QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Is there an interested bidder’s list?
ANSWER: No, an interested bidder’s list will not be available.
2. The RFP had DRAFT watermarked on the first two pages. Is this an error?
ANSWER: Yes, the DRAFT watermark was an error. The official RFP was posted on 07 February 2014. Disregard the version with the DRAFT watermark.
3. Taking into consideration the importance of past performance and that it is an evaluation factor, please clarify if the reference to FAR 15.305(a)(2)(iv) should be removed from the solicitation.
If FAR 15.305(a)(2)(iv) is not removed from the solicitation, please clarify (1) how a neutral past performance rating factors into the evaluation and (2) if an offeror with a neutral past performance rating can be eligible for award, given the requirement for acceptable past performance.
ANSWER: The reference to FAR 15.305(a)(2)(iv) is correct. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a) (2) (iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
4. The pricing spreadsheet requires hours to be priced against a “Data Systems Management Specialist” but there are no qualifications for this labor category in the Personnel Qualifications attachment. Please provide the qualifications for Data Systems Management Specialist.
ANSWER: An amendment will be issued for the RFP to add qualifications for a Data Systems Management Specialist.
5. Instructions state “Technical Experience (shall be limited to thirty (30) 8.5” x 11” pages, 1-inch page margins, and 12-point font).” Is it permissible to include a title page, table of contents, list of figures, and glossary of acronyms at the start of Volume I and Volume II, outside all page limitations?
ANSWER: Yes, this is permissible. An amendment will be issued for the RFP to add these additional instructions.
6. Two labor categories, Purchase/Financial Data Analyst Lead and Business Process Analyst are labeled “key personnel” but do not have a number of required key resumes. Please clarify that one key resume is required for each.
ANSWER: Purchase/Financial Data Analyst and Business Process Analyst are not key personnel. An amendment will be issued for the RFP to remove the “key personnel” label from these labor categories.
