QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

36. Work Item# 120-11-001. Please clarify area to be prepared under this paragraph. Does mid level area only include solid deck on stbd side or does it extend to the cribbing? Does it include the deck under the compressors and other equipment?

What areas on the lower level are to be prepped? No deck is present there (only cribbing and bilge).

Please advise.

ANSWER:

For Work Item# 120-11-001 the mid level area includes solid deck only, does not include area under compressors.

For lower level, entire bilge area between frames 284 and 292 up to the 3 rd horizontal stringer are to be prepped.

37. Work Item# 644-11-002. Reference 2.4 find number M002S calls for 3 each stainless steel urinals

EVAC p/n 5700268. Evac’s new part number for these is 7250150.

Currently (Jan 2016) they have 2 in stock. If sold the lead time for the urinals is 140 days.

Bidder recommends the 3 urinals be provided GFM.

Please review and advise.

For Work Item# 644-11-002, urinals will remain as Contractor Furnished Material (CFM).

46. Work Item# 514-24-001. Contractor finds that the length of the bolts called out in paragraph 3.1.2 are listed as “A/R”, and cannot be identified in the SPEC or the drawing.

Please provide the lengths or provide a change order once they can be identified.

For Work Item# 514-24-001, bolts are listed as A/R on the as built ship drawings. The A/R requires the Contractor to take measurements onboard under existing conditions to determine the length needed. The ship was made available for ship check to measure the length of the bolts needed. No

Change Order will be issued.

49. Work Item# 150-11-005. There is no transverse bulkhead at this location.

Request clarification regarding location of this work. Is the intent to identify the weather deck bulkhead under the flag bags at frame 178?

For Work Item# 150-11-005, an ERRATA will be issued stating the following:

1.2.2 04 Level, Weather Deck, Frame 178, Port and Starboard

3.1 Remove all PCMS for the bulkhead at location 1.2.1 and 1.2.2, in way of knife edge repairs.

3.3 Accomplish the requirements of 009-32 of 2.1, including Table 2, Line One, for preservation of the entire transverse bulkhead at the 03 and 04 level frame 178.

50. Work Item# 150-11-005. There is no waterway at this location.

Is the intent to identify the waterway on the 04 level (location 1.2.2) frame 178?

For Work Item# 150-11-005, the intent is to identify the waterway on the 04 level (location 1.2.2) frame 178.

60. Work Item# 611-11-001. Paragraph 3.2 states “Fabricate and install new portable J-Bar Davit listed in 1.3 and located in 1.2, using 2.2 for guidance.”

Is the intent of this work item to fabricate and install the entire J-Bar Davit Assembly including

Deck Socket?

Please review & advise.

For Work Item# 611-11-001, the intent is to fabricate and install a new portable J-Bar Davit and use the existing deck socket/flower pot.

63. Work Item# 639-80-001. According to test note T-1 from Ref 2.3, Page # 7, paragraph c, “Testing shall be conducted at sea at least 50 nm from land, clear from industrial noise sources. In a typical underway configuration i.e., with no scaffolding, dress lines, etc., this test may be conducted dockside for training or during other IMI investigations. If conducted dockside (for training) ship must not be nested and should not be at least 200 feet from any large metallic structure. Check with local SOPA regulations for radiating in port.”

These limitations make it appear that it is not intended to conduct the subject testing during the availability. Will paragraphs 3.2, 3.2.1 and 3.2.2 be accomplished by the government?

Please review & advise.

For Work Item# 639-80-001, Paragraphs 3.2, 3.2.1, and 3.2.2 will be accomplished by the

Government.

64. Work Item# 583-11-001. Paragraph 3.1 states accomplish the requirements of 009-90 of 2.1. The work spec and technical references do not provide technical representative name or contact information. Please provide POC for the technical representative for the subject work item equipment.

For Work Item# 583-11-001, it is the Contractor’s responsibility to obtain the on-site Technical

Representative. 009-90 paragraph 3.1 and sub-paragraphs 3.1.1 through 3.1.4 state the qualifications needed to be the on-site Technical Representative.

68. Work Items# 120-11-003, 120-11-002, 120-11-001. Para 3.1.2 tasks Contractor to accomplish the requirements of 009-32 of 2.1, including Table 3, Lines 11, Column A, for surface preparation of internal surfaces and starboard side 2nd platform deck from Frame 126 through 174, including one foot up outboard bulkhead, and as directed by the SUPERVISOR.

