1.0 Introduction
This document is the User's Manual for version 4.0 1 of the Military Sealift Command Availability Support Program (WinMASP) software. The user's manual has been written in Robohelp 9.1. All material contained in this document is UNCLASSIFIED.

1.1 Document Overview
The objective of the Military Sealift Command Availability Support Progr am (WinMASP) for Windows User's Manual is to provide users with step-by-step procedures of functions within WinMASP. It is also intended to serve as a reference guide for users who are already familiar with the operation of WinMASP. WinMASP is windows-based, using commonplace windows features and conventions already familiar to the user. This minimizes the need for detailed training. Users will find WinMASP easy-to-use and will become familiar with its operation after a brief time.

1.3 What is WinMASP
WinMASP is designed to perform the following tasks:
• Track submittals and reviews of ship availability and equipment procurement contract data requirements list (CDRL) items.
• Ensure new equipment is supported with provisioning technical documentation (PTD), technical manuals, and spare parts.
• Audit and manage changes to the ship's configuration information.
• Develop an allowance appendix page (AAP) for new and previously unsupported equipment.
• Develop new spare part requirements/allowances due to changes in the ship's configuration.
• Provide real-time configuration and logistics information to configuration logistics information programs (CLIP) and ShipCLIP.
• Capabilities to import and export selected type data from other systems, i.e., CMIS, ShipCLIP, ICAPS, NAVLOG, FEDLOG, SMIS-SM, and SUADPS.
• Ad-Hoc Query Search Capability.
• Multiple Deviation on a new requirement list.
• Integrated with Crystal Reports. Reports can be exported as PDF, Word, or Excel text format.
• Feedback is viewable from WinMASP.
1.4 Hardware Requirements
WinMASP is a windows-based system that requires the following equipment to run:

Memory requirements are dependent upon the number of users, volume of transactions, and size of the database. Minimum of 1 Gigabyte is recommended for the database. (This is dependent upon the size of the database.)

Minimum Requirement - Intel Pentium III or greater recommended.
Minimum -128 MB of Random Access Memory (RAM).
Recommended RAM amount - 256MB or greater
Monitor Video Graphics Array (VGA) (Super VGA preferable) with Card.

2.0 Initiating a WinMASP Session
To log into WinMASP, use the following procedure:
Step Description
1. Point/click on the WinMASP shortcut located either on your desktop or on the WebCMIS portal.

