DESCRIPTION
Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) is pursuing a five-year long term contract (LTC) for repair support of 361 commercial items used on the P-8A aircraft. The 361 items to be covered under this effort are common to the P-8A and the Boeing 737 aircraft and can be found on Attachment A to this notice. All repairs, overhauls, and upgrades included in such support must be accomplished at Federal Aviation Administration (FAA) 14 Code of Federal Regulations (CFR) Part 145 repair stations. Pursuant to Federal Acquisition Regulation (FAR) 49 CFR Part 10 “Market Research,” NAVSUP WSS conducted comprehensive market research to assess potential sourcing for this effort. As a result of that research it was determined under FAR 19.502-2 “Total small business set-asides (DEVIATION 2018-O0018),” that there is a “reasonable expectation that…[o]ffers will be obtained from at least two responsible small business concerns offering the products of different small business concerns …and…[a]ward will be made at fair market prices.” As a result, this effort will be pursued as a competitive 100% small business set aside (SBSA) Indefinite Delivery Indefinite Quantity (IDIQ) LTC with a guaranteed minimum dollar value. The contemplated contract will require the awardee to act as an integrator for the required repair support, including but not limited to assuming responsibility for management and support of the repair and/or upgrade and/or overhaul of the items listed on Attachment A either by carrying out such repairs, etc. in-house, or subcontracting to FAA 14 CFR Part 145 repair stations, and/or both. The integrator will also be responsible to supply an FAA Form 8130-3 Authorized Release Certificate/Airworthiness Approval Tag or EASA Form 1 Authorized Release Certificate with each repaired/overhauled/upgraded item and package all completed items to military packaging specifications STD-2073-1E, marked in accordance with MIL STD -129R.
In addition to the above, the integrator will also be responsible to timely notify the Government when items on Attachment B to this notice have (1) configuration changes (i.e., “part number rolls”) made by the Original Equipment Manufacturer or (2) have obsolescence issues that impact the ability to sustain the item. NOTE: Attachment B includes BOTH the items on Attachment A as well as 387 additional commercial items used on the P-8A and CFM56 engine; these additional commercial items shown on Attachment B to this notice are not to be repaired/overhauled/upgraded under this contemplated contract and the awardee will not receive any of these additional items for repair/overhaul/upgrade.
The Government intends to issue solicitation N00383-18-R- 012C no later than 31 January 2019. The solicitation will be posted on FedBizOpps. This notice does not represent the issuance of a request for proposal and is not intended to be interpreted as such. After the issuance of the request for proposal, the Government intends to hold a pre-proposal conference at NAVSUP WSS in Philadelphia on or about three weeks from the date of the issuance of the RFP. A separate notice to FedBizOpps will be issued providing details of this pre-proposal event.
