55. Work Item# 113-11-002. Paragraph 3.4 states “Remove existing deteriorated and install new the entire bilge well listed in 1.3.1, using 2.6 and 2.8 for guidance.” Ref 2.8 location of work does not match with the location of work to be accomplished in paragraph 1.3.1.

For Work Item# 113-11-002, an ERRATA will be issued:

Work can be accomplished using ref 2.6. The WI will be revised to change 2.8 to 165-6218895

UNIT STRL ARR DWG ASSY UNIT 1210 REV M.

56. Work Item# 150-11-005. None of the structural drawings listed in paragraph 2 match the location of work for paragraph 1.2.1. The drawing listed in paragraph 2.4 is for the 06 level while paragraph

1.2.1 is for the 03 level. The other drawings correlate to the other locations of work. Please provide the correct drawing for paragraph 1.2.1 location.

For Work Item# 150-11-005, an ERRATA will be issued:

2.4 should read 150-6218963, REV M, UNIT STRL ARR DWG ASSY UNIT 4320.

57. Work Item# 150-11-006. The structural drawing listed in paragraph 2.2 does not match with the location of work from paragraph 1.2.1. Please provide the correct drawing for paragraph 1.2.1 location.

For Work Item# 150-11-006, an ERRATA will be issued:

2.2 should be 150-6218956 Rev Y (Unit Structural ARR DWG Assy Unit 4220)

61. Work Item# 611-11-001. Paragraph 1.3.1 states “Quantity (One EA), 3000 Pound, Aluminum, Portable 48 Inch J-Bar Davit.”

Is the 3000 Pound statement for Work Load, Static Load or Dynamic Load?

Please review & advise.

For Work Item# 611-11-001, the 3000 Pound statement is for Working Load.

65. Work Item# 150-11-015. What are “Fueling at Sea access covers”?

Ref provided (2.4) gives insufficient guidance. Please provide sheet and detail from this ref. Also

Frame in ref (174) is not the same as that in the location (1.2).

Please advise.

For Work Item# 150-11-015, an ERRATA will be issued:

Fueling at Sea access covers are close plate that cover the voids on FAS foundations on the port and starboard bulkheads. Covers are called out with FN on Reference 2.4, which has a parts list that provides the fab document Ref 3.5.2, which states “TEMPLATE EXACT SIZE AND SHAPE FROM

EXISTING”. The fab reference isn’t truly required. The title of 2.4 should be “FR 126-174”.

2.4 600-6219308 Rev AF, Hull Outfit Instl, Dz 4220 02 Lvl Fr 126-174

75. Work Item# 643-11-003. Paragraph 3.9 states, “remove existing and install new access covers latches located in 1.2.1, using Ref. 2.3 and 2.8 for guidance.”

These references did not provide enough information for fabrication and installation of these covers.

Are these covers for valve, test fittings and electrical controls on the overhead above the sheathings?

Please provide more details and information.

For Work Item# 643-11-003, an ERRATA will be issued:

The access covers are to be installed in new false BHD that gets installed along the entire aft BHD of the space, where you find an item that will require access like a valve, use DWG 8100-1281-0223 for fabrication guidance.

2.11 8100-1281-0223

3.9 Remove existing and install new access cover hatches located in 1.2.1, and identified in 1.3.7, using 2.3, 2.8 and 2.11 for guidance.

85. Work Item# 168-12-001. Paragraph 3.2 states to accomplish repairs/overhaul to equipment listed in

1.3 in accordance with section 2 of 2.2 (S9169-AQ-MMA-010).

Section 2 does not indicate which parts will be placed for an overhaul it only states to replace parts deemed necessary.

Please clarify the intent of this paragraph whether it is an open, inspect and report or should the offeror should estimate to order all parts associated with Table 7-3 of 2.2.

For Work Item# 168-12-001, remove and overhaul the actuator; it is currently inoperable.

91. Work Item# 150-11-015. Paragraph 3.12 states to accomplish overhaul/replacement of “flood lights, at sea lights & in port lights”. Is the intent of this to overhaul or replace the fixture and replace the light, is the intent to only replace the light or some other effort?

Since no specific work can be identified until direction has been designated by the supervisor, is this paragraph subject to a change order at the time the actual requirements are provided.

Please Review and Advise.

For Work Item# 150-11-015, overhaul/replace the fixtures and replace the lights (there is significant damage to fixtures – some are in bad shape).

93. Work Item# 644-11-002. Compartments listed in Para 1.2 do not match do not match compartments listed in Ref. 2.2, 2.3, 2.4 & 2.5.

Work Item# 644-11-002, drawings will be provided upon request. Submit request to elyssa.parana@navy.mil and randolph.cook@navy.mil

95. After reviewing the USS Paul Hamilton Specification package, the following 17 Work Items contain verbiage within the requirements that do not provide the EXACT intent of the Customer …

Specifically, those work items containing the words “repair, provide, clad weld, install, or replace up to…” or include the same adding “as directed by the SUPERVISOR,” or “As directed by the

AIT.”

For this fixed price competitive bid, the terms “repair, provide, clad weld, install, or replace up to…”, “as directed by the SUPERVISOR,”, or “As directed by the AIT.” introduce work scope ambiguity.

For the following Work Items, bidder requests specific estimating instructions associated with the following ambiguous requirements; “repair, provide, clad weld, install, or replace up to…”, “as directed by the SUPERVISOR,”, or “As directed by the AIT.”
