  • The performance approach must address management plan including subcontracting, quality management plan, configuration change and obsolescence notifications, and military packaging/inventory control.

  • Past performance will be evaluated on recency, relevance and quality of up to five contracts submitted by the offeror.

  • Small business participation commitments must include goals for total dollars and percentages to various small business categories.

  • Price proposals must provide unit pricing for repair, upgrade and overhaul of items for each contract line item and year, including where quantities are zero. Evaluation methodology for total price is described.

  • Evaluation factors are listed as performance approach, past performance, small business participation and price, with the non-price factors being most important. Subfactors for performance approach are also listed and ordered by importance.

Volume 3, Small Business Participation, is not page limited.

Volume 4, Price Proposal, is not page limited.

3.3.1 Volume I - Performance Approach

The Performance Approach factor is composed of four subfactors, shown below. By addressing the four subfactors as discussed below, each Offeror shall provide a detailed description of its approach to successfully accomplishing the requirements of the RFP, inclusive of the Statement of Work (SOW). As indicated under this RFP’s Section M “Evaluation Factors for Award,” the sub-factors are in descending order of importance.

(1) Management Plan, including planned subcontracting with (14 CFR) Part 145 Repair

Stations - Describe the Offeror’s approach, for the proposed contract, to managing repairs, etc. done in-house and via subcontracting with Part 145 Repair Stations. This shall include the Offeror’s planned methods and processes to identify, contract with, and monitor performance of, Part 145 Repair Stations and any non-repair sub-vendors (for example, a packaging house) expected to be used in performing this contract. The Offeror shall include discussion of how the offeror has previously successfully implemented the proposed approach, identification of risks associated with the offeror’s approach and how any such risks were mitigated/addressed by the offeror during such prior implementation.

(2) Quality Management Plan: Describe the Offeror’s approach, for the proposed contract, to quality management, including how the Offeror will use a quality management plan to monitor and maintain quality as to repairs, etc. in-house and at its subcontractors. Such description shall include discussion of the Offeror’s risk mitigation strategies and procedures to be followed (including notification to the Government) in the event of a quality escape. A quality escape is an item that has been released from the quality system that does not conform to the applicable design or quality system requirements. The Offeror shall include discussion of how the techniques and actions identified for risk mitigation for this contract have been successfully used previously by the Offeror. If the Contractor complies with ISO 9001 or AS9100, the certificate of compliance must be submitted with the Contractor’s proposal. If an equivalent quality management system is in use, then the Contractor shall submit a copy of their Quality Management Plan with the proposal for review by the Government.

(3) Configuration Change and Obsolescence/DMSMS Notifications: The Offeror shall describe its approach to meeting configuration change and obsolescence/DMSMS notification requirements of the SOW, including its approach for receipt of notification of changes and its plan to provide the Government with required notifications, i.e., the information required by RFP CDRL CM01 and RFP Attachment F, within the timeframes required by the CDRL. The Offeror shall also describe how it will be cognizant of current and impending Obsolescence and DMSMS issues and its plan to provide the Government with required notifications, i.e., information required by RFP CDRL LJ01 and RFP Attachment G, within the timeframes required by the CDRL.

(4). Military Packaging/Inventory Control: The Offeror shall describe its approach to ensuring airworthy parts are returned to the Government in compliance with military marking and packaging as noted in RFP Section D and RFP Attachment C. The Offeror shall also describe its approach to strictly maintaining P-8A inventory in a closed-loop system, in-house and at sub-contractors, to ensure segregation from commercial 737 inventory as required by this RFP/contract; this shall include planned notification and item recovery procedures in the event any failure occurs as to such closed loop system.

3.3.2 Volume 2 – Past Performance

The Offeror shall describe relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance by the Offeror under contracts (within the past five years) of similar scope, magnitude, and complexity to that which is required by this RFP/contract. Where appropriate this can include performance of past subcontractors which will be used for this contract or where the offeror has performed as a subcontractor. The Offeror shall identify up to five of its most relevant contracts within the past five years, and provide any other past performance information the Offeror considers relevant to the requirements of the RFP.

The Offeror shall complete RFP Attachment H - Past Performance Reference Information Sheet for each contract/subcontract offered as relevant past performance. To provide additional information regarding a particular reference beyond that which will fit on the form, the Offeror may continue onto another sheet of paper. Such continuation sheet(s) for submitted references will count toward the page limit of Volume 2.

