CONTRACT TYPE:
The Contract resulting from this solicitation will be a Single-Award Indefinite Delivery/Indefinite Quantity contract utilizing Cost-Plus-Fixed-Fee (CPFF) CLINs for Labor (Term and Completion). Cost Reimbursable CLINs will be used for Other Direct Costs (Travel and Material). Firm-Fixed-Price CLINs will be used for Operational Flight Hours. The anticipated ordering period is four (4) years and 364 days.
ANTICIPATED NUMBER OF TASK ORDERS/CLINS:
The following information is the Government’s best estimate and is provided for situational awareness only. The Government anticipates that the first Task Order will be issued approximately 30 days after contract award.
-CPFF Level of Effort (LOE) tasking demands may yield approximately 10 Task Orders (TOs) per year with 15 CLINs on each TO for a total of 150 CLINs. The total number of CLINs for the duration of the contract will be approximately 750 CLINs.
-CPFF Completion Tasking demands may yield approximately three (3) Task Orders (TOs) per year with six (6) CLINs. The total number of CLINs for the duration of the contract will be approximately 90 CLINs.
CPFF Term Labor and FFP Operational Flight Hour tasking is restricted to a PoP of less than five (5) years.
VERBIAGE & TERMINOLOGY:
For clarification purposes, throughout this solicitation, Cost-Plus-Fixed-Fee (CPFF) Term, Cost-Plus-Fixed-Fee (CPFF) Level of Effort, and Cost Plus Fixed-Fee Non-Performance Based are used interchangeably. For clarification purposes, throughout this solicitation, Cost-Plus-Fixed-Fee (CPFF) Completion and Cost-Plus-Fixed- Fee (CPFF) Performance Based are used interchangeably.
PRODUCT SERVICE CODE:
The basic contract of this Single-Award Indefinite Delivery/Indefinite Quantity, Cost-Plus-Fixed-Fee, Firm- Fixed- Price and Cost Reimbursable vehicle will have an associated Product Service Code (PSC) of AC15, Defense Aircraft – Operational Systems Development.
NOT SEPARATELY PRICED CLINS:
Not Separately Price (NSP) Appropriation Type CLINs and a NSP Data CLIN will be on the Basic IDIQ Contract, whereas, at the Task Order Level, CLINs will be separately priced along with NSP Data CLINs. At the IDIQ level, CLINs 0001, 0006, 0011, 0016, 0021, and 0026 will contain the overall ceiling for CLINs 0002-0005, 0007-0010, 0012-0015, 0017-0020, 0022-0025, and 0027-0030 respectively.
COLLABORATION LANGUAGE:
The Government expects a significant amount of interplay between three large acquisitions (Irregular Airborne Platform Engineering (IAPE), Advanced Sensor System Development and Execution (ASSDE) and Advanced Software, Computer, and Network Development and Integration (ASCNDI)) being procured by Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF), Airborne Systems Integration (ASI) Division. The demands of the projects and the inherent nature of rapid technological development necessitates cooperative contractor interaction to achieve the successful completion of each individual effort and an overall unified outcome. Therefore, while these efforts represent three distinct contracts, offerors are advised that all awarded contractors and their subcontractors will be expected to collaborate and work with the contractors and subcontractors for the other efforts.
Furthermore, it is anticipated that the ASI Division will have additional acquisitions other than the three large acquisitions identified above. All awarded contractors and their subcontractors supporting any of the ASI Division procurements are expected to collaborate and work with the contractors and subcontractors for the other ASI Division procurements.

Additional Changes made by the Government
1. Section M, Part C, Section 3.0, Table 4 PERFORMANCE CONFIDENCE ASSESSMENT RATINGS has been modified to correct the descriptions for Satisfactory Confidence and Neutral Confidence.
AMENDMENT 0002
Changes made to Solicitation N00421-19-R-0003 and responses to questions from industry via Amendment 0002 are outlined below. The proposal due date and time has not changed; all submissions shall be in accordance with
Question 1: Considering the extensive and detailed requirements contained in the 55-page total for the SOW/PWS Approach and Sample Tasks, will the Government consider an extension to the due date for Offerors’ responses?
Answer 1: The proposal due date remains unchanged.
Question 2: Section C paragraph 3.3.2 includes many requirements for management of material/inventory.
This RFP discusses the management of material/inventory. Will the Government confirm that there will be SCA category positions such as Warehouse Specialist or Shipping/Receiving Clerk to handle associated responsibilities?
Answer 2: The responsibilities associated with management of material/inventory fall under the existing labor categories of Logistician, Journeyman, 13-1081 and Logistician, Junior, 13-1081, included in Section C, paragraph 3.4.7. No additional labor categories will be added to the RFP to support material/inventory functions.
