Inter-port Differential
The inter-port differential, applicable to the DDG84 FY19 DMP, must be included in all offers and is calculated using foreseeable costs for fuel, towing and pilot charges, and travel to the contractor’s facility by applicable Government personnel. The following chart provides the values to be included in all offerors’ price proposals to determine the offeror’s total evaluated price. Additionally, the Navy has included an Inter-port Differential Reduction for “Days Completed Early” as proposed in Attachment J-10.
Location* Differential Inter-port Differential Reduction for “Days Completed Early” stated in Attachment J-10
Pascagoula, MS $4,545,013 -$14,011 Mayport, FL $4,636,544 -$16,388 Norfolk, VA $327,026 -$3,530
The inter-port differential, applicable to the LSD44 FY19 DSRA, must be included in all offers and is calculated using foreseeable costs for fuel, towing and pilot charges, and travel to the contractor’s facility by applicable Government personnel. The following chart provides the values to be included in all offerors’ price proposals to determine the offeror’s total evaluated price. Additionally, the Navy has included an Inter-port Differential Reduction for “Days Completed Early” as proposed in Attachment J-17:
Attachment J-17
Pascagoula, MS $4,412,082 -$5,735 Mayport, FL $4,105,186 -$1,158 Norfolk, VA $61,753 - $129
No inter-port differential is applicable to the DDG51 FY19 DSRA, as the completion of that Availability is restricted to competitors within its homeport in Norfolk, VA.
Value Adjusted Total Evaluated Price Tradeoff (VATEP) Schedule Adjustment The Navy would obtain additional value, in terms of additional Operational Availability, should any one of these two Availabilities complete early to its no-later-than completion date. Therefore, the Navy has included a VATEP price adjustment to incorporate this additional value into its price evaluation.
The VATEP schedule adjustment, applicable to the DDG51 FY19 DSRA, shall be calculated by multiplying “Days Completed Early” value found in Attachment J-3 by the VATEP schedule adjustment factor, which is -$133,640 per day.
The VATEP schedule adjustment applicable to the DDG84 FY19 DMP, shall be calculated by multiplying “Days Completed Early” value found in Attachment J-10 by the VATEP schedule adjustment factor, which is -$133,640 per day.
The VATEP schedule adjustment applicable to the LSD44 FY19 DSRA shall be calculated by multiplying “Days Completed Early” value found in Attachment J-17 by the VATEP schedule adjustment factor, which is -$67,134 per day.
009-72 Supporting Price Information: As part of the Price proposal package, the offeror shall submit other than cost and pricing information sufficient for the Contracting Office to validate the offerors price associated with completing the requirements of 009-72. This other than cost and pricing data shall include both a narrative description, including the basis of all labor and, material estimates and a quantitative and traceable price estimate by cost element to complete these requirements.
VOLUME II
Non-Price Proposal: The non-price proposal shall be comprised of four factors, as follows:
Factor 1 – Eligibility Factor: Offerors must provide the following to demonstrate eligibility for each Availability proposed under each Execution Scenario:
Eligibility Criteria Data Sheet (Attachment S-5) with the top portion filled out.
A letter signed by the Principal identifying and confirming ownership or committed access (in the form of a letter signed by the subcontractor identifying and confirming committed access) to a pier capable of berthing, and a dry dock capable of docking, the vessel(s) proposed at time of contract award. Evidence must be provided to prove the dry dock will remain certified throughout the entire proposed use of the dry dock in performance of this contract.
Evidence the offeror holds a Master Ship Repair Agreement or proof of MSRA Equivalency to demonstrate capability.
MSRA Equivalency (Applicable to Non-MSRA holders only): Offerors that do not hold an MSRA must submit MSRA equivalency documentation to demonstrate sufficient organization and facilities capabilities. (Specific documentation requirements provided upon inspection request).