2. The WinMASP Login screen will appear. Enter your User Name and
Password.

3. The Hull Information screen will appear listing individual contracts (ships).
Select the desired ship contract. Selecting a ship contract will bring up the WinMASP Main Menu . If a ship contract is unavailable, it is possible to add a contract from this screen.
Hull Information
2.1 The WinMASP Main Menu
The WinMASP Main Menu provides a selection of functions available within the WinMASP application. Each function begins with a heading that describes the type of information available. The heading is followed by a selection of search options available within the heading. There are a variety of search options available in the WinMASP application. These are displayed as buttons, toolbar items, and pull-down menus. These search options enable users to "navigate" throughout the WinMASP application.
Every search tool may not exist in all screens, but where they are present they will perform the same functions.
WinMASP Main Menu
Descriptions of the major functional areas are described below:
Hull Information
The Hull Information module is used to initiate the WinMASP program. This module creates the ships information and contract number used to track and relate contractual requirements for availability. Additionally, Hull Information is required to load the ship's configuration data.
CDRL Information
The CDRL Tracking module allows users to develop a list of applicable CDRLs and associated work items tailored to a specific availability or procurement. This allows you to monitor the progress of the availability or procurement and to flag delinquent and unapproved CDRL items. From the CDRL Tracking module, users can add or update CDRL information for a particular contract. It is divided into 3 options:
• Contract CDRLs – This option gives the user the ability to set up and edit the CDRLs that apply to a particular contract. From this option, it is possible to identify whether or not the CDRL is work item related, as well as to identify the submission frequency and dependencies.
• Work Items – This option allows the user to add, edit, or delete selected work items.
• GFM – This module gives the user the ability to add, edit, or deleted GFM requirements.
Availability Support Information
The Availability Support module is used to maintain all configuration and RIC (Repairable Identification Code) information for a given availability or procurement.
This includes parts information, CCF (Component Characteristics File) data, associated documents (technical manuals, drawings, configuration information [HSC, RIN, location]), and component RICs (ACLs). The Availability Support module also allows users to print various COSAL reports and listings. From this option, users can quickly access installed configuration and parts information for a particular ship, with the intent to make any required changes to properly support the ship as equipment is installed, changed out, or modified. The user may query this information by the attributes listed below:
• RIC Information – Lists all APL/RICs currently associated with a ship and displays all related data, such as CCF, Parts, Components, DOCs.
• Configuration Information – Identifies specific installations of each equipment, uniquely categorized by HSC.
• Functional Baseline Information – Provides a “snapshot” of installed functional baseline.
• Document Information – Lists all associated TM/DWGs for a ship.
• View Historical RICs – Lists Historical RIC transactions.
• View Historical NIINs – Lists Historical NIIN transactions.
Parts Information
The Parts Information module is used to maintain All Parts Information, Alternate Parts Information, SRI Information, and OSI Information. This function allows the user to view all parts as a whole, by SRI only, OSI only, or deviated items only. Additionally, it is possible to process allowance computations and view approved requirements lists. The user may query this information by the attributes listed below:
• All Parts Information - Allows the user search parts applications by part number, CAGE, Description, NIIN or RIC. Users may also delete parts records from this display.
• SRI Information - Used to maintain data on Deviated Items, Excess Items, and Shortage Items.
• OSI Information - Users can browse and edit NIINs for OSI data.
• Allowance Computation - Function allows for the selection of 0.1 MOD-FLSIP
(Modified Fleet Logistics Support Improvement Program), 0.25 or 0.5 FLSIP, or a User Defined computation model.
• New Requirements List for AELs - Select this option to develop a recommended new requirements list for AEL items based upon the AEL column number entered on the configuration record and the quantity in the corresponding AEL line item column. The recommended quantities can be reviewed and edited prior to list approval.
• View Approved Requirements Lists - From this option, users may view all New Requirements Lists. The table will indicate if the list is an APL or an AEL listing and whether or not the list has been approved, the date of approval, and any pertinent comments.
2.1 The WinMASP Main Menu
• Alternate Parts Information - Option allows users to view multiple part number/CAGE combinations for each NIIN. It is also through this option that alternate parts information may be added, edited or deleted.
2.2 WinMASP Main Menu Toolbar
The following paragraphs describe the WinMASP Main Menu Toolbar pull-downs and functions. The WinMASP main menu toolbar pull-downs are general functions available to the user for quick references. The WinMASP menu is divided into sections based upon the type of information the user is seeking from WinMASP. Each section begins with a heading that describes the type of information available therein. The heading is followed by a selection of search options from which the user can access the available technical and logistic information. A synopsis of each toolbar menu option is outlined below. Each option is described in greater detail in later sections.

Reports Menu
The Reports Menu option provides CDRL Tracking Reports and Availability Reports.
Reports are broken out by functional area: CDRL Tracking, AAP, Allowance Computation, Repair Parts Listings, SOEAPL/COSAL, and Shortage Filters.
Imports/Exports Menu
The Imports/Exports option provides the resources to import and export data from a range of possible sources (e.g., Import from Common Database, CMIS, or SM) and in a variety of formats.
System Utilities Menu
The System Utilities option provides the ability to update and set Global NIINs, Global RICs, TSG NICNs, BRF File Paths, Mulitiple NIIN Deviations, and COSAL Automated QA Reports.
Ad-Hoc Menu
Ad Hoc Queries provide a generic query capability to all tables in the WinMASP database. The Ad-Hoc Query tool provides two query modes. Selecting the "Builder" mode allows users to design a query using a builder that writes the query automatically.
The "Manual" Mode enables users to write their own SQL queries.
Feedback Menu
The Feedback Menu option provides the ability for users to review Equipment Change Requests, Allowance Change Requests, and Configuration Feedback Requests.
Help Menu
The WinMASP User manual is available as a pull-down menu option under the Help Menu. The user manual provides detailed user information on WinMASP procedures.
WinMASP Help provides a description of the purpose for all WinMASP "buttons" and queries.
2.3 WinMASP System Navigation
The following paragraphs describe navigational options within WinMASP:
Tabular Screen
Tabular Screens display record data in a single line format - one line for each record. A screen can display one or multiple record lines of data. These screens cannot be edited.
Their main function is to provide the user with a list of records. If the user selects a record from the list and double clicks on it, a Single Record Detail screen will be displayed.

