| N/A | RFP_N00024-19-R-4447 Page 98 of 163 | On page 98 of 163 of the RFP the Contractor notes the Governments inclusion of HQ C-2-0051 SPECIFICATION AND STANDARDS (NAVSEA) (AUG 1994): |
(a) Definitions.
(i) A "zero-tier reference" is a specification, standard, or drawing that is cited in the contract (including its attachments).
(ii) A "first-tier reference" is either: (1) a specification, standard, or drawing cited in a zero-tier reference, or (2) a specification cited in a first-tier drawing.
(b) Requirements.
All zero-tier and first-tier references, as defined above, are mandatory for use. All lower tier references shall be used for guidance only.
It is the Contractors understanding that all required references listed in paragraph 2 of a zero-tier specification (work item) are "first tier" references. However, when a zero-tier specification directs to use a first-tier reference as "guidance", bidders should not estimate the reference and only use it to aid in the development of an estimate of references that are to be accomplished.
| Please concur or advise on this interpretation. | The work specification package and all references should be used in developing the estimate. If there is a discrepancy in the references provided, the contractor should ask a bidder's question to help clarify. | ||

| N/A | RFP N0002419R4447 | The current proposal due date of 16 May 2019 continues to receive pressure from other waterfront bids. This proposal coupled with other solicitation's competing interests on planning USS Lake Champlain (CG-57) DSRA (Due Today 4/1), USS Decatur (DDG-73) and the USS Stethem (DDG-63) EDSRA’s (three pricing scenarios Due 4/22) is negatively affecting the responsiveness of the subcontractor and material vendor community who continue notify us of delays, and in many cases, are No Bidding key elements of work packages due to time constraints from up stream impacts. |
We expect that as the planning tempo ramps up on the MODPRD's, we will receive Amendments, Errata, and possible Addendums, further stressing the schedule for this proposal. It is a significant challenge to adjudicate changes in this constrained environment with other proposals also incurring changes.
Question:
| In order to ease the pressure on planning efforts and afford all contractors ample time to prepare/submit accurate proposals, and to allow for adequate time for subcontractor/vendor solicitations/evaluations/selections, request that the proposal due date be extended from 16 May 2019 at 3:00 pm, local time, Washington DC to 30 May 2019 at 3:00 pm, local time, Washington DC.
