About this file
This document contains two technical scenarios related to an ongoing federal contract opportunity for logistics and maritime operations services at the South Florida Ocean Measurement Facility. The scenarios outline requirements for contractor-provided vessels, crews, divers, and equipment to support underwater electromagnetic measurement trials of a Virginia-class submarine. Services would include establishing safety zones and transporting personnel during surfaced operations over ten days. An emergency response is also detailed for shortened trials in deteriorating weather, requiring disembarkation options. The related solicitation seeks proposals for ongoing logistics and maritime support at the facility, to be awarded by the Naval Sea Systems Command to support submarine and anti-submarine warfare testing through waterfront operations and offshore range activities.

Attachment 11 Technical Scenario
N00167-22-R-0008 Source Selection Information See FAR 2.101 & 3.104 A11-1
Scenario Response: Offerors shall provide a response to the following scenario:
Scenario 1: Typical Task (Normal Operations) - Virginia Class (VACL) Underwater Electromagnetic (UEM) Measurement
Government Provided:
Onshore Range Control Facility, Administrative Offices, Warehouse, AUV/ROV Lab, Electronics Lab, Machine Shop, Fabrication Shop, 85-Foot observation tower, 320-foot dock with 17-foot minimum draft, facility located on eastern edge of Port Everglades and along the southern side of the Port Everglades channel
Range Safety Officers, Engineers, Technicians, Secure Communications to VACL
Radar Tracking, AIS Tracking, RTK Tracking, HD Video Tracking, Weather Station, VHF Marine radio for public channels (e.g., broadcast notice to mariners (BNM) for ocean operating area restrictions), and private, military-use only VHF radio for private channels (e.g., offshore operations to maintain OPSEC).
Fully Instrumented Offshore Test Range
50-foot boat for offshore sensor calibration, activating/deactivating inert smart mines, and seawater physical properties measurements
Range Marker Buoys
Digital Nautical Charts of buoy positions, offshore operating area, and locations of seafloor mounted equipment
Seaport/Alternate Contract Provided:
Technical, Engineering, and Administrative personnel for Offshore and Waterfront Operations Support
Task Overview:
Support for a 10-day surfaced VACL UEM signature measurement trial in 65-feet of seawater, and 7 nights of submerged signature measurements in 540-feet of seawater.
Surfaced operations are limited to daylight hours only. Submerged operations occur at night. Range Control Facility is manned around the clock during UEM Signature Measurements.
Task Requirements:
N00167-22-R-0008 Source Selection Information See FAR 2.101 & 3.104 A11-2
Provide 3 chase boats/range support craft with operators to create picket area around VACL while surfaced, keeping range clear of civilian craft, fishing charter craft, and commercial vessel traffic. Weekends may require additional chase boats due to increased civilian boating activity.
Provide 2 armed force protection/law enforcement craft with operators to escort VACL while surfaced.
Provide personnel transport vessel with crew to disembark Navy and Civilian UEM test personnel and UEM test equipment from VACL and return all to Government dock for offload at completion of Signature Measurements.
Provide properly equipped workboat and crew with large open after deck area, to perform late afternoon deployments and early morning recoveries of sub-surface moored sensor on 540-foot range.
Provide a twice-daily shore based crane for workboat mobilization and demobilization.
Provide commercial divers to perform a parasitic swim of 65-foot range, checking sensors, mounts, and cabling for proper alignment, tampering, obstructions, and any objects that do not belong, recorded on high definition video with written report for government review and analysis.
Provide commercial divers to attach 4 range marker surface buoys to existing seafloor anchors. Inspect buoy hardware, mooring equipment, and anchors for damage or need for repair. Provide written inspection report for government review.
Task Operating Conditions:
South Florida subtropical summertime, with easterly winds at 10-knots or less, and seas 2 to 4-feet.
Offshore Range is immediately adjacent to busy commercial shipping and passenger cruise port.
Offshore Range area is a popular all year fishing, diving, and boating area adjacent to a public beach.
Commercial and Civilian vessels operate unrestricted on offshore range. Many Marine VHF communication channels are crowded
12-riders onboard submarine with 30+ watertight equipment containers at 40-lbs each.

Scenario 2: Emergent Response (Schedule Change) - VACL UEM Measurement
Task Operating Conditions:
On day 5 of the UEM Measurement, a low-pressure tropical weather system has formed nearby offshore. Winds have changed direction rapidly and increased from 10 knots to 15 knots, with gusts up to 20 knots. Seas have increased to 3 to 5 feet on a short wave period, with occasional 7-foot waves. Current offshore forecast calls for a steady decline in conditions over the next two days with waves increasing to 5 to 7 feet on a short wave period, and occasional 9-foot waves. Winds are predicted to be 20 knots and gusting to 25 knots. The local National Weather Service (NWS) has declared a small craft advisory beginning late afternoon of day 7, and lasting for the next 2 weeks.
The UEM test team needs more data to meet the minimum requirement to ensure design compliance for UEM Stealth Performance. They estimate if they push hard they could complete data collection by late morning on day 7.
The UEM Team Leader, Site Director, Commander, Submarine Force Atlantic (COMSUBLANT), and the submarine Commanding Officer (CO) all agree to cut the trial short from 10-days to 7-days, with disembarkation of VACL riders and equipment beginning at noon on day 7, before the small craft advisory takes effect.
Per the updated schedule, the test concludes at 10:30 am, and the submarine transits from the shallow water range to the disembarkation coordinates. Upon arrival at the coordinates, the submarine CO determines open ocean disembarkation is too risky as the waves are breaking over the surfaced submarine hull, and cannot provide a good lee in the confused sea state for a safe personnel and equipment transfer. The CO requests either to keep all personnel and equipment onboard until they reach their next destination three weeks from now, or a protected harbor to effect a safe transfer. Both the Site Director and Test Team Lead agree to remove all personnel and equipment immediately to reduce cost and complexity.
