Other USS Bulkeley: Reference DDG-84-4720 was provided with Addendum 1, work item 522-90-
001; however, it does not include the material summary for ShipAlt 80255K as referenced in paragraph 5.3. This paragraph calls out Kitted Material as GFM but without the material summary, Contractor is unaware of what items are included in the kit.
Additionally, the Contractor has received feedback from the vendor that they have received an order directly from the Navy for the USS Bulkeley and will not provide pricing information for some specific items.
In order to ensure Contractor is not requesting pricing for items to be provided as GFM, we request a listing of all items that are to be provided as Kitted Material in accordance with paragraph 5.3.
All items listed on sheet 30 of para 2.2 and sheet 28 of para 2.3 that are sourced as HSC will be provided by the government.
Para 3.15 states all items listed as GFM in 2.2 and 2.3 are to be procured by the contractor.

SOLICITATION - The Solicitation mentions “Critical Path” in several locations. In light of the multiple production scenarios requested under the solicitation, it would be beneficial for the Government to provide each Planning Yard Availability Analysis to the bidders.
Will the Government provide each Planning Yard Availability Analysis?
The Government will not provide the Planning Yard Availability
Analysis to the bidders.

SOLICITATION - Paragraph 3 specifies percentages of growth reservation that can be tasked after certain points in the availability schedule. For example, "No more than 25% of the hours or material following the 75% schedule point the availability (as measured in days between the “Start Availability” and “End of Availability” milestones in Attachment J-
3, Attachment J-10, and Attachment J-17)." However, using the entire period of performance instead of the period in which production work must be completed creates impossible work requirements. For example, using the maximum period of performance on the Bulkeley DMP, the 75% point of the maximum availability schedule (340 days into the 453 day availability) is 12 Dec 2019. PCD with this availability end date would be 23
Aug 2019. This means that up to 25% of growth hours and material could be awarded more than three months after PCD. Suggest that instead of using the entire availability period of performance, that the period between "Start Availability" and the milestone the work item is tied to be used to apply these percentages. For example, a work item tied to
PCD would have the 75% point on 27 Jun 2019, two months prior to PCD.
The Navy has considered the offeror's request but has elected to leave NOTE G: Availability Schedule Performance, paragraph
3 unchanged.

SOLICITATION - Please confirm that the VATEP factor is not an incentive that results in additional dollars to the contractor.
The Offeror is correct. The VATEP factor is not an incentive that results in additional dollars to the contractor. The VATEP is a proposal evaluation factor that, if proposed, reduces the offeror's total evaluated price.

SOLICITATION - What's the difference between contractor complete and end of avail? The "difference between contractor complete and end of avail" is specific to the Availability in question. For the DDG51 FY19
DSRA and the LSD44 FY19 DSRA, the end of the contractor's period of performance and the end of the Availability occur on the same day. For the DDG84 FY19 DMP, the Availability continues for several months after the end of the contractor's period of performance to complete various testing requirements.

SOLICITATION - How were firm fixed prices for small dollar value changes derived? The government reviewed a historical sample of previously executed changes between 0 and 25K and selected a value that was commensurate with the number of changes on each ship and reflective of risk to account for uncertaintites of future contract execution. The government infered from those parameters and created a risk distribution of what the prices should be.

SOLICITATION Other SOLICITATION - Why does USS BULKELEY have LDs for a multitude of space turnover events?
If there is a delay to the shipyard turnover, the LD is for the overtime required for the AIT to maintain schedule.

SOLICITATION - 1. Once mutually agreed to by both Parties, the small dollar value change of $7,587 is to be billed to the Government for each RCC (up to 386 changes) with an estimated price of $25,000 or less.
2. Unless the estimated price of the RCC (small dollar value change) is actually $7,587, then please explain how the Government intends to or will indemnify the Contractor against a false claim or procurement fraud from the perspective that with this provision it could be interpreted that the Contractor is mischarging the Government for the cost of the supplies or services rendered.
In accordance with Note F, the Navy and the contractor are agreeing to execute Small Dollar Value Changes (those with values greater than $0 and less than or equal to $25,000) for a set price. Execution of changes in accordance with Note F will be in accordance with a mutually agreed to contract.

