About this file
This document is a Questions and Answers compilation addressing contractor inquiries regarding a draft Request for Offer (RFO) for an Engineering, Planning, and Facilities (EPF) contract.
The RFO involves a hybrid task order containing both Cost-Plus-Award-Fee (CPAF) and Firm-Fixed-Price Level-of-Effort (FFP LOE) contract line items (CLINs) for work in St. Mary's County, Maryland. Key operational requirements include vehicle and equipment operation using standard pickup trucks, vans, cars, non-CDL required box and flat bed trucks, various sized forklifts, man lifts, and overhead cranes. No Sensitive Compartmented Information Facility (SCIF) is required. The contract uses prevailing wage determinations (WD 2015-4279 Rev32) under the Service Contract Act. Offerors must submit segregated Cost/Price volumes addressing both CPAF and FFP LOE CLINs, including separate Cost Reimbursable and Fixed Price narratives, a completed Cost Worksheet, and technical submissions via PowerPoint presentation. The oral presentation shall be presented solely by the designated Program Manager as the Key Personnel position. Cost narratives may be submitted in Microsoft Word 2016/.docx or Adobe PDF format. The total Not-to-Exceed amount for Other Direct Costs (ODCs) travel across the base and all options is $5,190,080.57. All Q&As will be posted with the final RFO in PIEE. The document confirms various clarifications regarding labor category removals, submission requirements, and cost workbook instructions for the final RFO release.
