# HULL Contract Area Question Response
ITEM NO:
TITLE: GETTYSBURG
MODPRD Period of Performance
PARA. NO: J-6
PAGE NO:
CONTRACTOR QUESTION : 292
In the GETTYSBURG MODPRD J-6, the start date of the MODPRD is identified as “no earlier than 16 March 2018”. It later stipulates that the awardee could start the availability up to 15 days later then than the 16 March date. Thus the start date could run from 16 March to 31 March 2018. There is nowhere else in the Solicitation where it references the start date of the MODPRD. The J-6 also identifies two completion dates; one on 19 June 2019 and another on 24 July 2019. Awarding the MODPRD on 2March after Questions and BAFO would allow the Awardee less than 30 to commence this complex Availability. The acceleration of USS GETTYSBURG by three months, without discussion with Industry, puts the start of the availability in a highly congested, resource-constrained window in the Port of Norfolk. CNRMC/SEA21 Private Sector Workload Estimate dated 21 July 2017 and the NDE printout of 1 August 2017 have the period of performance of the USS GETTYSBURG MODPRD as 17 June 2018 through 27 September 2019. Please clarify the period of performance. If flexibility exists, it would be appreciated if the Period of Performance could be moved to the dates briefed Industry at Industry Day and IAW CNRMC/SEA21 Private Sector Workload Estimate and promulgated a new J-6. This would bring consistent and predictable work to the Industrial Base and allow better pricing for the Government.
GOVERNMENT RESPONSE: "Offerors are provided significant flexibility to propose USS Gettysburg MODPRD milestones, including the Availability Start milestone.
Milestone flexibility is provided to allow offerors discretion to best manage their resource constraints. The Government has provided a list of constraints around Availability Start (e.g. a minimum number of days from the contract award and vessel available milestones and Availability Start). These limits constrain how early the Availability may commence.
The offeror may elect to propose an Avail Start date later than those minimum constraints."

CONTRACTOR QUESTION : 340
The COWPENS and GETTYSBURG availabilities are very similar in scope and duration, but there are significant disparities in the Interport differentials to each availability. For example, the Interport differential for accomplishing COWPENS in Mayport is roughly half the Interport differential of accomplishing essentially the same work, in the same duration, at the same period of time on Gettysburg. Likewise, to accomplish substantially similar availabilities in Pascagoula has the Interport differential for COWPENS that is less than 20% of the Interport differential for GETTYSBURG. Please explain the Government’s methodology for calculating the Interport differentials and why such a huge disparity exists between the values assigned to COWPENS and GETTYSBURG for nearly identical out-of-homeport efforts.
GOVERNMENT RESPONSE: "The categories of cost that make up the Inter-port Differential are set forth in the RFP.
Specific values are considered sensitive and are not publicly disclosed. However, please note that the interport differential values for the COWPENS and GETTYSBURG reflect the differentials to complete those Availabilities away from their current homeports (San Diego, CA for USS COWPENS, Norfolk, VA for USS GETTYSBURG). Amongst other differences, a significant factor in the differences between the interport differential values for the COWPENS and GETTYSBURG are therefore created by the differences for Navy costs between those two homeports, such different values for Basic Allowance for Housing.

The Government has provided requirements for a start date no later than March 31st in the homeport if award is made on March 16th.
