About this file
This document is a Questions and Answers file for an EPF (Enterprise Portfolio Framework) Final Request for Offer (RFO).
The document addresses two clarification questions regarding Attachment C1, the cost model template. Question 19 concerns the Fully Burdened Labor Rates (FBLR) tab, which contains a Year 6 column not present on the Cost Summary tab. The government clarified that this Year 6 column may be hidden or ignored, indicating it does not require FBLRs for an additional 6-month option period. Question 20 addresses the composition of the Cost Summary Tab, with the government confirming that it should contain only Cost Plus Award Fee (CPAF) Labor Categories and Their Rates (LCATs), while the FBLR worksheet should separately contain their FBLRs. This clarification corrected instructions in the FBLR worksheet that had previously cross-referenced the Cost Summary worksheet instead of the FFP Summary worksheet.