Question 3: The CPFF Labor Hours tables in Section L 3.6.3.1.1-3.6.3.2.2 on pages 151-160 compute to approximately 60% hours performed at Government sites and 40% hours performed at Contractor sites, which conflicts with the percentages reported in Section C paragraph 3.1.2.1. We request the Government clarify which of the aforementioned section’s work hours percentages are correct.
Answer 3: The CPFF Labor Hours tables in Section L paragraphs 3.6.3.1.1, 3.6.3.1.2, 3.6.3.2.1, and
3.6.3.2.2 are correct in allotting 60% of the labor hours under Government sites and 40% under Contractor sites. Section C, paragraph 3.1.2.1 of the RFP is corrected to reflect that approximately 60% of the work will be performed at Government sites and 40% of the work will be performed at the Contractor sites.
Question 4: The Statement of Work/Performance Work Statement includes a significant amount of work requiring specialized aircraft systems knowledge. Would the Government consider adding aviation technical disciplines such as Airborne Radar Systems, Airborne Data Link Systems and other related categories?
Answer 4: Section C, paragraph 3.4.7 includes several labor categories which cover various aviation disciplines. The Aerospace Engineer (Flight Test Engineer), Senior, 17-2011; Aerospace Engineer, Journeyman, 17-2011; First Line Supervisor of Air Crew Members, Senior, 55-2011; Air Crew Officer (Aircraft Quality Assurance), Journeyman, 55-1011; Engineer, Journeyman, 17-2199; and the Engineer (Systems Engineer), Journeyman and Junior, 17-2199 positions require broad knowledge across many aviation disciplines. No additional labor categories will be added to the RFP to support specialized aircraft systems knowledge.
Question 5: Request that the Government add missing paragraph 3.6.1.1 to Section L on page 150 of the solicitation.
Answer 5: Section L, paragraph 3.6.1.1 was not missing, rather Section L, paragraph 3.6.1.2 was incorrectly numbered. What was previously Section L, Paragraph 3.6.1.2 is now Section L, Paragraph
3.6.1.1. As a result, there is no longer a Section L, paragraph 3.6.1.2.
Question 6: The total sum of the 5 years of hours in the table in solicitation Section L paragraph 3.6.3.1.1 are not equal to the amount in the right hand column of the “total” row on page 168. Would the Government please re-confirm the total numbers in this table?
Answer 6: Section L, Paragraph 3.6.3.1.1 has been revised to reflect the correct hours in the “Total” row.
The Government site hours for Aerospace Engineering and Operations Technologists and Technicians (Systems and Mission Dependent), Journeyman, 17-3021 were revised from 3,840 hours per year to 3,456 hours per year changing the labor category total Government site hours from 19,200 to 17,280. The Government site hours for Electro-Mechanical and Mechatronics Technologists and Technicians, Journeyman, 17-3024 was revised from 3,840 hours per year to 3,571 hours per year changing the labor category total Government site hours from 19,200 to 17,855. The Government site total labor hours per year in the “Total” row of the chart in Section L, Paragraph 3.6.3.1.1 has been revised from 53,756 hours per year to 53,103 per year which then revises the total labor category hours for all years (Years 1-5) from 266,168 to 265,515.
Question 7: The table in paragraph 3.6.3.1.2 in Section L has columns for years 1 - 5 showing 34,749 hours each, which would result in a 5-year POP of 173,745 hours. This is a different total than the number provided in the right hand column. Request that the Government confirm the accuracy of the hours in the POP years or correct the total sum.
Answer 7: Section L, Paragraph 3.6.3.1.2 has been revised to reflect the correct hours in the “Total” row.
The Contractor site hours for Aerospace Engineering and Operations Technologists and Technicians (Systems and Mission Dependent), Journeyman, 17-3021 was revised from 1,920 hours per year to 2,304 hours per year changing the labor category total Contractor site hours from 9,600 to 11,520. The Contractor site hours for Electro-Mechanical and Mechatronics Technologists and Technicians, Journeyman, 17-3024 was revised from 2,112 hours per year to 2,381 hours per year changing the labor category total Government site hours from 11,636 to 11,905. The Contractor site total labor hours per year in the “Total” row of the chart in Section L, paragraph 3.6.3.1.2 has been revised from 34,749 hours per year to 35,402 per year which then revises the total labor category hours for all years (Years 1-5) from 176,357 to 177,010.
Question 8: Paragraph 3.2 in RFP Section M appears to be missing. Would the Government please add the missing paragraph to the solicitation?