The Single Record Detail screen, normally referred to as the Detail screen, provides specific information about a selected record.

Horizontal Cross Bar
Many columns in tables are "compressed" to allow WinMASP to display as many key information columns as possible. The columns may be expanded so the user can read the entire line of information in the column. To expand or reduce the size of a column:
• Place the mouse pointer on a column line until the pointer is shown as a cross bar.
• Point/click and drag the line to enlarge or reduce the column.
• Use the cross bar to expand or reduce column width so that all of the information you need appears on the screen.

Data tables may be viewed by scrolling with the vertical scroll bars located on the tabular displays. The scroll bars are similar to the volume knob on a radio. To use the scroll bar feature:
• Click on the knob and "drag" it up or down, right or left to move quickly up or down, right or left in the table.
• Click above or below, right or left of the control knob to "jump" an entire screen up or down, right or left.
• Click on the arrows to move one position at a time in the direction of the arrow.
Scan Field Feature
The Scan Field Feature pull-down menu allows the user to sort the tabular screen data by a specified column or columns. For example, when conducting a RIC database search, users may scan columns by RIC, NOMEN, PART_NO and CAGE. Arrow keys are also provided to allow users to scan across or up and down columns within the tabular display.

The Scan feature allows the user to search and find data within the tabular screen results from the initial search. Users can enter individual search queries in the blank provided.
3.0 CDRL Reports [function migrated to shore
– no longer used in WinMASP]
The CDRL Tracking Reports option generates reports related to all CDRL tracking and reporting functions. The CDRL Tracking Report option allows users to generate reports based upon specific criteria. Point/click on Reports from the WinMASP Main Menu toolbar. Select CDRL Tracking Reports to view the CDRL Reports menu.

• Status of All CDRLs
• Outstanding CDRLs
• CDRLs Due Next Month
• CFE Status Report
• GFE Status Report
• GFM Status Report
3.1 Status of All CDRLs[function migrated to
shore – no longer used in WinMASP] Selecting Status of All CDRLs will provide a complete printout of all CDRLs and any related work items, showing the current status of CDRL submission. This can be a very lengthy report depending upon the number of work items and the number of CDRLs in WinMASP. This report can be sequenced by CDRL No. or Work Item Sequence and sent to a printer or a file.
To access CDRL Status Reports, use the following procedure:
Step Description
1. Open WinMASP . Select a contract from the Contract Selection tabular display. The Main Menu will appear showing a list of the four functional areas.
2. From the Main Menu Toolbar , point/click Reports. The list of available reports is displayed.
3. Point/click CDRL Tracking Reports from the Reports pull-down menu. A pull-out menu will be displayed.
4. Point/click Status of all CDRLs from the pull-out menu. A new menu will display the option to view the status report by CDRL No. Sequence or Work Item Sequence. Point/click on CDRL No. Sequence or Work Item Sequence.
5. A system dialogue box will appear asking, "Include CDRL Submission
History in Report?"
6. Point/click Yes or No. The desired report format is displayed. The user can print or export to file. See Menu Conventions Used to Navigate WinMASP for guidance on printing or exporting the CDRL Status Report.
7. Click on Close to return to the Main Menu. The Main Menu is now displayed.
The contract data requirements list number.

