer to the Past Performance Information Form as the preferred method for providing this evidence.

8. Is there an incumbent contractor for the current requirement, and can the

Government share average annual volumes or task-order history for the schedules over the past two years to aid in pricing?

There are incumbent contractors. Please refer to question 10 for average monthly data for one year. The estimated volume quantity data is stated in 2.04.2 Attachment (1) - Pricing Worksheet and the worksheet’s tabs are per schedule.

9. Please provide, if available, historical annual shipment counts and total net weight for Schedule I (Outbound), Schedule II (Inbound), and Schedule III (Intracity) for the most recent three years.

The historical average annual shipment counts for 753 (Schedule I), 47 (Schedule II), and 110 (Schedule III).

10. Please provide the historical monthly distribution of shipment counts and/or weight, particularly during the peak PCS season, to support staffing, fleet, warehouse, and equipment planning.

The historical average monthly distribution of shipments for calendar years Jan 2023 through Sep 2026 is below.

Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec

DPM I 43 47 55 62 110 107 92 63 60 58 41 55

DPM II 4 4 3 3 3 4 9 4 6 5 5 3

DPM III 5 7 9 9 11 18 17 9 10 5 7 8

11. What is the historical maximum workload tendered to the contractor in a single day and single week, expressed in shipments and/or pounds, for Schedules I and II?

The maximum workload historically (Jan 2023 to Sep 2026) tendered for Schedule I was 12 shipments in a single day and 34 shipments in a single week. The maximum workload historically (Jan 2023 to Sep 2026) tendered for Schedule II was 4 shipments in a single day and 8 shipments in a single week.

12. If an offeror proposes an existing DoD-approved warehouse with a current DD Form 1812, will that satisfy the pre-award warehouse requirement, or will NAVSUP conduct a new inspection for this procurement?

All proposed facilities will require a pre-award inspection, even if it is a DoD approved facility. Any offeror must submit a DD Form 1811 for proposals of a subcontractor’s facility.

13. Are the quantities in the pricing schedule estimates only, or is there any guaranteed minimum quantity, shipment volume, or dollar value under the Requirements contract?

The quantities in the pricing schedule are estimates only; there is no guaranteed minimum quantity, shipment volume, or dollar value.

14. Please clarify whether all base and option-year rates are fixed at proposal submission or whether an Economic Price Adjustment or other mechanism will address material changes in labor, fuel, insurance, or packing-material costs.

The resulting contract(s) will be Firm Fixed Priced Indefinite Delivery Requirements (IDR) contracts. The only economic adjustments that are contemplated at this time will be any Department of Labor Wage Determination increases during the life of the contract.

15. When a revised Department of Labor Wage Determination is incorporated during an option period, how will resulting wage and fringe-benefit increases be handled under the contract?

If requested, contract prices and fixed hourly labor rates may be adjusted to reflect the actual increase or decrease in wages and fringe benefits resulting from a newly incorporated Wage Determination. The increase/decrease in wages will be applied strictly to direct labor rates subject to Wage Determination rates.

16. For Schedules I and II, please clarify how the Small Business Participation goal is measured and whether qualifying independent owner-operators/independent moving contractors may count toward the goal.

The Minimum Quantitative Requirement (MQR) for Small Business (SB) is set at 5 percent of the Total Proposed Contract Value (TCV), established in Section M of the solicitation. That is, 5 percent or greater of the Total Proposed Contract Value, for base and all option periods, shall be reserved for Small Business (including SB Prime Offeror self-performance) to receive an "Acceptable" (Pass) rating under Factor 3. The identified subcontractor(s) should be designated as Small Business(es) under the North American Industry Classification System (NAICS) code assigned to the product/service provided. If supplier, assign manufacturing NAICS not retail NAICS.

17. Please confirm the maximum permitted email attachment size for proposal submission and whether multiple sequential emails and/or DoD SAFE may be used when the complete proposal exceeds that limit.

DoD Safe is also available to transmit attachments if you have access to the system.

Please see page 32 of the SF1449 solicitation for size limits. Due to system limitations, emails are limited to 10MB, however, multiple email may be used to transmit the proposal documents. If using multiple emails, please label each email 1 of 2, 2 of 2, etc.

18. Will NAVSUP provide written confirmation that all proposal volumes and attachments were received and are readable before the proposal deadline?

No written confirmation will be provided for receipt of the proposals sent via email.

However, documents sent through DoD Safe can request the system to provide confirmation of document drop off and pick up. Please note that it will remain the contractor’s responsibility to make sure that all attachments are submitted and readable.

