QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

328. Work Item# 980-90-003, 980-90-004, 980-90-006, 980-90-007.

References supplied do not include the POAM’s for work items:

980-90-003

980-90-004

980-90-006

980-90-007

According to 009-60 all AIT schedules need to be incorporated into the IPS.

Question: Please provide the AIT schedules for the above work items.

ANSWER:

All POA&Ms have been provided and posted to FedBizOpps (FBO) except for Work Item 980-90-

007. The POA&M for 980-90-007 will be provided to all Offerors via FBO as soon as available.

357 The following drawings were changed or added by Errata 7 but have not been received. Please provide as soon as possible. 472-7498087 Rev P and 583-2-001 Rev A

The response to bidders questions (#330) posted to FBO 24 Feb 16 gives direction on how to request 472-7498087 Rev P and 583-2-001 is meant to be read as 58311-2-001 Rev A. This test procedure is on the disc.

358. The AIT POAM schedule document posted to FBO on 2/24/16 titled, DDG_60_AC_Conversion_POAM_plants_1_and_4.mpp” does not contain the information required to integrate into the master schedule. The following elements are necessary in order to be able to integrate into the Master Schedule:

1. Schedule does not contain Work Item number or Ship Alteration numbers

2. Schedule does not contain Key Events/ Milestones listed

3. Schedule does not contain resources

4. Schedule does not contain Location

5. Schedule does not contain Systems and Component

6. Schedule does not contain ES/EF Dates LS/LF Dates

7. Schedule does not contain Calendar Identifier

8 Schedule does not contain Total Float

Please advise. Thank you.

The DDG 60 AC Conversion POAM plants #1 and #4 posted on FBO should be sufficient for integration of the work into the schedule.

359. Contractor is requesting to remove paragraphs 3.12 through 3.14.2 due to the extreme cost of the oil and subcontractors that would need to be utilized in order for the shop test to be accomplished.

Offeror requests that onboard in place operational test using the ships lube oil system be allowed in lieu of performing a shop test. Please advise.

The requirement for a shop test will remain.

360. The NAVSEA standard item index posted to FBO on 2/24/16 is FY16 Change (-). This is still not the FY16 Chg-2 version stated in Section C, Paragraph 1 of the Solicitation. Please confirm which standard item version is applicable, the version referenced in the solicitation or the standard items provided with the solicitation.

NAVSEA Standard Items FY16 Chg-2 are the standard items called out in the solicitation and will be used in the execution of this contract. The Government’s Navy Maintenance Database does not provide the option to specify a particular change number. If contractor needs a Chg-2 standard items index, they are available on the SSRAC website at:

http://www.navsea.navy.mil/Portals/103/Documents/SSRAC/NSI/FY16/NSI_FY16_Package-

CH2.pdf.

361. This item was issued with Errata No. 7 with no identifying marks as to changes. It appears that the

Government Furnished Material previously listed in paragraph 5.3 is no longer Government

Furnished. Please confirm that the material required for this installation is NOT provided by the

Government. If it is not GFM, please provide a revised Government Furnished Material Listing

(4720).

Work Item 643-11-001 will have no GFM. The 4720 will not show any GFM for this work specification.

362. Please advise once you believe all amendments, Erratas and responses to questions have been issued, in order to allow finalization of bid.

Except for the POA&M for WI 980-90-007referenced in bidder question #328, this will be our last response to bidders questions, and we do not anticipate posting additional amendments to the

RFP.