Answer 8: Section M, Paragraph 3.2 has been added as, “Reserved.”
Question 9: Would the Government please confirm that the Sample Demonstration Report required per Section L paragraph 1.1.2.2.1.7 does not count against the Sample Tasks’ 30-page limit?
Answer 9: The sample demonstration report required per Section L, Paragraph 1.1.2.2.1.7 is part of and expected to be within the Sample Task page limit. As of Amendment 0002 the Sample Task page limit as stated in Section L, Part A, Paragraph 3.3 is 40 pages Total for both Sample Tasks (Combined).
Question 10: On pages 153, 155-156, 158, and 159, the solicitation references the Operations Research Analyst (Systems Specialist), Senior category as a Key labor category submittal, but it is not referenced anywhere else in solicitation. Is the Operations Research Analyst (Systems Specialist), Senior category a Key labor category that requires a resume?
Answer 10: The labor category of Operations Research Analyst (Systems Specialist), Senior is not a Key labor category. Tables in Section L paragraphs 3.6.3.1.1, 3.6.3.1.2, 3.6.3.2.1 and 3.6.3.2.2 have been updated to accurately reflect the Operations Research Analyst (Systems Specialist), Senior position as non- Key by removing the “(Key)” descriptor that was previously included.
Question 11: In the draft solicitation, the government referred to a 15 page Understanding of the Work - Statement of Work/Performance Work Statement Approach and two undefined sample tasks. With the final release of the RFP, the Understanding of the Work requirement increased by 10 pages and the sample tasks have a significant complexity. Would the USG consider an extension of at least 1 week so that industry can provide adequate proposals responses for Government evaluation and better competition?
Answer 11: The proposal due date remains unchanged.
Question 12: The USG refers to a Government/Contractor in 3.1.2.1 Work Location (page 24) site mix of “Approximately 40% of work will be performed at Government sites and 60% of work to be performed at Contractor site.” However in tables within 3.6.3 CPFF Labor Hours (starting page 151), the hours show an inverse of 60% Government (345,083 hrs) and 40% Contractor (228,962 hrs). Which section is correct?
Answer 12: The CPFF Labor Hours tables in Section L paragraphs 3.6.3.1.1, 3.6.3.1.2, 3.6.3.2.1 and
3.6.3.2.2 are correct in allotting 60% of the labor hours under Government sites and 40% under Contractor sites. Section C, paragraph 3.1.2.1 of the RFP is corrected to reflect that approximately 60% of the work will be performed at Government sites and 40% of the work will be performed at the Contractor sites.
Question 13: Section M, 2.0 Past Performance, page 167 does not provide a definition of magnitude for evaluation criteria. Can the Government provide either cost or hour definition for magnitude?
Answer 13: The Government is not providing an additional cost or hour definition for magnitude. The second paragraph in Section M, 2.0 Past Performance states, “When evaluating relevancy, which includes the similarity of scope, complexity, and magnitude of the past performance to the current solicitation…”
Question 14: Please provide the appropriate wage determinations as referenced in the RFP.
Answer 14: Wage determinations are intentionally not included as an attachment to the RFP. The McNamara-O’Hara Service Contract Act (SCA) is not applicable to this contract in accordance with 29 C.F.R. Part 541. SCA labor categories are provided in Section C, paragraph 3.4.8 solely for the purpose of offerors locating the functional description for the labor categories.
Question 15: The SCA section 3.4.8 (pg. 65) is contradicting and confusing. The first statement says “The following lists the SCA labor categories for this effort” but then the first sentence under the chart states “The…SCA is not applicable to this contract. The labor categories/codes in the table above have been listed in order to locate the functional description for the labor categories described by the DOL’s SCA Directory of Occupations.”
Answer 15: The Government has updated Section C, Paragraph 3.4.8 in the RFP to state “This is not a SCA designated contract. The table below lists the SCA labor categories required for this effort and has been provided solely to locate the functional job descriptions for the labor categories as described by the Department of Labor’s SCA Directory of Occupations. The McNamara-O’Hara Service Contract Act (SCA) is not applicable to this contract in accordance with 29 C.F.R. Part 541 and wage determinations are not included as an attachment.”
Question 16: FedBizOpps will no longer be functional in the near future. Will this affect the way we see the RFP posting?
Answer 16: FedBizOpps.gov (FBO) is moving to beta.SAM.gov beginning 08 November 2019.
Contractors are required to have a beta.SAM.gov account in order to see RFP activity as of the transition date. Please refer to the Contractor Quick Start Guide posted on FBO’s website Home Page for directions on how to navigate your account to beta.SAM.gov.