To be eligible for award, a prospective contractor must possess a MSRA as described in DFARS 217.71 Master Agreement for Repair and Alteration of Vessels (MARAV) or demonstrate organization and facilities equivalent to that reflected in a MSRA. Offerors meeting this eligibility requirement with documents and evidence outside of a MSRA must contact the PCO to schedule an on-site inspection. All requests for MSRA equivalency inspections must be received by 1300, local time, Washington DC on 8 August 2018. Requests shall be sent to Jamillah Powell at jamillah.powell@navy.mil and Randolph Cook at randolph.cook@navy.mil. Failure to request an inspection by the designated time may result in a negative determination of offeror eligibility. All inspections will be completed by a representative from Commander, Navy Regional Maintenance Center (CNRMC). All offerors requesting equivalency inspections will receive a copy of the final inspection report prior to the date of contract award. The on-site inspection will supplement documentation provided with the offeror’s proposal.
The Government reserves the right to conduct a pre-award survey or to require other evidence of technical, production, managerial, financial, and similar abilities to perform prior to the award of any proposed contracts;
regardless of whether the offeror has an existing MSRA. There is no page limit associated with this documentation.

SECTION M - EVALUATION FACTORS FOR AWARD
Section M - Evaluation Factors for Award
SECTION M
1.0 GENERAL
The Government intends to award three separate Fixed-Price contracts to the offeror(s) whose collective proposals represent the Best Value to the Government for all three Availabilities.
The competition for the following availability is restricted to offerors able to perform within the Norfolk, VA homeport:
USS ARLEIGH BURKE (DDG 51) Dry-Docking Selected Restricted Availability (DSRA)
The competition for the following availabilities shall be coast-wide (East and Gulf coasts):
Offerors are advised that the Government intends to make award on the basis of initial proposals without conducting discussions with Offerors, but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary (see paragraph (f)(4) of FAR 52.215-1). Therefore, each initial offer should contain the Offeror’s best terms from a price and technical standpoint. Statements and representations made in the Offeror’s proposal may be subject to verification by other sources or through an onsite survey by Navy evaluators.
Offerors are advised that the Government will not evaluate any proposal information not contained within the body of the proposal.
2.0 BASIS OF AWARD
Offerors must be found technically acceptable in the following three (3) Non-Price Factors and responsible in accordance with FAR 9.104 to be considered for award. It is the Government’s intent to award to the execution scenarios, proposing the lowest overall total evaluated price found technically acceptable and responsible, that allows the execution of all solicited Availabilities. However, the government reserves the right to award to other than the lowest overall total evaluated price scenarios should the Government determine such awards would provide improved dry-dock utilization that would benefit the Navy.
Non- Price Factors Factor 1: Eligibility Factor Factor 2: Schedule & Resource Capacity Factor 3: Transit and Dry-Docking Capability
Factor 4: Price
EVALUATION FACTORS
Factor 1 – Eligibility Factor:
Basis of Evaluation - The objective of this factor is to determine whether, at time of contract award, the offeror holds a Master Ship Repair Agreement or MSRA Equivalency, has ownership or committed access to pier(s) capable of berthing the vessel(s), and has ownership or committed access to dry dock(s) capable of docking the vessel(s).
The Government will assess the offeror’s eligibility using the Eligibility Criteria Data Sheet provided in Attachment S-5 of the solicitation.
In order to be considered eligible for award, the offeror must provide:
Evidence that offeror holds a Master Ship Repair Agreement or submit documentation for MSRA Equivalency.
Have a letter signed by the Principal identifying and confirming ownership or committed access (in the form of a letter signed by the subcontractor identifying and confirming committed access) to pier capable of berthing, and a dry dock capable of docking, the vessel(s) proposed at time of contract award.
Factor 2 – Schedule & Resource Capacity:
1. The objective of this factor is to evaluate the offeror's response to the Section L requirements for this factor in order to:
Assess the offeror’s understanding of the resources required and the work sequencing necessary to successfully complete the execution scenario’s highly complex maintenance and modernization requirements. The Offeror’s response will be evaluated to assess whether the offeror conveys a detailed and complete understanding of how to complete the technical requirements;
and
Assess the offeror’s plan to provide the resources, including personnel and facility resources, necessary to successfully complete the execution scenario’s highly complex maintenance and modernization requirements.
