(T-AOE 6) AMENDMENT 0002

CONTRACT DATA REQUIREMENTS LIST (CDRL)

FOR

N00033-13-R-7508

FOREWORD

The Data Requirements List (DRL) identifies Contractor Data Item requirements in support of the USNS SUPPLY MARUP. This foreword provides general guidance to Contractor personnel and is intended to clarify issues of an administrative and procedural nature that are not otherwise addressed. Emergent issues that are not addressed herein or otherwise provided for in source documents should be referred to MSC N10.

Detailed information concerning the content of the Data Item requirements is provided in the Glossary. A complete listing of addressees for this DRL is provided herein.

I. CONTENT AND FORMAT OF SUBMITTALS

Data Item submittals shall be prepared in the Contractor’s format unless otherwise specified. Data Item submittals shall be prepared in the English language. Calculations and design data shall be provided in English standard units unless otherwise required, or where existing documentation is in the inch-pound system.

Data Items shall be assigned a sequential one-character revision designation to reflect changes from the previous submittal.

Electronic media and digital file names shall consist of eight characters followed by a three-character extension. Each file’s first three characters shall be the Contractor’s name or acronym followed by a four digit Contractor determined designation, followed by the applicable one-character revision letter, as applicable. However, the first submittal shall be considered revision “-.”

Each file extension shall be the three-character default extension automatically assigned by the applicable software when a document is saved. If the software does not automatically assign the three-character extension, the Contractor shall assign a three-character extension and specify the document’s applicable software and version on the letter of transmittal.

Electronic media and digital file names shall be revised to reflect the document’s applicable submittal. Each Data Item shall be submitted with a separate letter of transmittal. Drawings may be submitted under the same letter of transmittal. However, subtitles, revision designations, and sheet quantities shall be identified. Each letter of transmittal shall be assigned a trackable correspondence serial number and provide the following information:

· Contractor's name, correspondence serial number, and actual date of transmittal

· The Contract Number, Data Item Number, and Data Item Title

· Applicable revision letter and revision date

· Electronic media or digital file name and respective file date.

Each transmittal letter shall provide a brief explanation of the submittal, the reason for a document’s change, or a more detailed discussion in the content of the submittal.

Submittals requiring approval shall state: "This document requires Government approval." If approval of a document is contingent upon incorporation of comments, the document shall be resubmitted. If approval has been granted, the approved version shall state: "The previous version of this document has been reviewed and approved by the Government.” Include identification of the Government approving document serial number and date, along with distribution and quantity of copies being sent (not applicable to data provided at a shared location).

The Contractor shall distribute submittals to each addressee listed for the Data Item unless the submittal is posted to a shared location. Submittals shall be in an electronic medium or digital format unless otherwise specified. Submittals may be electronically mailed or posted at a shared location as agreed to by the Government. A letter of transmittal providing notification of availability of submittals shall be made via electronic mail to each addressee for each Data Item. Each electronic mail submittal shall include the following items in the subject line: Contractor acronym, Data Item Number, Data Item document date, and electronic media or digital file name.

When multiple drawings are attached to a letter of transmittal, the digital file names shall be included in the body of the letter of transmittal vice the subject line. Document names, document revisions, document dates, digital file names and digital file dates shall appear adjacent to one another within the letter of transmittal for clarity. When submittals are posted at a shared location, the specific location of the file(s) shall be provided in the transmittal.

The Contractor shall use suitably sized envelopes or boxes, in accordance with good commercial practice, to prevent damage during mailing of hard copies and removable electronic media or digital files.

Data provided on removable electronic media or digital files shall be assigned a four-character directory location and shall include a README.DOC file in Microsoft WordTM format, as specified herein, to attach additional explanatory or historical information. Removable electronic media or digital files shall be labeled with the Contract number, Contractor name, and the applicable four-character directory location. Each removable electronic media or digital file data product shall be delivered with a transmittal letter listing the Contract number, Contractor name, and a list of the associate digital files. In addition, drawings provided on removable electronic media or digital file shall also list the quantity of sheets in each drawing, and the content or title of each sheet of the drawing. Electronic media and digital files shall not be submitted in tape format unless otherwise specified herein.

II. SUBMISSION SCHEDULE

The Contractor shall maintain scheduling data relating to the submission requirements of Data Items, and to the maximum extent possible, shall ensure that actual deliveries are made on or before specified due dates. Submission criteria are usually based on key events that are known to both the Contractor and to Government personnel, such as, Contract Award, etc. “Contractor’s need date,” means the date the Contractor assumes the availability is necessary to support the construction schedule.

III. QUALITY CONTROL

The Contractor shall maintain internal quality control to ensure submittals are complete, adequate, and shall not rely on Government review comments to ensure the technical accuracy of data.

The Government review and approval time periods identified in the applicable Data Item commence at receipt of the data by the Government agency responsible. This is the date of posting when the submittal is posted to a shared location.

In some cases, issues will be raised by review comments. Issues shall be successfully resolved and the Contractor shall correct and resubmit the data. In the event the Contractor disagrees with the intent of the review comments or is unable to comply with and/or resolve issues raised, the Contractor shall submit correspondence explaining the disagreement and propose suitable alternatives with supporting rationale. Government acceptance of the Data Item does not alleviate the Contractor from meeting the requirements of the specification if in fact the Data Item contains errors or omissions.

It is anticipated that changes to the Data Requirements List will take place after Contract Award and will be implemented in accordance with the requirements of the Contract. Such change packages will incorporate specified changes and replacement pages will be provided. Change pages will be prepared by the MSC Data Manager. Each change package will include an updated Table of Contents.
