MSC Worldwide Logistics Services 2014

PERSONNEL QUALIFICATIONS

The chart below sets forth for each labor category the minimum qualifications and the number of resumes that will be evaluated in each category. Key Personnel are labeled below and subject to all key personnel contract terms and conditions.

Program

Manager (Key Personnel) Minimum Requirements

· Bachelors degree in a business, technical, or engineering field;

· Certification as Project Management Professional;

· 15 years experience in conducting analyses, studies, or projects in the fields of marine supply and logistics;

· 10 years combined experience in ship acquisition support, fleet sustainment support, logistics systems/data management or supply chain management;

· 5 years experience in managing contracts of a scope and complexity similar to that of this contract;

· 4 years logistics shipboard experience for MSC, Navy, Coast Guard or the commercial maritime industry.

Project Manager

(key personnel) Minimum Requirements

· Bachelors degree in a business, technical, or engineering field

· Certification as Project Management Professional

· 8 years experience in conducting analyses, studies, or projects in the fields of marine supply and logistics

· 4 years experience in one of these disciplines: fleet sustainment support, logistics systems/data management or supply chain management

· 2 years experience in managing projects with at least 10 personnel in one of these disciplines: fleet sustainment support, logistics systems/data management or supply chain management

· 2 years logistics afloat experience for MSC, Navy, Coast Guard or a commercial ship operator.

· 5 years experience with ship acquisition and fleet sustainment support services utilizing any of the following systems: MSC/Navy /Coast Guard/Commercial databases/systems such as CLIP/CMLS, ShipCLIP, WinMASP, NTCSS, CDMD-OA, SCLSIS, MERLIN, Inter-Active Computer Aided Provisioning System (ICAPS) or IHS Haystack.

Logistician (key personnel)
Minimum Requirements

· Bachelor’s degree in business, technical, or engineering field

· A total 8 years of experience in asset life cycle management and associated integrated logistics support (design to disposal), maritime operational logistics, or enterprise-wide supply chain management

· 4 years experience in the development of logistics plans, business cases or formal studies

· 4 years experience with ship acquisition and fleet sustainment support services utilizing any of the following systems: MSC/Navy/Coast Guard/Commercial databases/systems such as CLIP/CMLS, ShipCLIP, WinMASP, NTCSS, CDMD-OA, SCLSIS, MERLIN, Inter-Active Computer Aided Provisioning System (ICAPS) or IHS Haystack.

Senior Data Systems Management Specialist

(key personnel) Minimum Requirements

· Bachelor’s degree in business, technical, or engineering field

· 10 years technical experience relevant to maritime logistics systems and data management

· 3 years experience in maintaining Oracle or Sybase Relational Data Management Systems database (RDBMS) using ANSI SQL applications, or similar commercial softwares.

· 4 years experience developing enterprise logistics data analysis/studies

· 2 years experience in performing data management activities that effect remote locations using data replication

· 4 years experience executing ship acquisition and fleet sustainment support services utilizing any of the following systems: MSC/Navy /Coast Guard/Commercial databases/systems such as CLIP/CMLS, ShipCLIP, WinMASP, NTCSS, CDMD-OA, SCLSIS, MERLIN, Inter-Active Computer Aided Provisioning System (ICAPS) or IHS Haystack.

Senior ILS/ Configuration Analyst (key personnel)

Minimum Requirements

· High school diploma

· 12 years of experience providing ship acquisition or fleet sustainment logistics support services to MSC, the U.S. Navy, the U.S. Coast Guard, or commercial ship operating companies, to include all of the following:

· Equipment provisioning and allowance modeling to support preventative (planned), corrective (unplanned), and alterative (e.g. TRANSALTs, MACHALTs, etc) maintenance.

· Sourcing of material from commercial and federal sectors.

· Development and maintenance of ship configuration baselines and equipment/systems top-down breakdown/hierarchical relationships.

· Marine engineering system functionality, components, and associated Integrated Logistics Support (ILS) elements to support planned/unplanned maintenance.