To enable NAVSUP WSS to receive past performance information as to each contract offered as relevant past performance, the Offeror shall forward a copy of the RFP Attachment J- Past Performance Questionnaire to each such contract's Procurement Contracting Officer (PCO), and if available, each Administrative Contracting Officer (ACO) and Program Manager or private sector equivalent. All questionnaires shall be forwarded to such PCOs/private sector equivalents (and if available ACOs and Program Managers/private sector equivalents) within two weeks from this RFP’s release date so as to provide such personnel enough lead-time so that their completed questionnaires can be received by the Government concurrently with the Government's receipt of the Offeror's proposal in response to the RFP. The Offeror shall include instructions for such personnel to send completed questionnaires within 45 days of its receipt via email to Debra Zaslow, PCO at debra.zaslow@navy.mil. This submittal information is also found on the questionnaire itself to facilitate successful receipt by Ms. Zaslow. Questionnaires not submitted by the PCO/ACO directly to Ms. Zaslow or received after the date set for receipt of proposals will not be evaluated.

3.3.3 Volume 3 – Small Business (SB) Participation

Offerors shall describe their strategies for utilizing SB Concerns in the performance of this contract, in whatever form, for example, whether via a joint venture, teaming arrangement, subcontractor, etc. The Offer shall consider itself a SB concern. The work an Offeror itself will carry out in the performance of this contract, for example, repairs, etc. done in-house, as well as other work the Offeror will perform, constitutes a type of SB Concern utilization. For purposes of this RFP, the term “SB Concern” shall include small businesses and subcategories thereof, i.e., Small Disadvantaged Business, Women-Owned Small Business, HUB Zone Small Businesses, Veteran-Owned Small Business, Service-Disabled Veteran- Owned Small Business concerns and Historically Black Colleges/Universities and Minority Institutions (HBCU/MI). In describing SB Concern utilization, each subcategory of SB Concern an Offeror contemplates utilizing shall be addressed.

In describing the above-referenced strategies, Offerors shall provide a narrative description as discussed further below and shall also use the table below, i.e., Table I – Small Business Participation Commitment Document. Because this RFP is a small business set-aside, Offerors shall reflect their own level of performance in Table 1.

In completing Table I, the Offeror shall provide goals, expressed as dollars and percentage of total contract value and percentages of total subcontract value if applicable, inclusive, for example, of warehousing, repair, military packaging, inventory reporting and configuration management for SB Concerns and each subcategory.

In its narrative description, the Offeror shall:

- Describe its approach to identifying Small Business Concerns for utilization;

- For each SB Concern identified for utilization, provide the SB Concern name, and CAGE Code (if available), or if the SB Concern is not registered in the System for Award Management (SAM), at a minimum provide evidence of self-certification in accordance with FAR 19.703(b) as a SB Concern.

- Describe the extent of participation of SB Concerns on this contract, including a detailed description of the supplies and services for each SB Concern subcategory, and the complexity and variety of the work SB Concerns are to perform.

The Offeror awarded this contract will be required to submit a report once a year on Small Business Participation in accordance with RFP CDRL PM01. Post award, the awardee’ s performance will be evaluated in accordance with the proposed Small Business Participation Document. The proposed Small Business Participation Document will be incorporated and made a part of the resultant contract.

The Offerors should propose challenging, yet realistic socioeconomic goals for as many SB subcategories as possible.

3.3.4 Volume 4 – Price

Volume 4 shall include the completed solicitation documents and a Price Proposal that includes unit prices for each contract line item (CLIN) for each year. For each item, for each of the five years a Best Estimated Quantity (BEQ) is provided on Attachment D – P-8 CCRS Pricing Sheets. In some years, for some items, the BEQ is zero. NOTE: OFFERORS ARE TO

PROVIDE A PRICE FOR SUCH ITEMS IN SUCH YEARS NOTWITHSTANDING THAT

THE BEQ IS ZERO. This is required for the following reasons. For some items having low overall demand (for example, one demand across the entire five-year contract), it is uncertain in what year the single demand will occur. Thus while NAVSUP WSS may have roughly estimated, for example, that the demand will occur in year three, it could occur in a different year. So a price for each year for each such low demand item must be provided. For a small number of items there is no demand at all forecasted across any of the five years and such items have zeros in each of the five years. Here again, a price is to be provided for each year for those items since, again, the forecast of no demand may turn out to be inaccurate and a demand may occur notwithstanding the forecast.

