QUESTIONS AND ANSWERS #3

18 November 2016

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

34. If it is the Government intent and/or purpose to have the contractor bidding on the 992-31-001 item, and wish to have these additional tanks and spaces included, they should be included in paragraph 1.2 in order to properly identify the location of work and to ensure policy and procedures as laid out in the Standard Work Plate Template, 992-31-001 be adhered to. In the Cleaning and Gas Free Item, 992-31-001 this Standard Work Plate Template directs a potential contractor to accomplish cleaning and pumping of tanks in paragraphs 3.1 thru 3.3.3 and paragraphs 3.8 thru 3.12.2. Location of work is identified in paragraph 1.2 and its sub paragraphs 1.2.1 thru 1.2.10. Paragraph 3.1 directs a contractor to “open, ventilate, empty, clean, render dry, and maintain any tank or space including adjacent tanks, spaces, or piping systems where the scope of the repairs will result in a need for certification during the performance of the Job Order.

As stated in paragraph 1.2, “Location of Work” there are only ten various machinery and equipment spaces listed. Paragraph 3.1.1 states “Spaces listed in 1.2 shall be certified and maintained throughout the availability. So, reading the item as written a contractor bidding this work will be pricing up the areas to be addressed in paragraph 1.2.

Going thru the work package however we are finding a great quantity of various tanks and spaces listed for repairs to be accomplished. There are a total of sixteen different work items in questions They are items 123-11-001, 123-11-002, 123-11-003, 123-12-001, 123-15-001, 123-15-002, 123-17-001, 123-19-001, 123-22-001, 150-11-001, 165-11-004, 165-80-001, 245-11-001, 245-11-002, 245-12-001, and 593-11-001. Fifteen of these items do not direct and/or indicate any cleaning and gas free work to be required.

Is it the Governments intent and/or purpose to have the additional tanks and spaces listed in the sixteen work items cleaned and gas free for a Marine Chemist Certification “Safe for Men, Safe for Hot Work”? Is Ship Force or some other Government Agency accomplishing the gas free and cleaning of these areas?

A. Work Item 992-31-001 Cleaning and Pumping; accomplish, is written per the FY17 DDG CSWT. Paragraph 3.1 provides: "Open, ventilate, empty, clean, render dry, and maintain any tank or space including adjacent tanks, spaces, or piping systems where the scope of repairs will result in a need for certification during the performance of this Job Order." This requires an offeror to evaluate all work items within the work package to determine what tanks or spaces including adjacent tanks, spaces and piping systems require certification during the performance of this Job Order or Contract and then accomplish these requirements. Paragraph 1.2 is an additional requirement and directs the Contractor during the entire Contract to certify and maintain the listed spaces and tanks for Government access or assessments. These spaces are additional to those referenced in paragraph 3.1.

36. Work item 324-11-001 location of work in 1.2 lists:

1.2.5 Electrical Load Center Number One (03-142-2-Q)

1.2.14 Load Center Room No. One (03-142-2-Q)

Both locations list the same space. Should one of these entries list a different location, or is this a duplication?

A. Location listed in 1.2.14 was a duplicate and changed to Throughout the Ship via Errata 5.

47. The wedding band modification required by Items 243-11-001 and 243-12-001 is necessary because the strut and stern tube lands have become rough and deteriorated.

These strut and stern tube lands must be machined to smooth continuous surfaces in order for the process to work. The wedding bands are installed on the bearings to restore the proper fit between the bearings and lands.

Currently, the specification does not call out line boring the lands in the stern tubes or the strut barrels in order to re-establish proper fit between the stern tube or strut lands and the corresponding bearings when deterioration of metal has occurred.

Are we to consider that line boring is an activity involved in this modification or will this be handled under a contract change?

A. Work Items 243-11-001 and 243-12-001 have been modified via Errata 3. Para 3.12 provides a front load of Base Metal Repair for both Stern Tube and Strut Barrel bearing lands, which includes grinding smooth upon completion. Line boring is an acceptable method for accomplishment to restore surface for a proper fit of bearings.

48. The anode plug listed in Work Item 514-20-001 para 3.7.1 piece 78, part number 076-96283 is a part that is rarely in need of replacement, much less replacing 32 of them. The plug holds the zinc anode and is made of CUNI so erosion is minimal. This could be very expensive and unnecessary. Recommend deleting the anode plugs from para 3.7.1 and utilizing the LOE Money in para 3.10 if any anode plugs need replacing.

