10 May 2013 N00019-12-R-0001 Additional Solicitation Questions and Responses
1) Page 483 – says we are to include in the Contract Documents section: “The original signed SF33 for basic solicitation and each amendment (as applicable) with all applicable Blocks completed and acknowledgement of receipt of each amendment (as applicable) to this solicitation. The SF33 Block 12 “fill-in” (proposal validity date) shall be completed;”
Question: Is the Government expecting insertion of all 492 pages of the SF33 and applicable attachments as part of this Section, filled-out as needed or just 1st (signed) page of the SF33 along with copy of Amendment front page, and just the appropriate filled-out pages?
The Government expects just signed cover pages of the Solicitation SF33 and Amendment SF30(s), along with completion of required Blocks, Provisions, and Clauses. Section L-1 Volume 6 Instructions will be revised to be clearer via Solicitation Amendment 2.
2) Reference: Section L, Table 3.1 Proposal Structure; page 451 Discussion: This table states that Attachment L-7 Prime Contractor Summary and Attachment L-8 Subcontractor Summary (for each critical subcontractor) must be submitted within the volume and electronically. The combined estimated pages per volume to print Attachment L-7 and each Attachment L-8 is over 6,000 pages. That totals nearly 40,000 pages for the price volume submission given the requirement for 1 original and 5 copies. Considering that the contractor typically also prints a back-up set that is on standby in case of any delivery emergencies, this instruction requires the contractor to print over 75,000 pages for the price volume. We estimate that this will require over 120 6-inch binders to be printed and made available to the Government.
Question: Considering the current environmental green initiatives, are any of the following alternatives acceptable to the Government:
1. Can instruction be given to only include Attachment L-7 and L-8 electronically? Attachment L-6 would still be submitted within the volume and electronically.
2 . Can instruction be given to only print the Fixed Price Roll Up and LH Roll Up tabs in attachments L-7 and L-8, and only submit the annual detail tabs electronically?
3. Can instruction be given to only print Attachments L-7 and L-8 in the 1 required original, and electronically only in the 5 required copies?
The Government requires the stated amount of copies and does not intend to change the requirement.
3) Will a conformed copy of the solicitation be provided?
A conformed copy is not required to be submitted as a Model Contract with proposals. See Question #1 above.
4) RFP Reference: Section L, Part B, paragraphs 2.2.2 and 6.f Discussion: Final RFP Section L, Part B, paragraph 2.2.2, page 462, requires a copy of the QCPP to be included as part of Volume 6 Contracts Administration.
The requirement was removed from the Volume 6 instructions (paragraph 6.f, page 482) in the final RFP; however, the text was not removed from paragraph 2.2.2.
Question: Does the Government require the QCPP be submitted in both Annex C and Volume 6?
The Government does require the QCPP to be submitted in both volumes since Annex C is part of the technical proposal to be evaluated and Volume 6 includes documents that would become part of the Contract upon award. Section L-1 Volume 6 Instructions will be revised to include the QCPP as part of Volume 6 via Solicitation Amendment 2.