(Note: Each BEQ is an estimate only and the Government makes no representation that that quantity will in reality be received by the awardee.)

The Price Proposal shall support the Performance Approach proposal. Inconsistency between the Performance Approach proposal and the Price Proposal should be explained in the Price Proposal. If the Price Proposal does not support the Performance Approach proposal, the

Offeror’s proposal rating may be downgraded, for example, as reflecting a lack of understanding of the contract’s requirements. The Price Proposal shall include all elements of price and such other price information as considered appropriate to support the Offeror’s proposal.

The Offerors shall populate their prices on RFP Attachment D – P-8 CCRS Pricing Sheets and return it with their proposal in Microsoft Excel. A separate copy in pdf format may also be submitted in Volume 4. The pricing sheet on RFP Attachment D includes some items that require discrete pricing for repair and/or upgrade and/or overhaul. The projected repair/upgrade/overhaul quantities for each of the years can be found on Attachment D - P-8 CCRS Pricing Sheets. Prices shall be provided for all items for all contract years, regardless of whether there is a positive quantity or a quantity of zero (0) projected for that year. As noted, prices shall be provided for all items for all contract years, regardless of whether there is a positive quantity or a quantity of zero forecasted for that year.

Note: Offerors should note the following in utilizing the Excel Spreadsheet provided as Attachment D- P-8 CCRS Pricing Sheets. Although the automated spreadsheet will compute extended prices for most items covered by the contract, it will not do so in one situation, i.e., where an item has zero demand across all five contract years and a maximum of 1, referred to as ‘no demand items.” Offerors are reminded therefore that, as explained in Section M 2.4, NAVSUP WSS will derive and evaluate an extended price for each such no demand item as follows: NAVSUP WSS will multiply the max quantity of 1 times the average of the five years’ unit prices and thereby get a total item price for that item.

The Price volume shall include separate pricing for CAV Reporting, separate pricing for RFP CDRLs CM01 - Configuration Change Notification, and for RFP CDRL LJ01 - Obsolescence/DMSMS Notification, and any relevant back-up data. RFP CDRL PM01 – Small Business Utilization Report is NOT to be separately priced.

SECTION M – EVALUATION FACTORS FOR AWARD (BEST VALUE/TRADE-OFF)

(UPDATED)

M01 52.212-2: Evaluation -- Commercial Items (Oct 2014)

1.1 The Government intends to award a contract resulting from this solicitation to the responsible Offeror whose offer, conforming to the RFP, will be most advantageous to the Government, price and other factors considered. Only those proposals prepared in accordance with the solicitation will be evaluated.

1.2 There are four evaluation factors, listed here in descending order of importance:

1. Performance Approach

2. Past Performance

3. Small Business Participation

4. Price

All three non- price factors (performance approach, past performance and small business participation), when combined, are significantly more important than price. Therefore, the Government reserves the right to award a contract to other than the lowest priced Offeror.

1.3 The proposal must demonstrate to the Government’s satisfaction, as described more specifically in M02 below, how the Offeror will successfully accomplish the requirements of the solicitation.

If deemed appropriate by the Government, proposal information provided for one factor may be used to assess other factors.

M02 SPECIFIC INFORMATION

2.1 Performance Approach

The Government will evaluate the Offeror’s Performance Approach proposal to determine the Offeror’s overall understanding of, approach to, and ability to meet the solicitation requirements.

The Government will assess the strengths and weaknesses of that approach, including any risk(s) associated with it. Included in the aforementioned evaluation/assessment will be, an evaluation/assessment of the following sub-factors in descending order of importance.

(a) Management Plan, including planned subcontracting with FAA 14 CFR Part 145 Repair Stations – the Government will evaluate the Offeror’s approach to managing repairs, etc. done in-house and via subcontracting with Part 145 Repair Stations. This evaluation will include, but not be limited to, assessing the Offeror’s planned methods and processes to identify, contract with, and monitor performance of, Part 145 Repair Stations and any non-repair sub-vendors (for example a packaging house) that are expected to be used in performing this contract. The assessment will review the Offeror’s description of its previous success with such identification, contracting, and monitoring and how any risks thereof have been addressed.

(b) Quality Management Plan – the Government will evaluate the Offeror’s approach for this contract to quality management, including but not limited to, how it will use a Quality Management Plan to monitor and maintain quality as to repairs, etc. in-house and at its subcontractors. The evaluation will also look at the Offeror’s risk mitigation strategies and procedures to be followed (including notifying the Government) in the event of a quality escape. The Government’s evaluation will include review of the Offeror’s discussion of how the techniques and actions identified for risk mitigation for this contract have been successfully used by the Offeror in the past.