CONTRACTOR needs clarification for Para 3.1.2, to identify internal surfaces and

STARTBOARD SIDE 2nd PLATFORM DECK from FRAME 126 through 174, INCLUDING

ONE FOOT UP OUTBOARD BULKHEAD, AND AS DIRECTED BY THE SUPERVISOR. IS

CONTRACTOR TO ASSUME ENTIRE SURFACES OF STARBOARD SIDE 2nd

PLATFORM DECK from FRAME 126 through 174, INCLUDING ONE FOOT UP

OUTBOARD BULKHEAD TO BE PART OF “INTERNAL SURFACES”?

Para 3.4 tasks Contractor to accomplish the requirements of 009-32 of 2.1, including Table 3, Lines

11, Columns B, D and E, for preservation of internal surfaces starboard side 2nd platform deck from

Frame 126 through 174, including one foot up outboard bulkhead, and as directed by the

SUPERVISOR.

ADDITIONALLY, note that there is no coverage for 2nd Surface Preparation in 3.4 and will be subject to change order due to extent of structural repairs impacting completed surface preparation requirements in 3.1.2. This RFC also applies to work items 120-11-001 & 120-11-

002.

For Work Items# 120-11-001, 120-11-002, 120-11-003, para 3.1.2 is for the solid deck area on the starboard side.

For 120-11-001 an ERRATA will be issued that states:

3.1 Accomplish the removal of paint to allow for inspection and all structural repair without invoking requirements of 009-32 in accordance with paragraph 3.1.30 of 009-32 between Frames

254 and 282 and Frames 284 and 292, as designated by the SUPERVISOR, to facilitate inspections.

3.5 Accomplish the requirements of 009-32 of 2.1, including Table 3, Line 11, Columns A, B, D, E and F, for surface preservation of the entire area between Frames 254 and 282 one foot up bulkhead and one foot from the bulkhead and one foot all the way around each vertical stringer mid-level, as designated by the SUPERVISOR.

3.5.1 Accomplish the requirements of 009-32 of 2.1, including Table 3, Line 11, Columns A, B, D, E and F, for surface preservation of entire bilge area between Frames 284 and 292 up to the 3rd horizontal stringer, as designated by the SUPERVISOR.

For 120-11-002 an ERRATA will be issued that states:

3.5 Accomplish the requirements of 009-32 of 2.1, including Table 3, Line 11, Columns A, B, D, E and F, for surface preparation of the entire area between S-15 and S-16 from Frame 174 through

220 to include 6 inches above and below each stringer, as designated by the SUPERVISOR.

For 120-11-003 an ERRATA will be issued that states:

3.1.2 Accomplish the removal of paint to allow for inspection and all structural repair without invoking requirements of 009-32 in accordance with paragraph 3.1.30 of 009-32 of internal surfaces and starboard side 2nd platform deck from Frame 126 through 174, including one foot up outboard bulkhead, and as directed by the SUPERVISOR.

3.4 Accomplish the requirements of 009-32 of 2.1, including Table 3, Lines 11, Columns A, B, D, E and F, for preservation of internal surfaces starboard side 2nd platform deck from Frame 126 through 174, including one foot up outboard bulkhead, and as directed by the SUPERVISOR.

69. Work Item# 150-11-003. Paragraph 3.4 states Contractor to fabricate and install new equipment listed in Para 1.3.1 & 1.3.2 and equipment removed in Para 3.1 as directed by supervisor.

Para 3.1 is “inspect & report”, Contractor is not directed to remove any equipment in Para 3.1.

For estimating purposes, is Contractor to be tasked to remove SLQ-32 Antenna in order to install newly fabricated Access Platform?

For Work Item# 150-11-003, an ERRATA will be issued that states:

3.4 Fabricate and install new the equipment listed in 1.3.1, 1.3.2 and equipment removed in 3.2, as directed by the SUPERVISOR, using 2.2 and 2.3 for guidance.

Contractor is not tasked to remove SLQ-32 Antenna.

74. Work Item# 150-11-007.

# 1: Paragraph 1.2.1 states “02 Level, Weather Deck, Frames 194 through 240, Port and Starboard” while paragraph 3.2.4 states “Remove existing and install new deck plating at 02 level from Frames

194 through 220, Port and Starboard.” What is the correct location?

