Section C - Descriptions and Specifications
STATEMENT OF WORK
Section C. Descriptions and Specifications
1.0 Background
The Naval Surface Warfare Center, Carderock Division (NSWCCD) Signatures Department develops, operates, and maintains major research, development, test and evaluation (RDT&E) sites, including the South Florida Ocean Measurement Facility (SFOMF) located in Dania Beach, Florida. SFOMF operates and maintains an underwater electromagnetic (UEM) signature acquisition range in support of fleet asset UEM silencing and stealth performance requirements. SFOMF also operates and maintains an offshore range in support of unmanned maritime vehicles.
1.1 Scope
The SFOMF requires logistics and maritime support services (LMSS) for ongoing RDT&E operations. LMSS requirements include support for data acquisition systems, offshore test ranges, underwater sensors, systems, infrastructure, shore based sensors and systems, vessels, vehicles, equipment shelters, weight handling equipment (WHE), observation towers, and tracking systems for SFOMF RDT&E activities. Providing these diverse services requires coordination between SFOMF and other on-site contractors. Although most of these services can be scheduled in advance, sometimes services are required with little advance notice (i.e., emergent support/services).
Such emergent support requirements must be addressed as soon as contract support can be arranged, often on the same day they are identified, but no later than the next day. However, emergent boat requirements may take as many as three days to fulfill. See section 3.0.1 below for further clarification. Such emergent support is required to efficiently and effectively deal with the effects of the tropical marine environment, where high temperatures, high humidity, salt-air corrosion, and destructive weather can impact the site scheduling, equipment, and structures.
Immediate action is required to repair damage and resume operations after destructive weather events. Similarly, one of SFOMF’s primary functions is supporting fleet submarine trials, which require flexible support to adjust to fleet schedules and real-time changes in trial support schedules.

3.0 Requirements
3.0.1 Program Management
The Contractor shall manage logistics in support of SFOMF mission objectives. The Contractor shall provide ship services, diving services, weight-handling services, machining services, aircraft services, general services, and materials as defined and outlined in the appropriately headed Section three subsection below. The Contractor shall maintain a facility operational schedule and attend the Government’s weekly projects and operations meetings to discuss current support needs, costs, scheduling, and priorities. During the meetings, the Contractor shall provide updates on the availability of ships, divers, cranes, aircraft, and services for scheduled SFOMF missions. Also during the meetings, the Contractor shall provide updates on costs, materials, equipment, services, and delivery schedules. Upon discovery, the Contractor shall immediately notify the Government of any known or anticipated impacts to operational schedules or estimated costs. The Contractor shall closely monitor funds expenditures and balances, and provide detailed and timely financial updates with Status Reports (CDRL A001).
The contract support services shall provide flexible scheduling, quick allocation and management of resources, and timely coordination and communication with designated Government personnel essential for the successful completion of missions. The amount of scheduling notice the Government provides to the Contractor depends on whether the support is planned or emergent (See Section 1.1). It is expected that emergent needs may comprise about 10% of the support required. Planned support requirements scheduling may vary in the amount of notice provide. For instance, Submarine trials are planned months in advance; smaller projects typically provide about 2-weeks scheduling notice. However, emergent situations may result in unscheduled changes to otherwise scheduled work, requiring the Contractor to provide rapid response. Such emergent changes may result from unforeseen issues related to late testing/submarine trial schedule changes, destructive weather, and unplanned requirements.
3.1 Vessels and Support Services
The Contractor shall provide vessels, including ships and smaller craft. The Contractor shall submit Ships Log Operations Report (CDRL A002) after each mission or after each multi-day mission. In addition, the Contractor shall provide maintenance and other support services for SFOMF and other Government-owned ships, craft, and other offshore vehicles.
3.1.1 Contractor-Provided Vessels
The Contractor shall provide ships and boats that are sea-worthy in accordance with American Bureau of Shipping (ABS) standards and in good working order. In addition, the vessels must be provisioned to accomplish the required operations, fully staffed with qualified crew, outfitted with all relevant safety of life at sea (SOLAS) equipment, and comply with United States Coast Guard (USCG) regulations. Historically, Contractor provided ship utilization is eleven (11) standby days per month, two (2) mobilization/demobilization days per month, four (4) half-day at sea days per month, and three (3) full-day at sea days per month. The majority of offshore work requires a work boat with a large after deck area outfitted with dynamic positioning, a large A-frame, deck crane, winches, and deck cargo sockets in a NATO bolted grid pattern for securing both Contractor-provided and SFOMF-provided deck mounted equipment. The ships must be able to support a team of scientists, engineers, and technicians for a single day mission, or for overnight multi-day missions up to 1-month in duration. Ships shall be capable of deployment, recovery, towing, search, and survey. Performance is primarily accomplished with a Contractor-provided 150’ class or larger dynamically positioned (DP) workboat, capable of holding position in the Gulf Stream current, though actual dimension requirements may vary from requirement to requirement.
Additional Contractor-provided vessel requirements will be specified through projects and operations meetings, and include, but are not limited to, chase boats, tugboats, towboats, and law-enforcement patrol boats. Detailed vessel capabilities and requirements will be specified during the Government projects and operations meetings.
3.1.2 Vessel Support Services
The Contractor shall provide transport, storage, dockage, routine and unscheduled maintenance, parts, provisions, services, and crew for SFOMF-owned boats, small craft, and remote operated vehicles (ROV), as well as for other Government or customer owned and operated ships, craft, and offshore vehicles at SFOMF. In addition, the Contractor shall provide fuel for other Government Customer/Test Craft..
3.2 Diving Services
The Contractor shall provide diving services and logistics in support of SFOMF mission objectives. The Contractor shall conduct all diving operations in accordance with the NSWCCD Diving Program. The Contractor shall submit a dive plan in accordance with Dive Plan (CARDEROCKDIV 3150/1) (CDRL A003) and checklist in accordance with the NSWCCD Emergency Assistance Checklist (CARDEROCKDIV 3150/2) (CDRL A004), to the Command Diving Officer for approval before commencing dive operations. Divers shall be professional/commercial certified divers in compliance with NSWCCD Diving Program CARDEROCKDIVINST 3150.5B, with experience in underwater rigging, repairs, assembly, construction, inspection, cleaning and salvage. Divers shall submit after action dive reports accompanied by high definition underwater still photography and/or high definition underwater video when required (CDRL A005). Historically, Contractor provided Dive Services consist of a four or five-man dive team with diver support boat, with approximately 21 dive operations per year. Dive-types required may include Surface-Supplied Air, SCUBA, and Nitrox.
3.3 Weight Handling Services
The Contractor shall provide Weight Handling Equipment (WHE) services and logistics, WHE rigging, hardware, and supplies in support of SFOMF mission objectives. All WHE shall be inspected, load tested, and certified to the requirements of CARDEROCKDIVINST 11262.2D. The Contractor shall document all WHE operations with the Crane Operations Checklist (CDRL A006) before commencing WHE activity. Crane operators shall be trained and licensed as per CARDEROCKDIVINST 11262.2D. Historically, Contractor provided WHE support consists of approximately 100-crane lifts per year, with the majority of lifts accomplished with a Contractor provided 70-Ton mobile crane. The Contractor shall provide CARDEROCKDIVINST 11262.2D certified, tested, licensed crane support and services. The Contractor shall provide maintenance, parts, repairs, and inspections of SFOMF owned forklifts and WHE. The Contractor shall provide CARDEROCKDIVINST 11262.2D certified, tested, and properly marked rigging gear such as wire rope, shackles, slings, chain, and binders.
