About this file
This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract, specifically Amendment 0001 to Request for Offer (RFO) N0042126R1024 issued by the Naval Air Warfare Center Air Division located in Patuxent River, Maryland. The amendment is effective 05 August 2026 and was issued by requisition number N00421. The Procuring Contracting Officer is Jennifer Lundburg (jennifer.l.lundburg.civ@us.navy.mil), and the Contract Specialist is Molly Watters (mary.k.watters.civ@us.navy.mil). This amendment clarifies items and addresses questions received during the solicitation period.
The task order is issued under the SeaPort NxG Multiple Award Contract (MAC) as an unrestricted competition open to all current SeaPort NxG MAC holders. The NAICS code is 541330 (Engineering Services) with a $47 million small business size standard. The Product Service Code is L099. The contract utilizes Firm Fixed Price Level of Effort (FFP LOE) CLINs (5000 series), Cost-Plus-Award-Fee (CPAF) CLINs for labor (6000 series), Cost-Reimbursable non-fee-bearing CLINs for Other Direct Costs including travel, field services, and materials (7000 series), and Not Separately Priced CLINs for data and Contract Acquired Property (8000 series). The government anticipates a period of performance start date of 08 October 2026, though the Procuring Contracting Officer reserves the right to unilaterally adjust start and end dates if administrative delays occur, with overall duration and pricing remaining unchanged. The task order is subject to the Service Contract Act of 1965 and requires contractor personnel to maintain minimum security clearance levels as identified in Section C. The amendment includes edits to the Performance Work Statement/Statement of Work paragraphs, Section L instructions, and introduces clause HTXT-0001 regarding unexpended firm fixed price level of effort hours, which establishes that if the contractor expends less than 85 percent of specified level of effort by contract end, the government will unilaterally adjust pricing by multiplying unexpended hours by the weighted average fixed hourly rate.
