Competition Library
| Industry Questions | Government Response | |
| 1 | The ICRL provided within the competition Library references two Organizaiton Codes T87 and T97. The Org Code translator indicates that T87 is NAR Kingsville Supply and T97 is "All T-45 including NASK, NASM and NASP". |
| In order to properly staff each I-Level activity, please provide activity ICRLs that are unique to each site and provide related AV-3M data that identifies I Level work actually undertaken at those sites. | The Government team is compiling the requested data that is available to load to the Competition Library. | ||
| 2 | Intermediate Level Maintenance (Component Repair and SE Maint) is to be priced in CLIN XX02. AV-3M data provided in competition library does not break out manhours by O and I level and does not reflect any Support Equipment maintenance. Will the Government provide historical I-Level maintenance data for use in developing CLIN pricing? | The Government team is compiling the requested data that is available to load to the Competition Library. | |
| 3 | Although we understand the government is still developing its strategy with reference to material, it would be beneficial if historical demand and consumption data could be provided to begin supply chain modeling efforts. Could the government provide five years of demand and consumption data for all repairables and consumables? | Raw usage data is loaded to the Competition Library. | |
| 4 | Please provide a list of part and material vendors currently supporting the T-45 program. | As stated in #39 to #41 of the PRE Conference Feedback (Requirement Docs Tab) posted on 3/22/2013, this data is not available to provide. | |
| 5 | Please provide a list of the current aircraft and component manufacturers with whom bidders will need to establish and interface with. | As stated in #39 to #41 of the PRE Conference Feedback (Requirement Docs Tab) posted on 3/22/2013, this data is not available to provide. | |
| 6 | PWS 5.1.1.22 POA&M - Can the Government provide bidders with a list of non-flying aircraft that have been down for 75 plus days together with a high-level summary of each plane's reason for downtime? | The Daily Aircraft Status Reports loaded to the Competition Library indicate requested data. | |
| 7 | 7-Year Depot Maintenance Plan. Can the Government provide a copy of the current Depot Maintenance Plan as a baseline? | The current plan is unavailable for release. It is incumbent upon the Offeror to develop the 7 yr depot plan (A010). The Government will extract data from DECKPLATE to identify TD installations required and will load the data to the Competition Library. Anticipated date for the data to be laoded is 4/30/2013. | |
| 8 | Please provide a list of avionics that is repaired or overhauled using an OEM certified repair station and a list of currently approved repair stations. | This data is unavailable for release. It is incumbent upon the Offeror to determine a solution. | |
| 9 | Please provide a list of the avionics items that require repair or overhaul and the estimated annual numbers of each item repaired and overhauled. | This data is unavailable for release. It is incumbent upon the Offeror to determine a solution. | |
| 10 | CDRL A010 Daily Flight Status Reports – All Daily Flight Status Reports are for NAS Kingsville only. Please provide historic Daily Flight Status Reports for all sites. | All DFSRs are loaded to the competition library. | |
| 11 | Please provide the work load data (hours per year by shop) for the effort at Patuxent River MD so bidders will understand how to staff this requirement. | The Government has specified a requirement. It is the Offeror's responsibilty to determine approriate staffing levels to meet the requirement based on it's unique approach and strategy. The Government will evaluate the Offeror's staffing levels during proposal evaluation. | |
| 12 | Please confirm the NMCI drops listed in the Facilities spreadsheets in the competition library have NALCOMIS OOMA/OIMA equipment at each drop and that these are all the drops (i.e., NASP does not show any drops). | Applicable NMCI seat information will be loaded to competition library. Keep in mind that an NMCI drop does not necessarily equate to an OOMA/OIMA work site. All OOMA equipment is GP and the current layout of OOMA work sites were predetermined by SPAWAR upon implementation. | |
| 13 | Please provide a list of the number and locations at each site for all government provided NALCOMIS OOMA/OIMA computers, printers, and ancillary equipment. Please also provide data on the replacement costs for support materials so all bidders can understand how to price this material. | Please refer to #27 on Post Pre-solicitation Conference Feedback list posted to FBO on 3/22/2013. | |
| 14 | Please provide a list of the current aircraft and component manufacturers with whom bidders will need to establish and interface with to accomplish the requirement of this section. | This data is unavailable. |

Requirement Docs
