| N/A | RFP N0002419R4447 | The ability for bidders to meet the current proposal due date of 5/16/2019 remains at risk due to significant pressure of other waterfront bid activities that have been eroding the available planning time for the USS Chosin's and USS Cape St. George's large work item packages in this solicitation. |
The downstream impacts of planning USS Lake Champlain (CG-57) DSRA that was planned yet subsequently cancelled on 4/2/2019, and the USS Decatur (DDG-73) / USS Stethem (DDG-63) EDSRA RFP with three pricing scenarios (now due 5/14/2019 to overcome challenges [was 4/22/2019]), has resulted in erosion of available days to focus on this RFP. This erosion of the planning timeline is hindering our ability to effectively/accurately estimate labor and obtain subcontractor and material vendor quotes. Subcontractors and vendors continue to notify us of delays, and in many cases, No Bidding key elements of work due to constraints.
We expect that the planning tempo will remain high on the MODPRD's where adjudicating forthcoming Amendments, Q&A's, Errata, Addendums, that are necessary but further apply risk to the scheduled due date.
| Question: To afford all contractors ample time to recover critically needed timeline and prepare/submit accurate proposals, and to allow for adequate time for subcontractor/vendor solicitations/evaluations/selections, request that the proposal due date be extended from 16 May 2019 at 3:00 pm, local time, Washington DC to 6 June 2019 at 3:00 pm, local time, Washington DC. *Contractor notes that that the preservation for locations 1.2.1 and 1.2.2 are covered by Work Items 634-21-001 and location 1.2.3 is covered by Work Item 634-21-004.

Contractor has competed numerous availabilities of vessels homeported in San Diego and this is the first time a NAVSEA tow has been incorporated on a vessel that is self propelled into the specification.
Page 150 of the solicitation section b) The IPD applicable to the USS CHOSIN CG 65 must be included in all offers and is calculated using foreseeable costs for fuel, towing and pilot charges, and travel to the contractor’s facility by applicable Government personnel. The following chart provides the values to be included in all offerors’ price proposals to determine the offeror’s total evaluated price.
Question #1 - As this item is designated as an option item, is it the intent for the Government to use one of MSC's towing/salvage tugs to accomplish the tow and if they cannot accommodate the schedule have the contractor provide commercial towing services?
Contractor believes that by having the IPD stated within the solicitation as well as pricing the option item for the tow evaluated together essentially doubles the IPD for this vessel and gives San Diego contractors an unfair advantage prior to bidding any other work within the specification.
Question #2 - If the vessel has a propulsion system, why is it necessary to accomplish towing the vessel rather then have the vessel come under its own power?
Question #3 - Why does the vessel need to be towed both ways?
Towing Service Long Range is for contractors outside of San Diego area. Attachment J-4 has been updated in Amendment 0004 to note certain WIs that are to be priced by out of homeport bidders only.
Answer #1 - The MSC is required to provide long range towing services for towing outside of the San Diego area.
Answer #2 - The vessel does not currently have engines installed, thus the requirement of long range towing service to areas outside San Diego area.
Answer #3 - This requirement may be necessary.
