About this file
This amendment to a solicitation for repair support services for commercial common items utilized on the P-8A aircraft provides answers to questions received from potential offerors. The Navy seeks repair services for items listed in attachments to the solicitation over a five year period. Offerors must include small business subcontracting commitments when submitting proposals, using the total value of repairs and reporting requirements to calculate percentages. Certificates of quality management system compliance may be submitted in lieu of full quality manuals. Shipping and transportation services utilized must be identified as small or large businesses in submissions. This amendment clarifies part numbers for an actuator component and incorporates the questions and answers into the solicitation documentation.

34. QUESTION: Please clarify which dollar value is to be used as a basis for the max 50% referenced on page 11 of Amendment 0004, which said –
“Thus, pursuant to FAR 52.219-14 the awardee under RFP N00383-18-R-012C is by law permitted to subcontract to one or more large businesses as long as any such subcontracting (including any such subcontracting done by any “similarly situated entity”) totals up to, but does not exceed, 50% of the dollar value of the contract.”
ANSWER: This question confuses two things. The answer to Question 20 in Amendment 0004 focused on filling out Table I in the RFP entitled “Small Business Participation Commitment Document.” That answer instructed Offerors to use “the dollar value of the Best Estimated Quantities (BEQs)” in filling out Table I. Using the BEQs was thus a convention necessary in this setting so that all Offerors would submit a proposal (on a not-yet-awarded contract of course) using the same calculation approach.
By contrast, the above-quoted language from the clarification on page 11 of Amendment 0004 addressed the working of FAR 52.219-14--which of necessity operates and imposes its limit once a contract is awarded and actual performance is underway. In that post-award environment, i.e., where quantities of actual items will be repaired and dollars will be paid, there is no need to use a convention. Instead, in that post-award environment, an awardee when staying within the 50 percent limitation, will use the “dollar value of the contract” or as more specifically phrased in pertinent part in FAR 52.219-14 “will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials….” BEQs need not be, and are not to be, used in that post-award setting since there is no need for any convention for proposal purposes. The measure for complying with FAR 52.219-14 is, as the clause says, the amount paid by the Government for contract performance excluding the cost of materials. That in turn will depend on what actual work is done, not on projections.
35. QUESTION: Regarding A188, (per Amendment 0004 (page 10), the correct part number should be U26 or 10-6202503. Does this mean the NSN and Description should be modified to be: 1680-01-626-1398, ITEM NAME: ACTUATOR, ELECTRO-ME?
ANSWER: There is no change to the NSN or Description of line item A188. The applicable NSN is still 01-626-1398 and the Item Name still remains ACTUATOR, ELECTRO-ME. The only change in Amendment 0004 was to correct the part numbers listed for Line Item A188.
Following the questions listed in this Amendment 0005, i.e., on page 3, Line Item A188 is revised to reflect the correct NSN, correct Item Name and correct part numbers that should be listed on Attachment A – Item List and Attachment D – P-8 CCRS Pricing Sheets.

represented as large or small also? (Note: Not talking about moving parts from our ware house to and from Government)
ANSWER: Yes, this would need to be listed and designated as large or small business.
37. QUESTION: We just received our “AS9120 Rev. B, AS9100:2016 & ISO 9001:2015 Certification of Compliance.” Do we still need to include our Quality Manual with our proposal?
ANSWER: No. If a Contractor complies with ISO 9001 or AS9100, the certificate of compliance must be submitted with the Contractor’s proposal. If a Contractor is not compliant with ISO 9001 or AS9100, then the Contractor must submit an equivalent Quality Management Plan with their proposal for review by the Government.
38. QUESTION: In using Table I “Small Business Participation Commitment Document” is the pricing for the following items to be figured in the overall contract value or it’s the “Total Contract Value” as used in that table just to be based on the repairs/overhauls?
CLINs B001-B005: Commercial Asset Visibility (CAV) Reporting Pricing
CLINs C001-C005: CDRLs CM01 Notification of Configuration Change Pricing
CLIN D001: CDRL LJ01 -Obsolescence/DMSMS Notification Pricing
ANSWER: For calculating Table I’s “Total Contract Value,” the listed CLINs are to be used.
The following change is hereby incorporated and made a part of solicitation N00383-18-R-012C:
1. Line Item A188 listed on Attachment A- Item List and Attachment D- P-8 CCRS Pricing Sheet should read as follows:
