QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
18. Work Item 901:
As stated in paragraph 7.1.6 (a) – the contractor is responsible to achieve proper trim on the vessel prior to entering the drydock. Please provide the lightest, most even keel trim the vessel can get to without affecting the trim and stability of the vessel. Also please confirm that the contractor can accomplish the required trimming for docking prior to entering the contractor’s facility.
ANSWER: An anticipated vessel arrival condition is provided in para 3.2. As stated in para 7.1.6, the Contractor is responsible for developing a suitable loading condition as well as the preparation of the vessel to get into this loading condition. A copy of the vessel’s Trim and Stability Booklet will be provided to assist in developing this condition. 7.1.6 (a) states, “The Contractor may add, transfer or remove solid and/or liquid loads (i.e. concrete blocks, fuel oil, water ballast) as required to achieve proper trim and stability conditions for dry-docking and undocking.”
Amendment 0005 updates the work item to include the Trim and Stability Booklet reference.
19. Work Item 313:
The reference provided by paragraph 2.1 list (2) line items of material. The first line item is (4) each Type S-17A, Symbol 2651 position sensing switch. There is no line item for the valve modification kits (P/N 1315-085HWKIT). Are the modification kits required?
ANSWER: Work Item 313 will be removed from the work package in the next amendment.
20. Work Item 1018:
During the shipcheck, RAS Station #11 has been removed and some of its ancillary equipment. Please provide modified work item to identify actual removals/work required.
ANSWER: Work Item has been updated to reflect the configuration of the USNS SUPPLY and will be provided by amendment.
21. Work Item 206:
Para. 7.3.1. and 7.3.2. – REF 2.1.33 DRAWING 500-8391730 doesn’t seem to provide sizes, lengths and type of piping being removed and replaced. Please provide sizes lengths and type of piping and fittings.
ANSWER: For Para 7.3.1.a, pipes 6RL01-184 and 8RL01-183 are being removed and replaced with new. Approximately 70” of the 6RL01-184 and approximately 60” of the 8RL01-183 are being removed and replaced. 6RL01 stands for 6” carbon steel reduction gear lube oil pipe and the 8RL01 stands for 8” carbon steel reduction gear lube oil pipe. Exact amounts are to be verified on the ship prior to commencing work. Para 7.3.1.a is the only paragraph that is removing and replacing piping.
All others in this section, including para 7.3.2 are temporarily removing the piping, installing sensors/gauges, and then reinstalling.
22. Work Item 600:
Given the designated vessel availability period and the required Government approvals required by the Habitability 600 Work Items prior to material order, prior to material fabrication and prior to beginning work, we have these questions.
a. All Habitability 600 Work Items require contractor to “Prepare a color coordination manual and submit to MSCREP for approval prior to ordering materials.”
1. Since there is no Government Furnished material for these habitability modifications, and given the long lead time to manufacture the furniture and furnishings specified, will the Government provide the contractors with a color coordination manual at contract so these materials can be ordered sooner?
ANSWER: No, the color coordination manual is to be developed by the contractor.
2. If the Government does not provide a color coordination manual will the Government commit to review and return the contractor’s color coordination manual within five (5) calendar days of submittal to the Government?
ANSWER: Answer and revised work items will be provided in a future amendment.
b. All Habitability 600 Work Items require contractor to “Provide manufacturer’s drawings for review and approval before fabricating furnishings.” Since there is no Government Furnished material for these habitability modifications, and given the long lead time for the furniture and furnishings specified, will the Government commit to review and return comments/approvals to the manufacturer’s drawings within five (5) calendar days of submittal to the Government so as to not jeopardize delivery?
ANSWER: Answer and revised work items will be provided in a future amendment.
c. All Habitability 600 Work Items require contractor to “Provide working drawings showing proposed furniture and equipment layout in all habitability spaces and submit to MSCREP for approval prior to beginning work.”
1. The Government has provided Contract Guidance Drawings depicting the proposed furniture and equipment layouts. If the contractor follows these drawings will he be required to submit new drawings for approval prior to beginning work?
ANSWER: Yes, the contractor must provide new working drawings showing proposed furniture and equipment layout in all habitability spaces and submit to MSCREP for approval prior to beginning work.
2. If the government requires the contractor to prepare and submit layout drawings prior to beginning work, will the Government commit to review and return comments/approvals to the contractors’ drawings within five (5) calendar days of submittal to the Government so as to not jeopardize delivery?
ANSWER: Answer and revised work items will be provided in a future amendment.
23. Work Item 600:
Several 600 work scope items mention the removal of terrazzo and reinstall of the same. On the ship check, these spaces have ceramic tile, not terrazzo. Please clarify.
ANSWER: The Government was unable to find any 600 work items that specifically mention the removal of terrazzo. The scope of the work item says to “Remove flooring material from spaces affected by this Work Item, using the Reference as guidance.”

