About this file

This is a Questions and Answers document for an RFO (Request for Offer) related to the EPF (Enterprise Partnership Framework) contract, addressing clarifications on proposal submission requirements, technical volume formatting, cost estimation, oral presentation procedures, and personnel qualifications.

Key clarifications include: the Technical Volume (Volume 2) shall not contain cost or price information except for sample task cost estimates only; the Technical Volume may be submitted as a PowerPoint presentation in standard size (13.33 x 7.55 inches) and is exempt from 1-inch margin and 12-point Times New Roman font requirements; Attachment T1 refers to the Technical Volume itself, not a separate government-provided file; and PowerPoint presentations are excluded from standard formatting requirements. Regarding personnel qualifications, the General and Operations Manager (Key), Senior position minimum 10-year experience requirement was revised to require only 5 years in production facility management, removing the previous requirement for 5 years with the U.S. Navy or DoD programs. During oral presentations, Key Personnel must answer the single pop-up question independently but may utilize additional attendees for further interchanges beyond that question. For cost submissions, proposed hours should not be entered in the government-use-only Hours Check tab; total CPAF fees shall not exceed 10.0% with base award fees entered in Column E; and government sites at St. Inigoes and Lexington Park are designated as "WOLF/St. Inigoes" for pricing purposes while all contractor sites use "CONUS." The P1 Key Personnel template page limit remains 5 pages, though highlighted instruction text and additional tables may be removed or modified as needed to accommodate key personnel experience information.