19. The PWS, Part I, Paragraph A.7.f.(2); For purposes of this requirement, if a prime contractor proposes to subcontract the regulated household-goods transportation and moving services to a qualified subcontractor that holds the required Hawaii PUC authority for Oahu, must the prime contractor also independently hold a Hawaii PUC license?

Similar to question 5, the prime contractor does not have to hold a separate Hawaii PUC license from their subcontractor unless they will be providing household goods transportation and moving services. The State of Hawaii requires a PUC license for Schedule I, Schedule II, and Schedule III (https://puc.hawaii.gov/motor_carriers/, https://puc.hawaii.gov/wp-content/uploads/2021/08/MC-FAQ.pdf).

20. The PWS, Part I, Paragraph A.7.f.(2): Alternatively, may the PWS requirement be satisfied through the proposed subcontractor that will perform the regulated transportation services, provided the subcontractor maintains the required Hawaii PUC authority throughout contract performance?

Similar to questions 5. Yes, the PUC license may be held by the proposed subcontractor. Upon further review, the State of Hawaii, PUC license is required for Schedule I, Schedule II, and Schedule III (https://puc.hawaii.gov/motor_carriers/, https://puc.hawaii.gov/wp-content/uploads/2021/08/MC-FAQ.pdf). However, if the prime contractor will be providing household goods transportation and moving services, or if a different subcontractor is used, they must have the required Hawaii

PUC.

21. May an offeror submit a proposal for Schedule III only, without proposing on Schedules I and II? If so, should all technical, past-performance, pricing, and small-business participation information be limited to the Schedule III scope?

Yes, please review the instructions of the solicitation and attachments.

22. For Schedule III, may a small-business prime rely on a qualified subcontractor’s warehouse, vehicles, crews, and moving-equipment resources? If so, please clarify whether the DD Form 1811, DD Form 1812, and pre-award survey must be submitted for the prime’s facility, the subcontractor’s facility, or both.

Yes, a qualified subcontractor may be used within the confines of the FAR 52.219-

14. The DD Form 1811, DD Form 1812, and pre-award survey must be submitted for any contractor/subcontractor facility that will be used ICW the contract.

23. May the Guaranteed Daily Capability shown in the pricing worksheet include capacity performed by a disclosed subcontractor, provided the prime remains responsible for contract performance?

The Pricing Worksheet does not contain a ”Guaranteed Daily Capability” section.

Offerors shall complete the Pricing Worksheet as provided without modification, in accordance with Section L instructions.

24. May the prime offeror use relevant past performance from a proposed moving and storage subcontractor? If so, please identify the preferred format for clearly distinguishing the prime’s role from the subcontractor’s role.

Yes, the prime offeror may use relevant past performance from a proposed subcontractor. The role of the prime and the subcontractor can be distinguished on

Attachment 18. In addition, please refer to Section L: Volume I Factor II: Past Performance for additional instruction.

25. Please confirm which Schedule III pricing lines apply to non-temporary storage and related warehouse services, and whether the estimated annual quantities in the pricing worksheet are the Government’s intended basis for evaluating Schedule III pricing and daily capability.

None of the Schedule III pricing lines apply to non-temporary storage and non-temporary related warehouse services, i.e. the Defense Personal Property Program Non-Temporary Storage (NTS) program. However, item 0034 applies to storage incident to item 0031 when ordered. The estimated annual quantities in the pricing worksheet are not the Government’s intended basis for evaluating Schedule III pricing and daily capability.

26. Please confirm whether any Hawaii-specific base-access, transportation authority, cargo-insurance, warehouse-security, or claims-handling requirements apply beyond those stated in the PWS and attachments.

Generally, the PWS and attachments contain the guidance on requirements to fulfill the contract; however, there may be updates to those regulations and those updates would need to be followed.

27. A Hawaii PUC is required, can a prime contractor use subcontractor's PUC to meet this requirement?

Yes, the PUC license may be held by the proposed subcontractor. Upon further review, the State of Hawaii, PUC license is required for Schedule I, Schedule II, and Schedule III (https://puc.hawaii.gov/motor_carriers/, https://puc.hawaii.gov/wp-content/uploads/2021/08/MC-FAQ.pdf). However, if the prime contractor will be providing household goods transportation and moving services, or if a different subcontractor is used, they must have the required Hawaii PUC.

28. Is bonding be required?

A surety bond is not specifically required; however, moving services are still covered by the DPM Claims & Liability Procedures regulation, attachment A-G6.

29. Is there an incumbent contract or is this a new requirement? If so, please provide the contract number.

Yes, N0060426D4002 & N0060426D4003.