ANSWER: Work Item has been updated to define the requirements of the operation test.
28. Work Item 600 Habitability Work Items:
MSC has included the following language in the USNS SUPPLY Work Items:
“Quantities specified in the List of Materials of Reference 2.1 are considered estimates. The contractor shall provide the exact quantities of additional material such as fittings, weld material, pipe hangers, etc., which are not included in the Lists of Materials of Reference 2.1, in order to install fully functional systems that meet the requirements of this specification.”
The Contractor understands that it shall provide the exact quantities of additional material such as fittings, weld material, pipe hangers, etc., which are not included in the Lists of Materials of Reference 2.1, in order to install fully functional systems that meet the requirements of this specification. However, if the material quantities for the material items identified on the List of Materials are not sufficient to support the described scope of work in each Work Item, will the Government entertain a change order for the additional material quantities needed?
ANSWER: Whether the Government will entertain a change order will depend on the circumstances existing during administration of the contract. The drawings supplied as references are guidance drawings not working drawings. The Contract guidance drawings are for guidance only. They disclose the basic technical information and performance requirements necessary for a Contractor to complete the detailed design required to develop and produce a working drawing. The materials listed are estimates based on the initial design. Actual amounts of materials required for the working drawings will depend on the production installation method used, actual lay out used, type of material actually used, contractor waste and other variable factors controlled by the contractor. The actual amounts may vary as much as 20 percent plus or minus of the guidance estimate.
29. Work Item 221:
Para. 7.7.3 (CHECKPOINT) - During Sea Trial test relief valves for proper operation, Lift at 75 PSIG and reseat at 64 PSIG; No leakage allowed with inlet pressure below blowdown pressure.
Due to the set up and procedure to test boiler safety valves, there is a safety issue to employees and damage to the valves. Also when the valves test in shop when they are approved by ABS / owners rep. they are lead wire sealed and put back in place. To test at sea the lead wire seal would need to be removed, nullifying warranty. Please advise on how to proceed.
ANSWER: There is no way for the shipyard to get the volume and temperature of air necessary to verify the operation of the valves ashore. These are not steam valves. They will be verified at sea and if they fail the yard will be responsible for rework. ABS can witness at sea.
30. Work Item506:
MSC's T-AOE 6 Class vessels have an obsolete auxiliary boiler control system causing maintenance and operational difficulties. The V2M Boilers are 125-psi oil-fired, natural circulation, water tube auxiliary boilers. There are two V2M Boilers per ship that provide service steam for auxiliary use underway and when needed, in port. Both boilers have burner management, combustion control and feedwater control systems creating the current boiler control system (BCS). The ship's service steam load fluctuates with the equipment running, ship's location/season and is dependent mainly on the following systems: house/hotel loads, water heaters, fuel heaters, air ejectors for evaporators, and purifier heaters. When in a low load condition, the existing combustion control equipment is not capable of operating at ideal efficiency and additional equipment must be operated to increase load.
Military Sealift Command has decided to replace the existing BCS with a modern Programmable Logic Control (PLC) type boiler control system. This system shall provide reliable control over the entire boiler operating range.
This contract will be firm-fixed price. Contractor will perform at various locations dependent on ship availability. Contract includes a base and four options. Award is anticipated to be in the middle of December.
Please advise on existing controls and what is the criteria we are pricing.
ANSWER: WI 506 calls for inspection of the Auxiliary Boiler to satisfy ABS Survey requirements. MSC is replacing the boiler controls via a separate contract. Shipyards should price WI 506 as written.
31. Work Item 306:
Please provide quantity of each size A thru G straight and 90 deg. stuffing tubes to base estimate on. Also please provide dimensions for the kick boxes, size and type of steel.
ANSWER: Quantity of each size A thru G is currently unknown. In accordance with paragraph 7.1.1, the size mix will be determined during a joint inspection and provided in a report by the contractor to the MSCREP.

ANSWER: The contractor is to provide the support listed in Section 7.0 of the Work Item. Work Item has been updated to reflect.
36. Will MSC grant an extension of proposals submission deadline?
ANSWER: No.
37. Work Item 912:
Paragraph 1.1 and 7.16 refer to a new shaft. It is not clear if this is the three pieces that make up the entire propulsion shaft or just the tail shaft section. The work item does not identify where the new shaft is coming from. What new shafts are to be worked on as described in paragraph 7.16? Where is the new shaft coming from (GFM, CFM, other)? Will all of the work required by this item (taper and flange inspections, run-outs, put in lathe, etc.) be performed on the shafting that will not be reinstalled? Will the new shafting require any additional inspections, other than those required by paragraph 7.16?
ANSWER: The Government does not intend to replace the propeller shaft at this time. Work Item has been updated to reflect.