Question 17: Section L, Paragraph 2.1.4 states “The primary source of past performance information will be PPIRS. If a Contractor Performance Assessment Report (CPAR) exists for multiple years for the same contract/order, all periods of performance for that contract/order will be used for evaluation. In the event a CPAR does not exist for a past performance reference, the Offeror shall submit a Contractor Performance Assessment Questionnaire (CPAQ), Attachment P2, to the Program Manager who is the Assessing Official.
The Offeror shall include instructions for the Program Manager to send completed questionnaires within two weeks of its receipt via e-mail to Coryn Hansell, Contract Specialist, at coryn.hansell@navy.mil AND Carolyn Emmart, Contracting Officer at carolyn.emmart@navy.mil thereby allowing the customer approximately two weeks to complete their response. All CPAQs shall be submitted as part of the Offeror’s Volume 2.
Can you please clarify if the completed CPAQs should be submitted with our Volume 2 and also submitted directly to you and Ms. Emmart?
Answer 17: Completed CPAQs do not need to be included in Volume 2. All completed CPAQs should be submitted by the Program Manager via email directly to Ms. Coryn Hansell and Ms. Carolyn Emmart. The last sentence in Section L, Paragraph 2.1.4 of the RFP has been revised to state “All CPAQs should be received by Coryn Hansell and Carolyn Emmart by the solicitation due date.”
Question 18: Are subcontractors required to complete Section K, 5252.209-9511 Organizational Conflicts of Interest Representation (Services)?
Answer 18: Yes, both the Prime Contractor and all of the proposed Subcontractors are required to complete Section K, 5252.209-9511 Organization Conflicts of Interest Representation (Services) and include the assertion in their proposal submission.
In addition to addressing the questions received from Industry, it was determined that the following revisions were necessary to the solicitation.
Additional Changes made by the Government:
1. An Interested Vendors tab will be available for interested vendors to provide their business information. The Interested Vendor tab will be updated when required via Amendments because the Interested Vendors tab is not available for selection in the Governmentwide Point of Entry (GPE) (e.g. FBO, beta.SAM.gov) website. Please provide the following information to Coryn Hansell and Carolyn Emmart in order to be added to the Interested Vendors tab:
Company Name Company Address Phone Number Point of Contact Email
2. Table under Section L, paragraph 3.3 has been updated to reflect an increase in the page limitation total (now 40 pages) for both Sample Tasks combined.
3. Clause 52.204-7 has been moved from Section I to Section L.
4. Clause 52.204-24 has been moved from Section I to Section K.
5. Clauses 52.216-20 has been deleted from the RFP.
6. Clauses 52.245-1, 252.203-7004 and 252.245-7003 appeared in Section I of the RFP twice. The duplicative clauses have been removed from Section I.
7. Clauses 52.247-11 and 252.211-7007 have been added by reference to Section I of the RFP.
8. Provisions 52.223-22 and 52.225-25 were deleted from Section K because they are included within provision 52.204-8 and therefore not required to be listed separately.
9. The second paragraph in Section L, paragraph 1.1.2.1, Sample Task 1 has been revised from, “…Successful installation is predicated upon a thorough understanding of the Federal Aviation Administration (FAA) type certification process, NAVAIR Flight Clearance process, aircraft modification requirements, modernization requirements, operational constraints, and flight testing requirements.” to “…Successful installation is predicated upon a comprehensive understanding of the Federal Aviation Administration (FAA) type certification process, NAVAIR Flight Clearance process, aircraft modification requirements, modernization requirements, operational constraints, and flight testing requirements.”
10. The second paragraph in Section L, paragraph 1.1.2.2, Sample Task 2 has been revised from, “…Successful completion of this effort is predicated upon a thorough understanding of range operations requirements, NAVAIR
Flight Clearance process, ability to interface with non-traditional companies in support of the ASI Division, clear and articulate report documentation skills, and risk management.” To “…Successful completion of this effort is predicated upon a comprehensive understanding of range operations requirements, NAVAIR Flight Clearance process, ability to interface with non-traditional companies in support of the ASI Division, clear and articulate report documentation skills, and risk management.

Question 1: The table in Section L, under 3.0 Proposal Content and Volumes, indicates that 1 original, 1 paper, and 1 electronic copy is required for Annex 2, Past Performance Supporting Documents. 2.1.3 of Section L states “The Offeror shall provide one electronic copy of the Statement of Work (SOW)/Performance Work Statement (PWS) in Annex 2 for each contract reference”. Please clarify if a paper copy of each SOW is required as part of the Annex 2 submission, or if SOWs are to be submitted in electronic form only.