The offeror will be evaluated on the completeness and reasonableness of the manpower curves and manpower resource plan. Information provided shall demonstrate, to the satisfaction of the Government, a reasonable expectation of successful execution.
The offeror will be evaluated on the completeness and reasonableness of the personnel and facility information provided in response to this factor. Information provided shall demonstrate, to the satisfaction of the Government, a reasonable expectation of successful execution. The offeror must clearly demonstrate that it has access to the required facilities required to execute the execution scenario. Additionally, the offeror will be evaluated on its ability to resolve resource issues as a result the award of other outstaning proposals. Information provided shall demonstrate, to the satisfaction of the Government, a reasonable expectation of successful execution.
Factor 3 – Transit and Dry-docking Capability:
Basis of Evaluation - The objective of this factor is to determine whether Offerors are able to safely and satisfactorily transit the vessel to their facility, dry-dock the vessel, and execute the Availability’s required work in compliance with the Availability’s requirements and Naval Ships Technical Manual (NSTM) Chapter 079 Damage Control, Stability and Buoyancy.
Ratings
The ratings will be based on what is contained or referenced in the proposal, not on information obtained from other sources. Standards have been established to provide the same set of values for all evaluators. The objectives of using these standards are to promote uniformity in evaluation and to aid in the comparison and understanding of the evaluation results. The standards are set as follows:
Factors 1, 2 & 3 –
For Factors 1, 2 & 3, the adjectival rating reflects whether the information submitted in response to Factors 1, 2 & 3 meet or do not meet the minimum requirements through an assessment of the proposal. The evaluation will identify any deficiencies in offeror’s proposals. Adjectival ratings for Factors 1, 2 & 3 are as follows:
Adjectival Ratings for Factors 1, 2 & 3 Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Factor 4 - Price
The Government will analyze price proposals in accordance with FAR 15.404 using the information contained in each Availabilities Pricing Workbook (Attachment J-4, J-11 and J-18). Although award will be made based on an offeror’s total price, a price proposal that is found unreasonable and/or unbalanced may be rejected. Reasonableness will be determined based on proposals submitted in accordance with FAR 15.404. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. The Government may reject an offer if the Contracting Officer determines the lack of balance poses and unacceptable risk to the Government. The Government will review the offeror’s CLIN and Work Item prices for each Availability to identify any significant disparities that may indicate a lack of understanding of contract requirements.
Total evaluated price for each Availability shall be calculated by adding:
The price of the basic contract line item numbers (CLIN) (this amount shall match the total price of all work items), The price of all option CLINs, The price of all Growth Reservation CLINS (Base and Option), The evaluated price of the Extension Day Rates and Labor and Material Burden New Work Rates If applicable, the Value Adjusted Trade Off schedule adjustment, and If applicable, the value of the inter-port differential (as identified in Section L of this solicitation) And then subcontracting the Offeror’s price support to 009-72.
As described in Section L, Offerors should provide a narrative of their plan to support 009-72. Plans shall be evaluated only for their reasonableness. The price support to 009-72 will not be included in the total evaluated price.
The Growth Reservation CLINs price, Evaluated Extension day price, Labor and Material Burden Rate New Work Evaluated Price
The Growth Reservation CLINs price, Evaluated Extension day price, Labor and Material Burden Rate New Work Evaluated Price shall be calculated in the following manner:
Additional Requirements CLINs (Base and Option)
1. Multiply the proposed labor hour rate by the number of hours associated with the specific Additional Requirement CLIN in each Availability’s Pricing Workbook (Attachment J-4, J-11 and J-18) to yield the labor hour price for that CLIN.
2. Multiply the material burden rate proposed by the dollar value of material associated with the specific Additional Requirement CLIN in each Availability’s Pricing Workbook (Attachment J-4, J-11 and J-18) to yield the burdened material price for that CLIN.
3. Each Availability’s Pricing Workbook (Attachment J-4, J-11 and J-18) will add the sum of labor hour and material dollar price to find the total price for each Additional Requirements…