3.2 Outstanding CDRLs[function migrated to
shore – no longer used in WinMASP] Selecting Outstanding CDRLs will prompt you to enter an "As of Date" to determine whether or not CDRLs are past due. Enter the desired date to get a status report of any CDRLs that are outstanding as of the entered date (e.g., CDRL due date and/or subsequent due date are past the as of date, and the submission and/or subsequent submission dates are blank). This report can be sequenced by CDRL No. or Work Item Sequence and sent to a printer or a file.
To access Outstanding CDRL Reports, use the following procedure:

2. From the Main Menu Toolbar, point/click Reports. The list of available reports is displayed.
3. Point/click CDRL Tracking Reports from the Reports pull-down menu. A pull-out menu will be displayed. Point/click Outstanding CDRLs from the pull-out menu. A new menu will display the option to view the status report by CDRL No. Sequence or Work Item Sequence.
4. Point/click on CDRL No. Sequence or Work Item Sequence. A system dialogue box will appear requesting the "As of Date". Enter the date in mm/dd/yyyy format. Example: 01/13/03
5. Point/click OK to continue or Cancel to exit. If OK is selected, a system dialogue box will appear asking, "Include CDRL Submission History in Report?"
6. Select Yes or No. The desired report format is displayed. The user can print or export to file. See Menu Conventions Used to Navigate WinMASP for guidance on printing or exporting the Outstanding CDRLs report.
3.3 CDRLs Due Next Month[function
migrated to shore – no longer used in WinMASP] Selecting CDRLs Due Next Month will prompt you to enter the month during which the CDRL is due. A status report will be provided for any CDRLs due during the month entered, regardless of whether or not they have already been submitted. This report can be sequenced by CDRL No. or Work Item Sequence and sent to a printer or a file.
To access CDRLs Due Next Month, use the following procedure:
Step Description
1. Open WinMASP . Select a contract from the Contract Selection tabular display. The Main Menu will appear showing a list of the four functional areas.

2. From the Main Menu Toolbar, point/click Reports. The list of available reports is displayed.
Point/click CDRL Tracking Reports from the Reports pull-down menu. A pull-out menu will be displayed.
3. Point/click CDRLs Due Next Month from the pull-out menu. A new menu will display the option to view the status report by CDRL No. Sequence or Work Item Sequence.
4. Point/click on CDRL No. Sequence or Work Item Sequence. A system dialogue box will appear requesting the month during which the CDRL is due.
Enter the month in number format (1-12) in the field provided. Example:
March would be represented by the number 3.
5. The desired report format is displayed. The user can print or export to file. See Menu Conventions Used to Navigate WinMASP for guidance on printing or exporting the CDRLs Due Next Month report.

6. Click on Close to return to the Main Menu. The Main Menu is now displayed.
3.4 CFE Status Report[function migrated to
shore – no longer used in WinMASP] Selecting CFE Status will provide a report for all Contractor Furnished Equipment (CFE) for which PTD and/or a technical manual are required, or equipment that is being removed or relocated. This report can be sequenced in Work Item Sequence, PCCN (Provisioning Contract Control Number) or RIC Sequence and sent to a printer or a file.
To access the CFE Status Report, use the following procedure:

1. Select a contract from the Contract Selection tabular display. The Main Menu will appear showing a list of the four functional areas.

The desired report format is displayed. User can print the report or export to file. See WinMASP Tools and Navigation Aids for guidance.
5. Click on Close to return to the Main Menu. The Main Menu is now displayed.

3.5 GFE Status Report[function migrated to

To access the GFE Status Report, use the following procedure:

To access the GFM Status Report, use the following procedure:

4.0 AAP Reports
The AAP (Allowance Appendix Page) Reports option provides current new requirements listings. This option will print a variety of reports, including COSAL products. All options can be sent to either a printer or a file. Point/click on Reports from the WinMASP Main Menu toolbar. Select AAP Reports to view the AAP Reports menu.
AAP Report Menu
The following report options are available:

• Document Listing
• Historical NIIN Cross Reference
• Historical RIC Cross Reference
• RICs Not Used in Configuration
• Changed NIIN Re-Labeling Report

4.1 APL/AEL Form
Select this option to print an APL or AEL from the database.
CAUTION! Printing an entire section of the COSAL can take a long time and require a large quantity of paper. Check the paper tray periodically.
To access the APL/AEL Form, use the following procedure:

1. Open WinMASP . Select a contract from the Contract Selection tabular display.
The Main Menu will appear showing a list of the four functional areas.