# 2: Square footage of deck plate to be replaced is unknown. Please provide.

#3: Please modify the specification to include specified manhours and material dollars to cover unknown interferences due to the nonspecific location of work.

For Work Item# 150-11-007, the intent of paragraph 3.2.4 is to install new deck plating on the 02 level frames 194 through 220, port and starboard. Paragraph 1.2.1 is still correct.

Refer to the ship drawings for square footage.

The requirement for this work spec is to remove and install new deck plating at 02 level from

Frames 194 through 220, Port and Starboard. No change order will be provided for interference removal, scope of work is defined in the work specification.

77. Work Item# 651-90-001. Ref.2.42 (with paragraph 5.3) suggests a Kit for this Shipalt.

Please provide this 4720.

The 4720 report has been updated and reflects current GFM being provided and can be provided upon request.

78. Work Item# 168-11-002. Paragraph 3.2 states, “Remove existing and install new each door located in 1.2 , listed in1.3 including associated frames in accordance with 2.3 and 2.4 for guidance.”

On paragraph 5.1, only 5 WT doors are listed as GFM instead of 7 doors required. The 2 doors in paragraph 1.3.4 are not listed in paragraph 5.1.

Please clarify this discrepancy.

For Work Item# 168-11-002, the 2 Doors not identified in 5.1 are to be procured by the Contractor.

79. Work Item# 251-31-002. Paragraph 3.7 states, “ Remove and install new a total of 6 linear feet of T-bar, using material listed in 1.3.3 , to the lower bhd starting from deck and upward , based on report submitted in 3.3.1 and 3.4.2.1 , in the location listed in 1.2.2.”

There is no paragraph 1.2.2 listed. Please provided missing information or correct work spec.

For Work Item# 251-31-002, an ERRATA will be issued that states:

3.7 Remove existing and install new a total of 6 linear feet of T-Bar, using material identified in

1.3.3, to the lower level bulkhead starting from deck and upward, based on the report submitted in

3.3.1 and 3.4.2.1, in the location listed in 1.2.1, as directed by the SUPERVISOR, using 2.5 for guidance.

80. Work Item# 150-11-009. Paragraph 1.3.1 identifies “Quantity (41 SF), Deck Plating, PL100, .188

Inch, MIL-S-22698, GR DH-36” while Paragraph 3.4.1 states “Remove existing and install new a total of 36 Square Feet of deck plating listed in 1.3.1.”

Please clarify the correct amount of square footage to be replaced?

For Work Item# 150-11-009, an ERRATA will be issued that states:

3.4.1 Remove existing and install new a total of 41 Square Feet of deck plating listed in 1.3.1.

84. Work Item# 150-11-013. Paragraph 3.2.1 states, “Remove and install new a total of 45 linear feet of deteriorated or damaged deck edge waterway bar located in 1.2.1 and identified in 1.3.2, using M/F

Sheet 11 of 2.4 for guidance.”

Paragraph 1.3.2 identifies “Quantity (45), Flat Bar 127, 3 inch x 3/16 Inch, ASTM A-588 GRA.”

According to Ref 2.4, M/F 11 Flat Bar 127 is shown as a “header” (or “back up structure”) and 45

Linear Feet is excessive to replace it. The only deck edge water way bar is found on M/F 15, Detail

5A-4-7G & Section 5A-4-4F. There is no other “deck edge water way bar” on this unit, except for side shell sticking up the deck that works as a “water way bar” or “coaming.”

Please confirm that the intent of this item is to replace the deck edge side shell PL 101, and not to replace the under-deck structure flat bar 127 as specified. If confirmed, please provide the plate square footage of deck edge side shell plate to be replaced.

For Work Item# 150-11-013, the intent is to replace the deteriorated water way bar on the 06 level.

95. RESERVED

98. Work Item# 256-11-002. Contractor notes para 3.2.2.1 and 3.2.7.1 both state to Repair/Re-braze 40 leaking joints.

Contractor believes that Para 3.2.7.1 is a duplication of the same work to be accomplished in Para

3.2.2.1.

For Work Item 256-11-002, an ERRATA will be issued that deletes the requirements of paragraphs

3.2.7 and 3.2.7.1

99. Work Item# 150-11-020. For bidding purposes, how much of this bulkhead will be directed to be prepped under this paragraph. Spec says “as designated by the SUPERVISOR”? Should bidder assume only the area around the one square foot to be replaced under para 3.2?

