Inter-port Differential
The inter-port differential, applicable to the DDG84 FY19 DMP, must be included in all offers and is calculated using foreseeable costs for fuel, towing and pilot charges, and travel to the contractor’s facility by applicable Government personnel. The following chart provides the values to be included in all offerors’ price proposals to determine the offeror’s total evaluated price. Additionally, the Navy has included an Inter-port Differential Reduction for “Days Completed Early” as proposed in Attachment J-10.
Location* Differential Inter-port Differential Reduction for “Days Completed Early” stated in Attachment J-10
Pascagoula, MS $4,545,013 -$14,011 Mayport, FL $4,636,544 -$16,388 Norfolk, VA $327,026 -$3,530
The inter-port differential, applicable to the LSD44 FY19 DSRA, must be included in all offers and is calculated using foreseeable costs for fuel, towing and pilot charges, and travel to the contractor’s facility by applicable Government personnel. The following chart provides the values to be included in all offerors’ price proposals to determine the offeror’s total evaluated price. Additionally, the Navy has included an Inter-port Differential Reduction for “Days Completed Early” as proposed in Attachment J-17:
Location* Differential Inter-port Differential Reduction for “Days Completed Early” stated in Attachment J-17
Pascagoula, MS $4,412,082 -$5,735 Mayport, FL $4,105,186 -$1,158 Norfolk, VA $61,753 - $129
No inter-port differential is applicable to the DDG51 FY19 DSRA, as the completion of that Availability is restricted to competitors within its homeport in Norfolk, VA.
Value Adjusted Total Evaluated Price Tradeoff (VATEP) Schedule Adjustment The Navy would obtain additional value, in terms of additional Operational Availability, should any one of these two Availabilities complete early to its no-later-than completion date. Therefore, the Navy has included a VATEP price adjustment to incorporate this additional value into its price evaluation.
The VATEP schedule adjustment, applicable to the DDG51 FY19 DSRA, shall be calculated by multiplying “Days Completed Early” value found in Attachment J-3 by the VATEP schedule adjustment factor, which is -$133,640 per day.
The VATEP schedule adjustment applicable to the DDG84 FY19 DMP, shall be calculated by multiplying “Days Completed Early” value found in Attachment J-10 by the VATEP schedule adjustment factor, which is -$133,640 per day.
The VATEP schedule adjustment applicable to the LSD44 FY19 DSRA shall be calculated by multiplying “Days Completed Early” value found in Attachment J-17 by the VATEP schedule adjustment factor, which is -$67,134 per day.
VOLUME II
Non-Price Proposal: The non-price proposal shall be comprised of four factors, as follows:
Factor 1 – Eligibility Factor: Offerors must provide the following to demonstrate eligibility for each Availability proposed under each Execution Scenario:
Eligibility Criteria Data Sheet (Attachment S-5) with the top portion filled out.
A letter signed by the Principal identifying and confirming ownership or committed access (in the form of a letter signed by the subcontractor identifying and confirming committed access) to a pier capable of berthing, and a dry dock capable of docking, the vessel(s) proposed at time of contract award. Evidence must be provided to prove the dry dock will remain certified throughout the entire proposed use of the dry dock in performance of this contract.
Evidence the offeror holds a Master Ship Repair Agreement or proof of MSRA Equivalency to demonstrate capability.
MSRA Equivalency (Applicable to Non-MSRA holders only): Offerors that do not hold an MSRA must submit MSRA equivalency documentation to demonstrate sufficient organization and facilities capabilities. (Specific documentation requirements provided upon inspection request).
To be eligible for award, a prospective contractor must possess a MSRA as described in DFARS 217.71 Master Agreement for Repair and Alteration of Vessels (MARAV) or demonstrate organization and facilities equivalent to that reflected in a MSRA. Offerors meeting this eligibility requirement with documents and evidence outside of a MSRA must contact the PCO to schedule an on-site inspection. All requests for MSRA equivalency inspections must be received by 1300, local time, Washington DC on 8 August 2018. Requests shall be sent to Jamillah Powell at jamillah.powell@navy.mil and Randolph Cook at randolph.cook@navy.mil. Failure to request an inspection by the designated time may result in a negative determination of offeror eligibility. All inspections will be completed by a representative from Commander, Navy Regional Maintenance Center (CNRMC). All offerors requesting equivalency inspections will receive a copy of the final inspection report prior to the date of contract award. The on-site inspection will supplement documentation provided with the offeror’s proposal.
The Government reserves the right to conduct a pre-award survey or to require other evidence of technical, production, managerial, financial, and similar abilities to perform prior to the award of any proposed contracts;
regardless of whether the offeror has an existing MSRA. There is no page limit associated with this documentation.

