# HULL Contract Area Question Response
ITEM NO: Interport Differential, Homeport Vessel Travel to Non- Homeport Bidder TITLE: RFP Section L
PARA. NO:
PAGE NO: 120 of 135
CONTRACTOR QUESTION 2: The RFP provides Interport Differential values for the COWPENS/GETTYSBURG locations out-side the vessel's homeport.
Question: If a bidder that is not located in the vessel's homeport submits a bid, how does the Gov't handle getting the vessel to the non-homeport location? Who pays for the vessel's transit from the homeport to the bidder's location? Is the vessel's transit costs included in the RFP Interport Differential values?
GOVERNMENT RESPONSE: The COWPENS/GETTYSBURG work packages include work items to be priced by the offeror for the transit of the vessels from their current locations to contractor shipyards facility.
Accordingly, the cost of the vessel transit is not included in the interport differential, as such inclusion would be duplicative.

GOVERNMENT RESPONSE: Do not have a 520-11-001 in the current package. Drawings provided in 2.3 through
2.19 were provided for contractor to identify size and exact location for accomplishing restoration of valves listed in 2.2.

ITEM NO:
TITLE: Tow Charges need explanation
PARA. NO: 5252.247-
PAGE NO: 92 of 135
CONTRACTOR QUESTION 167: The contractor is responsible for tug and pilot services from/to the “fairway of the plant”. There is no other reference for tug or pilot services and when combined with the IPD data, the conclusion is that the government is delivering the ships to the contractor facility. For example, the estimated COWPENS transportation costs from San Diego to Pascagoula is $750K one way (tugs, towing, pilot, canal costs, escort, etc.). The return costs would be a different then the tow charge, because the ship would be crewed, but there will still be a fuel burn rate, canal costs and crew costs for the travel. San Diego – Pascagoula steaming distance through the canal is 4,373 NM, which means the fuel burn rate alone for the return trip would exceed $750K. Based on the burn rates used in the past, the return trip fuel costs alone would be $1.1M.
Using the $750K towing rate plus the $1.1M fuel burn rate, the round trip is $1.85M, but the IPD for COWPENS at Pascagoula is only $455,567. The government absorption of the ship’s transportation costs violates 10 U.S.C.
7299a, quoted below.
7299a. Construction of combatant and escort vessels and assignment of vessel projects
(a) The assignment of naval vessel conversion, alteration, and repair projects shall be based on economic and military considerations and may not be restricted by a requirement that certain parts of naval shipwork be assigned to a particular type of shipyard or geographical area or by a similar requirement.
(b) In evaluating bids or proposals for a contract for the overhaul, repair, or maintenance of a naval vessel, the Secretary of the Navy shall, in determining the
GOVERNMENT RESPONSE: The COWPENS/GETTYSBURG work packages include work items to be priced by the offeror for the transit of the vessels from their current locations to contractor shipyards facility.
Accordingly, the cost of the vessel transit is not included in the interport differential, as such inclusion would be duplicative.
ITEM NO:
TITLE: Crew Sequencing Arrival Costs
PARA. NO:
PAGE NO: 120 of 135
CONTRACTOR QUESTION 168: Please provided a Crew re-manning / sequencing plan for both COWPENS and GETTYSBURG. Are the PCS Moves / Intermediate TAD / Perdeim / Travel Costs to the Navy Personnel Command calculated in the Interport Differential Costs (IPD)? Calculations with NPC PERS 4 indicate their costs of moving these ships out of their homeports and re-manning them in a non-Fleet Concentration Areas (FCAs) will exceed the three-fold the costs indicated in the IPD.
GOVERNMENT RESPONSE: The applicable PCS Moves, Intermediate TAD, Per Diem, & Travel Costs for Navy Personnel are included in the calculated Interport Differential Costs (IPD).
ITEM NO:
TITLE: Interport Differential Cost Differences
PARA. NO:
PAGE NO: 120 of 135
CONTRACTOR QUESTION 169: Please explain the Interport Differential Cost differences. Why does the cost for GETTYSBURG to Pascagoula five times the cost of COWPENS to Pascagoula for the same duration? Why is COWPENS (a west coast CG) have a lower IPD then GETTYSBURG (just 650 miles north of Mayport) with the same duration? Can you please explain the calculations that went into the IPD Costs?
GOVERNMENT RESPONSE: The categories of cost that make up the Inter-port Differential are set forth in the RFP.
Specific values are considered sensitive and are not publicly disclosed.
ITEM NO:
TITLE: Interport Differential Cost Irregularities
PARA. NO:
PAGE NO: 120 of 135
CONTRACTOR QUESTION 172: - Both ships are minimally manned but will ramp to full manning by 50% avail completion. The housing, messing, berthing and transportation costs would be the same for each ship at locations outside their respective homeport / Fleet Concentration Area (FCA). Despite this, we see significant variations, with COWPENS pricing being depressed. For example, the IPD for COWPENS at Pascagoula is $455,567, but GETTSYBURG IPD for Pascagoula is $2,539,036. Can the model and the calculations used be provided?
GOVERNMENT RESPONSE: The categories of cost that make up the Inter-port Differential are set forth in the RFP.
Specific values are considered sensitive and are not publicly disclosed.
ITEM NO:
TITLE: LD Variations
PARA. NO: 52.211-11
PAGE NO: 97-99 of 135
CONTRACTOR QUESTION 173: There are significant variations between the LDs for both ships. For example, the daily LD for “Combat Systems Turnover Set 1” on COWPENS is $5,634, but the same milestone LD for GETTSYBURG is $29,900. Since LDs are to be based on defined impacts to the government, then the LDs would vary by location….but there should be commonality when both ships (same class, packages, crew, etc.) are outside their respective home port….i.e. COWPENS and GETTSYBURG LDs for “Contractor Complete” should be the same for Seattle, but instead they are $5,238 and $6,112 respectfully. One other note: the LDs are not consistent with LDs – i.e. the government would incur higher costs for berthing of crew and management team outside a vessels homeport, therefore this would be the principle driver for “Crew Move Aboard” LDs, but COWPENS in Seattle has a CMA LD of $1,969 per day but GETTSYBURG CMA LD is $11,111. Can the Navy explain their calculation model?
GOVERNMENT RESPONSE: The liquidated damages for CS tunovers are different between the COWPENS/GETTYSBURG Availabilities because the spaces included in the COWPENS/GETTYSBURG turnovers are different between the two Availabilities.
The differences between the COWPENS/GETTYSBURG liquidated damages for Contractor Completion are created by the differences in size & composition differences in the maintenance & modernization project oversight teams.
The differences between the COWPENS/GETTYSBURG liquidated damages for Crew Move Aboard are created by a series of factors, including differences in the known size & composition of ship's force and differences in BAH rates.