SOLICITATION - Do contractor responsibilities on the Bulkeley extend beyond KTR contract complete? If not, for the purposes of this solicitation, END OF AVAIL should be the same date as KTR contract complete. (For example, End of Avail is used in Secftion B in the determination of how much growth a contract needs to support between the Start of
Avail and End of Avail dates).

SOLICITATION - Does Execution Scenario 1 REQUIRE a contractor to submit individual price proposals on all THREE of the availabilities in order to be considered responsive?
Execution Scenario 1 requires offerors to submit individual price proposals for EVERY availability that could be completing using the offeror's available pier and dock facilties. So, for example if an offeror is capable of completing allof the three availabilities, then that offeror is REQUIRED to submit an indvidual price proposal on all THREE availabilities.
326 N/A N00024-18-R-4448 Other
SOLICITATION - Does the Government want to receive one proposal for Scenario 1 with pricing for three different availabilities included, or three separate packages, one for each availability?
In accordance with Section 2.0 of the Section L of the RFP, Offerors shall submit Volumes I and II for each Availability under each proposed Execution Scenario.
N/A N00024-18-R-4448 Other
SOLICITATION - If these are to be separate proposals for each of the three Scenario 1 availabilities, should all of this info in the Vol 1 Price Proposal section be included in each proposal’s price cover letter?
In accordance with Section L, pages 214-15, "the price proposal for each Availability proposed under each Execution Scenario shall be comprised of" all of the information listed in paragraphs a. through g. that follow.
N/A N00024-18-R-4448 Other
SOLICITATION - In a Scenario 1 bid, does a contractor need to communicate the fourth section above that we cannot dock two DDGs in same dock simultaneously (which is not a component of a Scenario 1 bid)?
In accordance tih Section L, page 215, the price proposal for each Availability proposed under each Execution Scenario must include a Cover Letter which affirmatively states "whether or not they have ownership of, or committed access to, NAVSEA certified dry-dock(s) capable of “double” dry-docking the
DDG51 and DDG84 concurrently"
N/A N00024-18-R-4448 Other
SOLICITATION - Should each availability be in a separate proposal with a separate cover letter, or all three Scenario 1 availabilities in one proposal?
In accordance with Section L, page 214, "Offerors shall label each availability proposal in order to clearly indicate which execution scenario is proposed." Further, Section L on pages
214-15 states that, "[t]he price proposal for each Availability proposed under each Execution Scenario shall be comprised" of all the information in paragraphs a. through g. that follow.
Therefore, each availability for Scenario 1 should be in a separate proposal with a separate cover letter.
331 N/A N00024-18-R-4448 Other
SOLICITATION - Why does the Bulkeley DMP have LD for all those individual space turnover milestones (the other two availabilities do not)?
The DDG84 FY19 DMP has liquidated damages (LD) on individual space turnover milestones because the DDG84 FY19
DMP's execution schedule includes individual space turnover milestones. The DDG51 FY19 DSRA and the LSD44 FY19 DSRA do not have individual space turnover milestones.

SOLICITATION - Gunston Hall (Section B, NOTE G): Contractor should be able to permit a contract scope increase of 224,367 manhours and $2,357,153 material dollars. The two
DDGs have the same numbers between Section B, NOTE G and their AGR labor hours.
Why is the Gunston Hall AGR labor hours so much higher than the Section B, NOTE G requirement? This exorbitant amount of growth added to the evaluated price could change the award outcome due to an unsupported quantity of growth labor hours.
Request the amount of AGR be reduced to the amount in Section B, NOTE G.
The Government based anticipated growth for the LSD44 FY19
DSRA on actual historical growth on previously completed LSD
41/49 class CNO Availabilities. However, under NOTE G:
AVAILABILITY SCHEDULE PERFORMANCE, the Government limited the amount of growth or new work that the contractor would be required to absorb without impacting, accelerating, or causing delay or disruption to the work required by the aforementioned work items, to any other Government contract, or to any other work in progress for the Government.