Manpower Curves (Total) and Manpower Curves (Trade) – In addition to the requirements of 009-60, the offerors shall provide Total and Trade Manpower Curves including the following information:
The total and trade manpower resources currently employed by the offeror and expected to be employed by the offeror during the Availability period of performance.
The total and trade manpower resources required to complete work the Offeror currently has under contract during the Availability period of performance.
The total and trade manpower resources required to complete work the Offeror may complete, including the resources to complete ALL outstanding proposals and the resources required to complete any other expected requirements during the Availability period of performance.
Offerors shall provide a narrative affirming that the offeror has the manpower resources, by craft/trade/supervisor/support, available to complete the requirements of the availability, accounting for manpower resource required to complete work the Offeror currently has under contract and manpower resources required to complete outstanding proposals and any other expected requirements during the Availability period. Should the offeror propose to utilize subcontracted resources, the offeror shall include in their narrative an explanation of the requirements that will be completed by the prime and the work that will be subcontracted, including the work item, trade and period of performance for each subcontract requirement.
Pier / Dock Physical Resource Capacity- In addition to the requirements above for Manpower Curves, the offerors shall provide the Physical Capacity availability to support the proposed requirement:
The total physical resources currently in working capacity and expected to be in working capacity during the Availability period of performance
The total physical resources committed to complete previously awarded requirements as well as the additional resources committed to complete the work of ALL outstanding proposals expected during the Availability period of performance.
Offeror shall provide a narrative affirming that the offeror has the physical pier/dock requirements available to complete the requirements of the availability, accounting for physical resources required to complete work the offeror currently has under contract and additional resources required to complete outstanding proposals during the availability period. Should the offeror propose to utilize subcontracted resources, the offer shall include in their narrative an explanation of the requirements that will be sourced by the primes facility and the physical resources that will be provided by the subcontractor.

Provide a narrative report demonstrating the contractor’s ability to safely and satisfactorily transit the vessel(s) to the contractor’s facility, dock the vessel(s) in accordance with references 1-4, as applicable, and execute the availability’s work package requirements while in dock. Narrative report shall include:
1. Contractor’s drydock certification certificate
2. Description of the drydocking facility to be used. This information shall include as a minimum principal dimensions, depth of water, tide or current conditions, rated capacity, major maintenance since last NAVSEA Maintenance Audit, the electric power system (including services to the ship), the fire protection system (including fire alarms and locations), the drainage and dewatering pumping systems, the sanitary drainage system serving the ship, and if a floating drydock, the mooring system, date of the last drydocking of the dock and any limitation in dock loading, rate of flooding or dewatering, block location, and ship displacement or trim.
3. Drydocking procedure. The procedure shall include operating practices, safety and security plans, special precautions or actions that are required by the characteristics of the dock or the ship such as tide restrictions, pumping and flooding schedule on floating drydocks and specific list, trim, and stability requirements of the ship during docking and undocking.
4. Plan to provide, set, and align the blocks in accordance with the correct docking position number. Should the Contractor propose any deviation from Final Docking Drawing, submit:
o Scaled drawing (a print of the vessel’s Final Docking Drawing marked up in red or a new drawing similar to the vessel’s Final Docking Drawing to a scale of 1/16-inch minimum, 1/8-inch maximum). The use of haul, fixed, universal, or fitted blocks and the type of drydock in which the ship will be docked shall be clearly stated.
o Supporting data substantiating that the block loading pressures are limited to a maximum of 20 long tons per square foot, that the number, distance from centerline, and square footage of side blocks per side is sufficient to resist overturning moments by providing at least the minimum number specified by the vessel’s Final Docking Drawing and that at least 90 percent of blocks land on longitudinal strength members or main transverse bulkheads.
5. Required condition of the ship prior to docking, including all stability data including list, trim, strength, and stability calculations. Provide a list of all assumptions made to support the calculations, including tank soundings.
6. Pumping plan for the docking and undocking of the vessel, including the information provided for in the sample pumping plan of Appendix D of MIL-STD-1625 of the ship loading on the drydock and calculated water levels in each ballast tank of the drydock at all phases of the docking and undocking evolutions.
7. Laydown plan showing how support equipment and material will be staged in the dock and a narrative plan describing how the offeror will stay within all drydock operational limitations, including weight, line load and dimensional space constraints, in the execution of the availability’s work package requirements. Provide a list of all assumptions made regarding static and dynamic loading, including expected manning levels, during execution.
8. Narrative plan for vessel transit to and from the contractor’s facility providing the results of the requirements of
3.1 through 3.3 of NAVSEA Standard Item 009-101, demonstrating compliance with references 1 - 4, as applicable.