4.2 Document Listing
Select this option to print a listing of the related technical manuals and drawings.
To access the Document Listing, use the following procedure:
Step Description
1. Open WinMASP. Select a contract from the Contract Selection tabular is displayed.
3. Point/click AAP Reports from the Reports pull-down menu. A pull-out menu will be displayed.
4. Point/click Document Listing from the pull-out menu. The Document Listing for the ship is displayed. The user can print or export to file. See WinMASP Tools and Navigation Aids for guidance on printing or exporting the Document Listing report.
4.3 Historical NIIN Cross Reference List
This option allows you to generate a list that cross references new to old NIINs. You may print the list in either old or new NIIN order.
To access the Historical NIIN Cross Reference List, use the following procedure:

4. Point/click Historical NIIN Cross Reference List from the pull-out menu. A new menu will display the option to order the report by Old NIIN or by New
NIIN .
5. The Historical NIIN Cross Reference List is displayed in the order selected.

National Item Identification Number (NIIN). A number that is assigned serially to uniquely identify each approved item of supply.
4.4 Historical RIC Cross Reference List
This option allows you to generate a list that cross references new to old RICs. You may print the list in either old or new RIC order.
To access the Historical RIC Cross Reference List, use the following procedure:

3. Point/click AAP Reports from the pull-down menu. A pull-out menu will be displayed.
4. Point/click Historical NIIN Cross Reference List from the pull-out menu. A new menu will display the option to order the report by Old RIC or by New
RIC .

4.5 RICs Not Used in Configuration
Select this option to print a listing of RICs not used in this configuration.
To access the RICs Not Used in Configuration, use the following procedure:

4. Point/click on RICs Not Used in Configuration from the Reports pull-out menu. The system will show a status bar with the percentage of the data gathered displayed.

4.6 Changed NIIN Re-Labeling Report
Select this option to print the Changed NIIN Re-Labeling Report which lists a cross reference of the old NIIN to the new NIIN which were changed due to a FEDLOG refresh or Global NIIN Update.
To access the Changed NIIN Re-Labeling Report, use the following procedure:

3. Point/click on AAP Reports from the pull-down menu. A pull-out menu will be displayed.
4. Point/click on Changed NIIN Re-Labeling Report from the pull-out menu.

4.7 EOA Reports - Summary List of
Component Changes (SLCC) This option generates a list of component changes that occurred during the availability.
Users will be given the option to print the list in EFD, SAD, work item + EFD, or work item + SAD order.
To select an EOA Report option, use the following procedure:

This option generates a list of component changes that occurred during the availability in EFD Order <HSC - Aligned Ships>.
To generate an EFD Order <HSC - Aligned Ships> report, use the following procedure:

4. Point/click on EOA Report from the pull-out menu. The Summary List of
Component Change (SLCC) report menu will be displayed.
5. Point/click on the Summary List of Component Change (SLCC) pull-out menu. The following report options will be displayed. Point/click on EFD Order <HSC-Aligned Ships>.
6. The Summary List of Component Changes (EFD Sequence) is displayed in the order selected. The user can print or export to file. See WinMASP Tools and Navigation Aids for guidance on printing or exporting the Summary List of Component Changes (EFD Sequence).

4.7.2 SAD Order <Non-HSC-Aligned
Ships> This option generates a list of component changes that occurred during the availability in SAD Order <Non HSC - Aligned Ships>.
To select an EOA Report option, use the following procedure:

4. Point/click on EOA Report from the pull-out menu. The Summary List of
Component Change (SLCC) report menu will be displayed.
5. Point/click on the Summary List of Component Change (SLCC) pull-out menu. The following report options will be displayed. Point/click on SAD Order <Non - HSC-Aligned Ships>.

Code. Also referred to as the Service Application
Description or SAD.
A code that identifies the hierarchical or parent-to-child relationship of specific systems and/or equipment by function within a major system. This is the Work Unit Code

This option generates a list of component changes that occurred during the availability in Work Item + EFD Order.

