| N/A | RFP | The current proposal due date of 16 May 2019 is being negatively impacted by preceding solicitations, resulting in a compressed proposal development timeline when coupled with other waterfront solicitation's competing interests. In addition to this solicitation, bidders have received and are planning the USS Lake Champlain (CG-57) DSRA and the USS Decatur (DDG-73) and USS Stethem (DDG-63) EDSRA's. This has saturated the waterfront with nearly 2,000 work items, and having three proposals for five ships due in quick succession is negatively affecting the downstream responsiveness of the subcontractor and material vendor community who are already notifying us of delays in pricing, and several cases, No Bidding key elements of work packages. |
The Contractor expects that we will continue to receive Amendments, Errata, and possible Addendums on all RFPs, further stressing the schedule for this proposal.
Question:
In order to depressurize the planning schedule and afford all contractors ample time to prepare/submit accurate proposals, and to allow for adequate time for subcontractor/vendor solicitations/evaluations/selections, request that the proposal due date be extended from 16 May 2019 at 3:00 pm, local time, Washington DC to 30 May 2019 at 3:00 pm, local time, Washington DC. Question #1 - As this item is designated as an option item, is it the intent for the Government to use one of MSC's towing/salvage tugs to accomplish the tow and if they cannot accommodate the schedule have the contractor provide commercial towing services?
Contractor believes that by having the IPD stated within the solicitation as well as pricing the option item for the tow evaluated together essentially doubles the IPD for this vessel and gives San Diego contractors an unfair advantage prior to bidding any other work within the specification.
Question #2 - If the vessel has a propulsion system, why is it necessary to accomplish towing the vessel rather then have the vessel come under its own power?
Question #3 - Why does the vessel need to be towed both ways?