| PWS 5.10.6.1 | 1 | Life Time Buys. Please provide a list of current DMSMS items and identified future candidates. | This data is not available for release. It is incumbent upon the Offeror to determine a solution. | |
| FLASHJET/EMMA | 2 | How many people are required to operate the FLASHJET and EMMA systems? | ||
| FLASHJET is no longer operable. See the EMMA operation manual in the competitoin library for the requested information. | ||||
| FLASHJET/EMMA | 3 | How long to complete Strip and Paint of an aircraft using FLASHJET and using EMMA? | See response to #15 on Remaining Draft RFP (Received after Pre-Solicitation conference) Feedback List. | |
| TDs | 4 | Please provide the Govt annual estimate for the number of O and I-level issued and proposed TDs that will require up to 10 labor hours per aircraft so bidders can determine the impact on cost/price. | The Government will load data to the Competition Library to show historical (2008 to present) # of O- or I- level TDs that were performed at 10 hours or less. | |
| "Spares" Line Item | 5 | CLIN 002002 is defined as "Repair of Repairables and Consumables - NASK, NASM, NASP". CLIN 02003 is defined as "Replenishment for Procurement of Spares - NAVAIR". Is it correct interpretation that CLIN 02002 is for the purchase of commercial repair of repairables and consumables while 02003 is for the purchase of repairables and consumables from Government sources? It is unclear what the term "Spares" means (repairables?, consumables?...) in CLIN 0o2003. Please further clarify these CLINs. | This SLINs have since changed as indicated in the Official RFP. Standard inventory is covered by CLIN 0X20 and non-Standard inventory is covered by CLIN 0X25, which includes spares. | |
| H-14 (formerly Draft G-2) Cost Fee Limitations | 7 | Since this is a competition, please explain how FAR 14.408, Responsible bidder - reasonableness of price, paragraph 2(a)'s reference to considering the factors in FAR 15.404-1(b ) when making a price reasonableness determination can be read to limit fee, given the specific admonition in 15.404-1(b) against considering fee in such a determination. | This reference is no longer applicable in the final version of H-14. This question was taken into consideration during finalization of the clause H-14. | |
| H-14 (formerly Draft G-2) Cost Fee Limitations | 8 | Paragraph (c) states, "The Contractor shall include a clause containing all the terms of this clause in all subcontracts under this contract that exceed the simplified acquisition threshold and require its subcontractors to do so." | ||
| 1. Please advise if it is your intent for this provision to be applicable to the following subcontractors? Commercial Subcontractors? Subcontracts issued on a fixed price basis? | This reference is no longer applicable in the final version of H-14. This question was taken into consideration during finalization of the clause H-14. | |||
| H-14 (formerly Draft G-2) Cost Fee Limitations | 9 | Paragraph (a)(2) states "Any effort provided by a division, subsidiary or any other entity of the prime contractor or higher tier subcontractor shall not be considered subcontracted effort and all profit/fee must be provided at the prime contractor level subject to the limitations specified in section (b) of this clause." |
FAR 31.205-26, Material Costs, provides that allowance for mateiral transferred between affiliates may be at price when: 1) the transferring organization has a policy of pricing inter-organizational sales at other than cost for commercial work; and 2) the items being acquired meet the exceptions found at FAR 15.403-1(b ) (which includes sales of commercial items).
1) Does NAVAIR intend to supersede FAR 31.205-26 through this Clause, including for commercial items acquired from an affiliate?
| 2) Is it NAVAIR's expectation, as this clause appears to indicate, that a Contractor needs to bid its cost in a manner which could be in conflict with its disclosure statement and contrary to what FAR allows in order to be considered eligible for award? | This reference is no longer applicable in the final version of H-14. This question was taken into consideration during finalization of the clause H-14. | |||
| H-6 | 10 | Please define the small business requirements. Will requirements be derived from FAR 52.219-9(d)(1) and DoD statutory small business goals (http://www.acq.osd.mil/osbp/gov/sbprogramgoals.shtml)? | Small Business requirements are noted in the final version of the RFP. | |
| Transition | 11 | Please confirm that during transition, the Government will provide a list of all components currently at vendors for repair to include nomenclature, serial number, induction date, expected delivery date, and vendor contact information. | Confirmed. | |
| Transition | 12 | Please confirm that during transition, the Government will provide a list of all open parts/material orders. | Confirmed. | |
| PWS 5.6.6.13 | 13 | States that the "aircraft requirements may slide" and then goes on to provide a couple of examples. |
A. Historically, how often does this happen?
| B. Does the Navy intend to migrate T-45 Technical Publications Data to the S1000D IETM version? If yes, when is that planned for? | A.) daily RFT band availability times mostly slide due by weather; B.) Toughbooks are currently used. Strictly IETMs conversion is not currentl in the plan. | |||
| Radioactive Equpment | 14 | Radioactive Commodities. Are there currently any radioactive commodities installed on the T-45 or T-45 support equipment? | There are none on the aircraft. Radioactive equipment will be provided as GFP to maintain RASO program IAW PWS 5.14.24. Attachment 38 will be incorporated via Solicitation Amendment 1 to list the GP equipment. | |
| PWS 5.8.1 | 15 | How will bidders gain access to the Fatigue Management Program (FMP) data? Is the FMP data captured in NALCOMIS? | The H-1 clause provides the criteria for grading and Attachment 26 provides the FLE Flight Event Categories. As stated in H-1, the CNATRA FLE List (CFL) will be provided at the beginning of each reporting period. The Contractor would then use this information to track and manage aircraft in order to meet FMP measures. Flight hours are captured in AIRS (NAVFLIRS). |

PMF Clause
| H-1 Incentive Clause Reference | Industry Questions | Government Response | ||
| H-1 2.2.2 | 1 | Rescheduled sorties are defined as "make-up events, which take priority over an exsisting event on the published flight schedule. Rescheduled sorties are not additional sorties to the originally published flight schedule." | ||
| a. Does this mean a flight schedule with 10 events on any given day, with two (2) reschedule sorties added, ends up with 12 events? Or does the schedule remain at 10 and 2 other events are rolled into tomorrow's schedule? b. How often do rescheduled sorties occur? c. What are rescheduled sorties caused by? Weather? Students failing to achieve learning objective? Something else? | The language regarding "rescheduled sorties" was removed from the PMF. a.) The Offeror will be required to meet the published flight schedule and the RFT Band. b.) varies c.) weather, aircraft availability, students progress, etc. | |||
| H-1 Table 4.1 | 2 | Please provide historical data or Government best estimate over the past two years by quarter for the number of aircraft that would have been assigned to each of the bands described in Table 4-1 at each site so bidders can understand the risk associated with this metric. | Any data or estimate the government could provide would be invalid for comparison to future performance because the bands were different in the past. | |
| H-1, 4.7 | 3 | FLE Sustainment Measure |
i. Please provide by quarter for the last two years, the sites that were below or equal to the MFLEP so bidders can understand the risk associated with this metric. If MFLEP was not measured over the last two years, please provide the Government's best estimate of sites by quarter over the last two years that would have caused the contractor to be evaluated at a sustainment measure of zero for being below or equaling MFLEP levels.
| ii. Since the T-45 SLAP has been in place for several years, what are the problem areas that have been noted/identified in the T-45 structure that may impact sustainment or aircraft maintenance requirements? (i.e., corrosion, stress, etc.) | i. This was not a requirement of the previous contract. Any data or estimate the government could provide would therefore be invalid for comparison to future performance because this was not managed in the past. ii. There are a number of areas that will require incorporation of ECP's, however these will be modifications to the aircraft and will not impact maintenance and sustainment requirements. There will also be several inspections added to the Maintenance Requirements Cards, but these are not expectd to have a significant impact on aircraft maintenance or sustainment requirements. | |||
| H-1 | 4 | What is the impact on Performance Metric calculations should the “Additional Aircraft” request be exercised by the government? | This question was taken into consideration when finalizing the RFP PWS and Clause H-1. Additional aircraft associated with PWS 5.6.6.8, when ordered, are applicable to the performance calculation of the PMF performance incentive in the following ways: 1.For Daily MCR, if the originally published daily flight schedule requires the additional aircraft, the Missions Scheduled will include the additional aircraft. If the originally published daily flight schedule does not require the additional aircraft, then Missions Scheduled will not include the additional aircraft. 2. For Daily MCR, successfully completed missions that were flown by additional aircraft will count towards Missions Flown in all cases, regardless of whether they were included in Missions Scheduled. 3. Additional Aircraft will not impact the RFT measure. | |
| H-1 | 5 | With a Government decision to request additional aircraft requirements with only 4 hours' notice, please describe the impact of the additional aircraft requests on OTAA and SCR calculations. | Although the OTAA and SCR no longer apply to the PMF performance metrics, additional aircraft associated with PWS 5.6.6.8 ordered within 24 hours notice are applicable to the performance calculation of the PMF performance incentive. See answer above. |