5.0 Allowance Computation Reports
The Allowance Computation will first filter out parts that are not to be considered as allowance candidates (i.e., parts with "Z" overrides or a maintenance level capability code of "D"). Next, it will sum the population quantities for each unique NIIN (or part number if there is no NIIN) and multiply this quantity by the TRF (or BRF if it was pre-loaded by CLIP). This product is then run through a model to determine if the part should be carried as a spare, and the recommended allowance quantity. Other factors, such as note codes, override codes, and equipment/part essentiality codes are also taken into consideration. The result is a recommended SRI and/or OSI quantity. The recommended quantities can be reviewed and edited prior to approval. Point/click on Reports from the MASP Main Menu toolbar. Select Allowance Computation Reports to view the following report options:

5.1 Current New Requirements List
To access the Current New Requirements List, use the following procedure:
Step Description is displayed.
3. Point/click on Allowance Computation Reports from the pull-down menu. A pull-out menu will be displayed.
4. Point/click CF Material , GF Material , or All Material from the pull-out menu. A pull-out menu will be displayed.
5. Point/click All Allowance Changes, Increased Allowance Changes, or
Decreased Allowance Changes.
6. A Current New Requirements List is generated base upon the criteria selected in the steps above. User can print the report or export to file.
5.2 Cumulative New Requirements List
To access the Cumulative New Requirements List, use the following procedure:

1. Open WinMASP . Select a contract from the Contract Selection tabular display. The Main Menu will appear showing a list of the four functional areas.

3. Point/click on Allowance Computation Reports from the pull-down menu. A pull-out menu will be displayed.
4. Point/click Cumulative New Requirements List from the pull-out menu.
5. The Enter Parameter Values screen is displayed. Point/click to highlight and select a Parameter Field. Enter a value in the Discrete Value field or use the down arrow to select a Discrete Value from the list provided. Point/click OK .
6. The Cumulative New Requirements List Report is generated in accordance with the specified Parameter Field and Discrete Value.
7. Click on Close to return to Main Menu. The Main Menu is now displayed.
5.3 Approved New Requirements List
This option allows the user to print listed items and quantities for all approved requirements lists to date.
To access the Approved New Requirements List, use the following procedure:
Step Description is displayed.
3. Point/click on Allowance Computation Reports from the pull-down menu. A pull-out menu will be displayed.
4. Point/click Approved New Requirements List from the pull-out menu.
5. The Print Approved New Requirements List screen is displayed. Point/click to highlight and select an entry.
7. The Enter Parameter Values screen is displayed. Point/click to highlight and select a Parameter Field. Enter a value in the Discrete Value field or use the down arrow to select a Discrete Value from the list provided. Point/click OK .
8. The Approved New Requirements List Report is generated in accordance with the specified Parameter Field and Discrete Value.
9. Click on Close to return to the Main Menu. The Main Menu is now displayed.
6.0 Repair Parts Listings
Select this option to print repair parts data. Point/click on Reports from the WinMASP Main Menu toolbar. Select Repair Parts Listing to view the following report options:

6.1 Excess Listing
The Excess Listing allows the user to browse and edit NIINs in two categories, which are Excess Items with Applications and Excess Items without Applications. Users can search by a NIIN or Description by moving the cursor to the appropriate field and typing the NIIN or Description to be located.
Excess listings are only accessible when a buylist has been approved. To access the Excess Listing, use the following procedure:

4. Point/click Excess Listing from the pull-out menu. Another pull-out menu will display NIIN Sequence, Extended Price Sequence, and Equipment System Sequence as options for the Excess Listing.

6.2 Shortage Listing
Shortage listing are only accessible when a buylist has been approved. To access the Shortage Listing, use the following procedure:

Select this option to print the SOEAPL (Summary of Effective Allowance Parts/Equipage Lists) and COSAL (Coordinated Shipboard Allowance List) indices A though E. Each COSAL index must be printed separately. Point/click on Reports from the MASP Main Menu toolbar. Select SOEAPL/COSAL Reports to view the following report options:
