About this file

This document contains questions and answers regarding Request for Proposal Number N00167-22-R-0008 issued by the Naval Sea Systems Command for logistics and maritime operation services at the South Florida Ocean Measurement Facility. The solicitation requires proposals to assume that no government-owned vessels or crews are available at SFOMF and to price commercially chartering a 250-class workboat capable of screening a Navy asset and providing container stacking, as well as a 150-class dynamic positioning workboat including half, full, standby, and mobilization/demobilization days with dockage provided at SFOMF. The questions seek clarification on vessel requirements and costing policies for dockage when vessels are not at SFOMF.

RFP N00167-22-R-0008 Round 2 Questions and Answers

Question 1: I have a request for an additional document. The RFP attachments do not include a list of government owned vessels at SFOMF. The listing is not required for development of pricing information, but would be helpful in answering asset allocation issues related to the two scenario questions. For example, determining if a government inventory vessel/crew could be utilized rather than sourcing a commercial vessel.

Answer: For purposes of the proposal, including the two scenario responses, the Offeror should assume that there are no Government-owned vessels and crew at SFOMF available for use. Thus, the Government is not providing a detailed list of SFOMF vessels.

Question 2: Attachment #3 (Cost Summary Format) requires pricing for a “250 Class Special Warfare and Submarine Support” vessel. Initial indications are that specialized vessels meeting this general description are under existing US Navy contracts (in specific theaters of operations) and would be utilized under the government contract in conjunction with submarine and special forces deployment orders. Is it the government’s intent that the SFOMF contractor will charter these vessels commercially and independently of existing USN government contracts and task orders? If that is the government’s intent, will the government provide additional details describing the specific requirements and minimum capabilities of a “250 Class Special Warfare and Submarine Support” vessel?

Answer: For purposes of the proposal, the Offeror should assume that it is required to charter the “250 Class Special Warfare and Submarine Support” vessel commercially and independently of any existing US Navy contracts. Requirement is for ~250 Class workboat to provide blocking services to screen a US Navy Asset during arrival and departure at local port. Requirements include the capability to provide two stacks of shipping containers along the length of the work deck area. Workboat should be capable of station keeping (dynamic positioning) in the Gulf Stream current.

Question 3: Attachment #3 (Cost Summary Format) requires pricing for the “150 Class DP Workboat” vessel based on half, full, standby, and Mob/Demob days. We understand that dockage will be provided at the SFOMF docks while the vessel is on project and at the facility. It is unclear if dockage while not at the SFOMF facility should be included in the cost proposal or is reimbursable. For example, attachment #3 specifies pricing for 140 standby days per year, but does not specify if these standby days will be at the SFOMF dock or at a commercial facility. Request the government clarify dockage cost policy while not at the SFOMF facility and where the vessel is expected to be when on a standby day.

Answer: Dockage is provided at SFOMF for all charter days, inclusive of stand-by days, mobilization and demobilization days. Proposals shall not include dockage cost.