A. Anode Plug, PN 076-96283B removed from 514-20-001, Para 3.7.1 via Errata 5. This Errata will be released with RFP Amendment 3.

49. Work Item 526-80-001, References 2.5 and 2.8 were not provided with this pack. Please provide these references.

A. Requested references will be released with RFP Amendment 3.

50. RESERVE

51. Work item 262-90-001 references 2.5 RLAR 76253/DDG/1158627 and 2.7 S9262-AQ-MMA-010 have not been provided with the bid reference package. Will these references be provided?

A. References have been provided in Amendment 2. Please contact Stephanie Jabaley at Stephanie.jabaley@navy.mil if you did not receive these.

52. In work item 442-11-001 reference 2.9 7059884 REV B was not included on the CD/DVD provided. Will these references be made available?

A. References have been provided in Amendment 2. Please contact Stephanie Jabaley at Stephanie.jabaley@navy.mil if you did not receive these.

53. Work Item 123-11-003, Paragraph 3.1.1 directs the contractor to apply system fluid over the prepared surface area of the tanks prior to welding, and again in paragraph 3.2.6 after completion of the tank air test. Since these are fuel tanks; is the application of system fluid to the prepared surface area prior to hot work the desired action in this work item?

A. Work Item 123-11-003 modified to clarify requirements via Errata 5. This will be distributed in RFP Amendment 3.

54. The requirements of Work Item 438-90-001, paragraph 3.1 through 3.9 specifically identifies a contractual scope of work required for the executing contractor to accomplish. However, the non-contractual paragraphs of 4.1 through 4.4 lead the contractor to presume that there are portions of the 3.1 through 3.9 requirements being accomplished by other entities. In order to ensure the Government is not incurring pricing for a scope of work that is going to be accomplished by an AIT, the item must be revised.

If the intent of this item is for the contractor to only accomplish partial requirements, will the Government please revise the contractual requirements of 3.1 through 3.9 and identify the specific scope of work (Reference, Plan View, Elevation, Detail, Test Note, Etc…) that is being accomplished by the executing contractor?

A. Work Item 438-90-001 modified to clarify the requirements of the Executing Contractor and AIT responsibility via Errata 5. This will be distributed in RFP Amendment 3.

55. The Government has identified a Pier Differential table that only lists a Mayport, Florida differential. As stated in the note below the Pier Differential Table, will the Government please identify the Pier Differential tables for Government provided piers in the vicinity of Bath, Maine; Charleston, South Carolina; Norfolk, Virginia; and Pascagoula, Mississippi?

A. The RFP states that “Offeror’s whose location is not listed in the above Government provided pier differential table shall submit a bidder’s question requesting a Government provided pier differential be calculated for the location of the offeror’s proposed Government provided pier space for the USS ROOSEVELT (DDG 80) FY17 DMP.” A pier differential shall only be provided for a specific location where a specific offeror desires to utilize Government pier space in that specific location. The bidders question is asking for the pier differential cost for all potential locations, not a specific location where a specific offeror wants to utilize Government provided pier space.

56. Will the Government clarify if all tanks will be at low suction at the start of the availability with the exception for the comp tanks? If not, will the Government specify what the gallons to be expected per tank will be? This is a general question that applies to several work items.

A. Due to Availability being a Coast Wide Solicitation, tank levels cannot be determined until contract award and execution location is known. For bidding purposes, contractor to assume tanks are full.

Recommend adding paragraph 3.8.1 to read “Remove enclosures when directed by Supervisor”.

A. Work Item modified via Errata 5 to provide OEM certified uptake hatches. Do not concur with adding the requirement for the SUPERVISOR providing direction for enclosure removal as that is based on the Executing contractor completing all associated work. The corrected Work Item/CSWT for this BQ 721-31-001 and will be distributed in RFP Amendment 3.

However, the non-contractual paragraphs of 4.1 through 4.7 lead the contractor to presume that there are portions of the 3.1 through 3.11 requirements being accomplished by other entities. In order to ensure the Government is not incurring pricing for a scope of work that is going to be accomplished by an AIT, the item must be revised.

If the intent of this item is for the contractor to only accomplish partial requirements, will the Government please revise the contractual requirements of 3.1 through 3.11 and identify the specific scope of work (Reference, Plan View, Elevation, Detail, Test Note, Etc…) that is being accomplished by the executing contractor?