Answer 1: Section L, paragraph 2.1.3 has been revised to say, “The Offeror shall provide a copy of the Statement of Work (SOW)/Performance Work Statement (PWS) in Annex 2 for each contract reference…” The Government requests that offerors please refer to the “Copies Required” column within the chart in Section L, paragraph 3.3 for further instructions on the submission of Past Performance Supporting Documents.
AMENDMENT 0005
Changes made to Solicitation N00421-19-R-0003 and responses to questions from industry via Amendment 0005 are outlined below. The proposal due date and time has not changed; all submissions shall be in accordance with
Question 1: In RFP Amendment 0004, Section 3.3.7.g, (i); Pages 152/153 of 175 it states: “If it is the contractor’s/subcontractor’s policy to invoice Foreign-Area Allowances as a Labor cost, the contractor/subcontractor shall utilize the worksheet titled CPFF Foreign-area within the Attachment P6/P7 and use the CPFF Foreign-area Summary worksheet to identify the total proposed costs for CLIN 0011 in
Section B.” However, there are no tabs in the P6/P7 Cost spreadsheets called “CPFF Foreign-area.” Can you please clarify the discrepancy?
Answer 1: Section L, paragraph 3.3.7, subparagraph g) (i) has been revised from:
If it is the contractor’s/subcontractor’s policy to invoice Foreign-Area Allowances as a Labor cost, the contractor/subcontractor shall utilize the worksheet titled CPFF Foreign-area within the Attachment P6/P7 and use the CPFF Foreign-area Summary worksheet to identify the total proposed costs for CLIN 0011 in Section B. Section B - Supplies or Services and Prices
B-1 I. Hourly Burdened Composite Labor Rates (excluding fee) and Streamlined Ordering Procedures for Cost Plus Fixed Fee (CPFF) (Labor Term) CLINs and/or Orders
(a) Hourly Burdened Composite Labor Rates (provided within the tables in paragraphs (c) and (d) below) applicable to CLINs 0001-0005 only:
(1) The rates below are the Hourly Burdened Composite Labor Rates for each labor category, exclusive of prime fee on both prime and subcontractor labor.
i. Hourly Burdened Composite Labor Rates shall include direct labor rates plus all applicable burdens, to include indirect rates, applicable escalation, subcontractor fee on subcontractor labor, and subcontractor pass-through costs (exclusive of prime fee on subcontractor's labor).
ii. Hourly Burdened Composite Labor Rates shall not include prime fee on prime labor, prime fee on subcontractor labor, Foreign-Area Allowances, Other Direct Costs (ODCs) such as Travel and Material, and Cost of Money costs (if proposed).
iii. The Hourly Burdened Composite Labor Rate would be the sum of both the prime and all subcontractor labor costs, as described above, for that labor category divided by the total number of labor hours for that labor category.
(2) The Hourly Burdened Composite Labor Rates in paragraphs (c) and (d) are estimates, and invoicing will be based on actual costs incurred.
(b) Task Orders (TOs) that include CPFF Labor Term CLINs will be issued under this contract using the following streamlined ordering procedures:
(1) For each proposed order that includes CPFF Labor Term CLINs, the contracting officer will provide the contractor a TO and an Independent Government Cost Estimate (IGCE). The IGCE is an estimate of labor hours by labor category utilizing the Hourly Burdened Composite Labor Rates provided in paragraphs (c) and (d) below, to calculate the total estimated cost for the proposed CLINs and/or TO.
i. The TO fixed fee is calculated using Section G Clause 5252.232-9510 PAYMENT OF
FIXED FEE (NAVAIR).
ii. Ceiling for ODCs will be priced in accordance with the Government estimate.
iii. TOs crossing multiple years will be estimated by the Government using the Hourly
Burdened Composite Labor Rates for each year in proportion to the Period of Performance (PoP) of the TO.
(2) Within three (3) working days of receipt of the TO and IGCE, the contractor shall respond:
i. If the contractor agrees that it can perform the TO within the parameters of the IGCE, they will sign and return the DD 1155 to the contracting officer. If the requirement remains valid, a priced order will be issued to the contractor.
ii. If the contractor does not agree with the TO and/or IGCE, the contractor shall acknowledge its disagreement within three (3) working days. Additionally, a proposal shall be submitted to the contracting officer within five (5) working days of receipt of the TO and IGCE, addressing only the specific areas of difference in labor categories and/or hours in the IGCE. Once the differences are resolved between the contracting officer and the contractor, and the requirement remains valid, a priced order will be issued to the contractor.
