AMENDMENT 0003 SUMMARY
SECTION B - SUPPLIES OR SERVICES AND PRICES
The following have been modified:
HQ B-2-0003 DETERMINATION OF FEE (NAVSEA) (APR 2015)
Changed from:
(f) Evaluation Criteria
In order to be considered for earning of award fee for an intra-availability milestone, the Government Project
Manager must verify that the contractor has completed all of the work for that milestone as set forth in Attachment
J-5.
The contractor shall complete each intra-availability milestone’s work scope and up to a 25% contract scope increase (as measured by production man-days at the intra-availability milestone required completion date set forth in Attachment J-5) without a change to the milestone completion date.
Changed to:
(f) Evaluation Criteria
In order to be considered for earning of award fee for an intra-availability milestone, the Government Project
Manager must verify that the contractor has completed all of the work for that milestone as set forth in Attachment
J-5.
The contractor shall complete each intra-availability milestone’s work scope and up to a 25% contract scope increase to the intra-availability milestone’s work scope(as measured by production man-days at the intra-availability milestone required completion date set forth in Attachment J-5) without a change to the milestone completion date, in accordance with the following considerations:
1. The contractor shall be able to absorb up to a total of 25% contract scope increase within the intra-availability milestone required completion date;
2. The contractor shall be able to absorb up to a calculated percentage associated with the number of days remaining prior to the milestone required completion date. The calculated percentage is solved for as follows:
(25% / .8X) * Y
Where:
X = A+”X Days”, where X is the Required completion date
Y = (# of Full Days Remaining to the milestone required completion date, including the full final day)
To illustrate this, if the intra-availability milestone’s work scope is expected to complete at A+100, at A+90 there are 10 full execution days ,including the final day, remaining to complete intra-availability milestone’s work scope. Therefore, the total contract scope increase identified at or after A+90 that the contractor shall be able to absorb without a change to the milestone completion date is:
(25% / .8*100) * 10 or 3.125%
(g) Evaluation Periods/Milestones/Award Fee Pool
(1) The Award Fee evaluation period is as set forth below:
Evaluation Period: Contract Award through End of Availability
The total amount of the Schedule Award Fee for this contract is $1,500,000.
(g) Evaluation Periods/Milestones/Award Fee Pool
(1) The Award Fee evaluation period is as set forth below:
Evaluation Period: Contract Award through End of Availability
The total amount of the Schedule Award Fee for this contract is $2,000,000
