MILITARY SEALIFT COMMAND

QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Minimum Requirements listed in Key Personnel Section for Senior ILS/Configuration Analyst (key personnel), ILS/Configuration Analyst (key personnel) and Senior Supply Management Analyst (key personnel) on pages 33 and 34 of the solicitation require a high school diploma. Can a GED be used as an equivalent to a high school diploma?
ANSWER: Yes, a GED can be used as an equivalent to a high school diploma. An amendment will be issued for the RFP that revises this requirement accordingly.
2. In accordance with DFARS 252.237-7023 and 252.237-7024, all offerors shall submit a Mission-Essential Contractor Services Plan and complete and provide Attachment 23 to the RFP. However, in DFARS 252.237-7023(b) Continuation of Essential Contractor Services, it says that the government should provide “services are listed in attachment _, Mission-Essential Contractor Services, dated ____.” DFARS 252.237-7024(b) states “The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in attachment _, Mission Essential Contractor Services, dated ____.” Will a list of required essential services be provided?
ANSWER: Yes, an amendment will be issued for the RFP to add a Mission Essential Contractor Services list.
3. Is Past Performance rated as just acceptable/unacceptable or are there degrees of acceptability? That is, can you get a higher score in Past Performance if you submit a good citation?
ANSWER: Past Performance is rated as acceptable/unacceptable. Offerors will not receive a higher score for submitting a good citation.
4. Please clarify whether the instruction to bidders on RFP page 30, Section ii.1.c. is related to acquisition and transfer of the ships themselves or to equipment installed in the ships.
ANSWER: Section ii.1.c. is related to acquisition/transfer of ships themselves vice equipment. An amendment will be issued for the RFP that revises this requirement accordingly.
5. In Section 3.35 of the PWS it requires "that the contractor shall provide Fleet Assist (FA) support to (1) resolve ad-hoc problems that are beyond the capability of the ship's crew)." This seems broad and might expand the contractors duties and responsibilities without limit. Please define the type(s) of services expected to be required under this PWS requirement.
ANSWER: Examples are in Section 6.15 of Attachment 12. An amendment will be issued for the RFP that references the attachment.
6. Page 14 (Specific Tasks) of the RFP refers to Government offices at the CONUS/OCONUS locations; however, other PWS clauses, references and RFP page 40 (line 3) make it clear that such onboard work will be necessary. Please clarify the extent to which the contractor will work aboard Navy vessels.
ANSWER: The task orders will clarify the extent the contractor will work aboard MSC vessels.
7. Will the Government allow a 10-point font for the required Past Experience references (and any other tables), if tabulated?
ANSWER: Yes, this is allowable. An amendment will be issued for the RFP that revises this requirement accordingly.
8. Performance appears to start immediately upon award (page 39 of RFP). There is no requirement, nor page allocation, in the instructions to bidders for a management approach, transition plan, and accordingly, no stated transition period. Also noted is the TO “kick off” meeting requirement (page 41 of RFP) of five (5) days after task order award. Please advise on the allowable transition period from contract award to assumption of full contract responsibilities for any awarded task order (TO).
ANSWER: The contract is estimated to be awarded by 01 August 2014. The current worldwide logistics contract expires on 30 September 2014. The Government estimates that task order RFPs will be issued promptly after base contract award, and task order awards will be awarded by 15 September 2014. Individual task orders will address turnover as applicable.
9. Referencing page 29 of the RFP, Volume 1, Technical Experience, Section (1)b, “Maritime related customer/point(s) of contact.” Do you require name only, or additional detail such as title, position, phone number, and/or email address? Also, how should this be addressed if the point(s) of contact no longer holds the position or has transferred or retired?
ANSWER: The Government requires name only, which may be the customer organization or the organization and name of the individual point(s) of contact.
10. Is there an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?
ANSWER: Yes, the incumbent contractor currently performing work for this requirement is CACI, Inc. The contract number is N00033-08-D-6506.
