QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
38. Work Item 414:
Paragraph 7.4.1 a. directs to remove electrical equipment using reference 2.1 as guidance. Reference 2.1, drawing 436-8389999 indicates on sheet 2 of 6 in the area of 15 & 16 E removal of four (4) antennas, identified as R-3. In the table labeled LIST OF REMOVED MATERIAL of the referenced drawing on sheet 1 of 6, the quantity listed for R-3 is 1. Please clarify the quantity of antennas to be removed.
ANSWER:
Sheet 2 of reference drawing 436-8389999 shows a “typical” antenna removal diagram for the entire T-AOE 6 Class. The quantity listed in the table LIST OF REMOVED MATERIAL on sheet 1 of reference drawing 436-8389999 (quantity one (1)) for R-3 (Ross VHF Antenna) is correct for the USNS SUPPLY.
39. Work Item 600:
Given the designated vessel availability period and the required Government approvals required by the Habitability 600 Work Items prior to material order, prior to material fabrication and prior to beginning work, we have these questions.
a. Several Habitability 600 Work Items require contractor to “Prepare a color coordination manual and submit to MSCREP for approval prior to ordering materials.”
If the Government does not provide a color coordination manual will the Government commit to review and return the contractor’s color coordination manual within five (5) calendar days of submittal to the Government?
ANSWER: Paragraph 7.6.1 of work items 611, 612, 613, 614, 615, 617, 618, 619, 621, 622, 623, 626, 627, 629, 630, 632, 633, 634, and 635 is revised by adding the following: “The Government will commit to review and return the contractor’s color coordination manual within five (5) business days of submittal to the Government.” See Amendment 0006.
b. Several Habitability 600 Work Items require contractor to “Provide manufacturer’s drawings for review and approval before fabricating furnishings.” Since there is no Government Furnished material for these habitability modifications, and given the long lead time for the furniture and furnishings specified, will the Government commit to review and return comments/approvals to the manufacturer’s drawings within five (5) calendar days of submittal to the Government so as to not jeopardize delivery?
ANSWER: Paragraph 7.6.3 of work items 611, 617, 618, 623, 633, and 635; and paragraph 7.6.4 of work items 612, 613, 614, 619, 621, and 622 are revised by adding the following: “The Government will commit to review and return comments/approvals to the manufacturer’s drawings within ten (10) business days of submittal to the Government.” See Amendment 0006.
c. Several Habitability 600 Work Items require contractor to “Provide working drawings showing proposed furniture and equipment layout in all habitability spaces and submit to MSCREP for approval prior to beginning work.”
If the government requires the contractor to prepare and submit layout drawings prior to beginning work, will the Government commit to review and return comments/approvals to the contractors’ drawings within five (5) calendar days of submittal to the Government so as to not jeopardize delivery?
ANSWER: Paragraph 7.6.2 of work items 611, 615, 617, 618, 623, 627, 629, 632, 633, 634, and 635; and paragraph 7.6.3 of work items 612, 613, 614, 619, 621, 622, and 630 are revised by adding the following: “The Government will commit to review and return comments/approvals to the contractor’s drawings within ten (10) business days of submittal to the Government.” See Amendment 0006.