(c) Configuration Change and Obsolescence/DMSMS Notifications –The Government will evaluate the Offeror’s plan for receipt of notification of configuration changes and its plan to in turn provide the Government with required notifications, i.e., the information requested in RFP CDRL CM01 and RFP Attachment F, within the timeframes required by the CDRL, associated with Configuration Notification. The Government will also evaluate the Offeror’s description of how it will be cognizant of current and impending Obsolescence and Diminishing Manufacturing Sources & Material Shortages (DMSMS) issues and its plan to provide the Government with required notifications, i.e., the information required by RFP CDRL LJ01 and RFP Attachment G, within the timeframes required by the CDRL.

(d) Military Packaging/Inventory Control the Government will evaluate the Offeror’s approach to ensuring airworthy parts are returned to the Government in compliance with military marking and packaging requirements as noted in RFP Section D and RFP Attachment C of the solicitation. The Government will also evaluate the Offeror’s approach to strictly maintaining P-8A inventory in a closed-loop system, both in house and at sub-contractors, including planned notifications and item recovery procedures in the event any failures occurs as such closed-loop system.

2.2 Past Performance -

In evaluating the Offeror’s submitted past performance information, and other information available to the Government, the focus will be on the recency, relevance, and quality of such past performance. This will include, where submitted, the performance of past subcontractors which will be used for this contract and the offeror’s performance as a subcontractor. The Government expects to rate past performance using a scale of confidence ratings as follows: Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence. In the case of Offerors for which there is no information on past contract performance or where past contract performance information is unavailable, the Offeror will be given a Neutral Confidence rating. However, the Government may determine that a Substantial Confidence rating or Satisfactory Confidence rating is worth more than a Neutral Confidence rating when evaluating offers.

2.3 Small Business Participation - The Offeror’s strategy for utilizing Small Business Concerns, including Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, Veteran-Owned Small Business, and Service-Disabled Veteran-Owned Small Business concerns, will be evaluated. The Small Business Participation factor evaluation will include the information provided in the “Small Business Participation Commitment Document.” The highest rating will be given to Offerors whose planned contract performance maximizes Small Business Concern participation including the subcategories of SB Concerns referenced in Section L.

2.4. Price – The Government shall determine a total proposal price for each offeror as described below. (Part of the review of that total proposal price will include whether it is complete, reasonable, and consistent with the Offeror’s performance approach proposal; whether it reflects a clear understanding of the RFP’s requirements; and whether it contains balanced unit pricing.)

The Offeror’s total price for the five-year performance period will be evaluated as follows.

Step 1a: Except for items where every year has a BEQ of zero (“no demand items”)—NAVSUP WSS will multiply the BEQ--including any zero BEQ--times the unit price for each of the five years, then add the result of such five multiplications to get a total item price for that item.

For example:

For item XYZ--

Year 1 has a BEQ of 2 and an Offeror offers a unit price of $1000

Year 2 has a BEQ of 0 and an Offeror offers a unit price of $1000

Year 3 has a BEQ of 1 and an Offeror offers a unit price of $1200

Year 4 has a BEQ of 1 and an Offeror offers a unit price of $1200

Year 5 has a BEQ of 0 and an Offeror offers a unit price of $1300

NAVSUP WSS will proceed as follows—

Year 1: 2 x $1000 = $2000

Year 2: 0 x $1000 = $0

Year 3: 1 x $1200 = $1200

Year 4: 1 x $1200 = $1200

Year 5: 0 x $1300 = $0

$2000 plus $0 plus $1200 plus $1200 plus $0 = $4400. The total item price for item XYZ is $4400.

Step 1b: For no demand items, i.e., where every year has a BEQ of zero, NAVSUP WSS will multiply the max quantity of 1 times the average of the five years’ unit prices and thereby get a total item price for that item.

Step 2: each of those “total item prices” will be added to yield a “total extended price for repairs/upgrades/overhaul.”

Step 3: the following shall be added:

- The total extended price for repairs/upgrades/overhaul

- The price for Web Cav Reporting per CLINs B001-B005

- The price for CDRLs CM01 and LJ01 for Configuration Change and

Obsolescence/DMSMS Notifications per CLINs C001- C005