· Ship repair planning and specification development processes

· Marine engineering system preventative and corrective maintenance

· 6 years experience executing ship acquisition and fleet sustainment support services utilizing any of the following systems: MSC/Navy/Coast Guard/Commercial databases/systems such as CLIP/CMLS, ShipCLIP, WinMASP, NTCSS, CDMD-OA, SCLSIS, MERLIN, Inter-Active Computer Aided Provisioning System (ICAPS) or IHS Haystack.

ILS/ Configuration Analyst

(key personnel) Minimum Requirements

· High school diploma

· 8 years of experience providing ship acquisition or fleet sustainment logistics support services to MSC, the U.S. Navy, the U.S. Coast Guard, or commercial ship operating companies, to include all of the following:

Senior Supply Management Analyst (key personnel)

Minimum Requirements

· High school diploma

· 12 years of experience providing ship acquisition or fleet sustainment logistics support services to MSC, the U.S. Navy, the U.S. Coast Guard, or commercial ship operating companies, to include all of the following:

· Afloat supply financial and inventory management.

· Material identification and sourcing material from commercial and federal sources.

· Material order submission, tracking, and expediting using DoD and Navy MILSTRIP requisition transactions.

· Material shipping, monitoring, tracing, and tracking using both commercial sources and the Defense Transportation System (DTS) for CONUS and OCONUS delivery.

· Identifying, analyzing, auditing, and developing requirements for the acquisition of logistics information in support of planned maintenance, industrial assistance, equipment alterations, and removals.

· Reviewing, interpreting, and auditing acquisition documentation, specifications, technical manuals, vendor supplies data, vendor purchase orders, shipboard feedback, and other available technical information.

· Conducting shipboard inventories, developing storeroom mock-ups, layout, and supporting material on-loads and off-loads.

· Conducting ashore inventories. Performing causative research for inventory gains or losses.

· Auditing, updating, analyzing, and determining shipboard inventory management posture.

6 years experience executing ship acquisition and fleet sustainment support services utilizing any of the following systems: MSC/Navy /Coast Guard/Commercial databases/systems such as CLIP/CMLS, ShipCLIP, WinMASP, NTCSS, CDMD-OA, SCLSIS, MERLIN, Inter-Active Computer Aided Provisioning System (ICAPS) or IHS Haystack.

Supply Management Analyst

Minimum Qualifications

· High school diploma

· 4 years of experience providing ship acquisition or fleet sustainment logistics support services to MSC, the U.S. Navy, the U.S. Coast Guard, or commercial ship operating companies, to include all of the following:

· Afloat supply financial and inventory management.

Ammunition Accounting Analyst
Minimum Qualifications

· High school diploma

· 5 years experience with the operations of the Navy ammunition accounting system (Ordnance Information System ) and shipboard ammunition inventory management.

· 2 years experience performing ammunition inventory and sentencing support.

Purchase/ Financial Data Analyst Lead (key personnel)

Minimum Qualifications

· Bachelor’s degree in a business, technical, or engineering field.

· A total of 8 years experience with the operations of DoD and service supply system processing requisition, billing transactions and reconciliation.

· 4 years experience with financial reconciliation using Oracle Financial Management System

· 4 years experience MS Office suite proficiency, with an emphasis on MS Access database creation and utilization, MS Excel, and emphasizing complex functions such as custom macros and pivot tables.

Purchase/ Financial Data Technician
Minimum Qualifications

· 3 years experience with the operations of DoD and service supply system processing requisition and billing transactions.

Business Process Analyst (key personnel)
Minimum Qualifications

· Bachelor’s degree in business, technical, or engineering field.

· Must have 10 years of demonstrated business process improvement experience.

· 4 years experience with Six Sigma Methodology and ISO 9001 requirements.

· 4 years experience performing Quality audits within an organization.

· 4 years experience with MSC, Navy or USCG ashore/afloat metrics.

Data Technician
Minimum Qualifications

· 1 year of demonstrated data entry experience.

Infrastructure Engineer
Minimum Qualifications

· Bachelor’s degree in engineering field

· Licensed professional engineer in any state, District of Columbia, Guam or Puerto Rico

· 2 years civil engineering experience

· 4 years professional engineering experience in the maritime industry (e.g., MSC, Navy, Coast Guard, or commercial ship operator )