For Work Item 150-11-020, the offeror can assume only one square foot to be replaced under para

3.2.

100. Work Item# 150-80-001. Ref 2.2 is only a LAR (changing material) from DDG-64. This para directs Contractor to accomplish modifications that are not included in this ref. The underlying mod dwg is NOT called out in this spec.

Please provide direction/reference for the accomplishments of the desired modifications.

As stated in the response to question #94 and #96, Work Item# 150-80-001 is cancelled and was deleted as part of ERRATA 1. Do not bid on this work specification.

101. Work Item# 150-11-002. Paragraphs 3.2.1 and 3.2.2 require replacing a total of 20 square feet of bulkhead plating and a total of 9 square feet of deck plating in locations listed in 1.2.1 and 1.2.2.

The locations listed in 1.2.1 and 1.2.2 are on the weather deck 04 level between frames 129-178 port and starboard respectively. Because the exact location of the plating to be replaced is not identified, it is assumed that interferences will be subject to an equitable adjustment.

1. Please confirm unknown interferences will be the subject of an equitable adjustment or add a reserve pool for the cost of interferences, or revise the specification to provide specific locations for the repairs.

2. Please confirm that all repairs will be concentrated in one location rather than spread out over multiple locations or provide a reserve pool for the cost of the structural repairs.

For Work Item 150-11-002, interferences will not be subject to equitable adjustment. The ship was made available for two ship checks.

Repairs will be in multiple locations.

102. Work Item# 168-80-002. The subject item installs Bridge Wing Void Manholes. Section 5 of specification states there is no GFM.

Paragraph 3.1 requires accomplish of References 2.2 through 2.6. On 2.2 all of the material (with the exception of label plate) is listed as GFM.

Please confirm that the Government will provide the (2 EA) Manhole Assemblies listed in 1.3.1 in accordance with 2.2.

For Work Item 168-80-002, the material identified in 2.2 as GFM will be provided as GFM as listed on the 4720.

103. RESERVED

104. Work Item# 514-80-001. Paragraph 3.1 states “Accomplish removals, modifications and installations in accordance with 2.2 through 2.4.”

Reference 2.2 (514-8504769 Rev A) identifies 6ea - 6” Butterfly valves for DDG 54-64 & 66-78.

However, sheet 3 contains a local note that states, “These valves are “REPLACE-AS-FAIL.”

This note renders replacement of the valves to be un-biddable because the offeror doesn’t have insight into which valves have or will ultimately fail.

For estimating purposes, please identify which valves are required to be replaced.

The 4720 report has been updated and reflects current GFM being provided.

105. Work Item# 514-80-001. Paragraph 3.1 states “Accomplish removals, modifications and

Reference 2.2 (514-8504769 Rev A) identifies 6 ea - 6” Butterfly valves for DDG 54-64 & 66-78.

The SCE column identifies the valves as GFM, however, paragraph 5.1 lists a GFM kit with no further information.

Please confirm these valves will be provided as GFM.

106. Work Item# 514-80-001. Paragraph 3.1 states “Accomplish removals, modifications and

Reference 2.2 (514-8504769 Rev A) identifies 6ea - 6” Butterfly valves / 48ea Bolts / 96ea Nuts and

12ea Gaskets for DDG 54-64 & 66-78. On sheet 7 the valves are identified as GFM in the SCE column.

Paragraph 5.3 of the work item calls out 1 kit of GFM listed in reference 2.5 (4720-DDG74-FY16).

The 4720 (reference 2.5), for this shipalt states, “NO DRAWINGS FOUND FOR DDG 60 ALT SA

76721 00 Paul Brown (619) 437-2371.”

Contractor request the identification of the GFM called out as a Kit referencing 2.5 and clarification on whether the drawings GFM identification is correct.

Please provide information.

107. Offeror notes that several ship alteration drawings reference material as GFM in the SCE column of the list of materials. This information either doesn’t match paragraph 5.1 of the work item and/or the 4720 report, and/or the 4720 report is blank for the shipalt containing no information.

Please confirm that where ship alteration drawings list GFM in the SCE column, that the material is in fact being provided as GFM regardless of omissions or discrepancies in paragraph 5.1 or the 4720 report.

108. Attachment J-3 lists the Crew Move-aboard Milestone as “TBD.”

Please provide.

A future RFP amendment will revise Attachment J-3.
