Material, aka kits, are already procured by the Govt and are also listed in the TD. TDs will be posted to Competition Library.
CLIN XX01 and XX026In execution, aircraft mechanics are required to clock time against the appropriate CLINS, primarily CLIN XX01 and XX02. As currently defined (flight hour driven or non-flight hour driven)nis difficult to distinguish. If a mechanic has to change a light bulb, he has no way of knowing that failure was caused by a flight hour or corrosion. Would the Government consider narrowing CLIN XX01 to "Look Phase for hourly Inspections" which can easily be managed within a "scheduled maintenance" work center. This would greatly simplify time keeping and mitigate funding realignment during execution.See response in the post-conference version of feedback responses.
Attch 87In compliance with FAR Part 45.201 Solicitation clause, request the government provide the following data elements for all items on all tabs of Attachment #8 Government Furnished Property:

The Contractor shall produce and deliver a Contractor’s Flight and Ground Operations Plan (CDRL XXXX).” PWS Paragraph 5.7.6.39 states “Taxi, Turn-up, and Auxiliary Power Unit (APU) Licensing Program. NOTE: Contractor ground maintenance personnel are not authorized to taxi the aircraft and the T-45TS does not have an APU; therefore, taxi and APU licensing does not apply.” These paragraphs seem to conflict with regards to the requirement for aircraft taxi operations by maintenance personnel or is it the Government’s intent for Contractor FCF pilots to perform taxi operations? The 4790 currently states that aircraft with APU requires licensing. However there is policy change that will include GTS licensing, which will be covered y this licensing program and the Contractor shall comply once implemented. The policy change is expected to be issued later this year.

PWS 5.11.625Please provide the annual workload estimates (number of hours) for the manual capture of maintenance actions VIDS/MAFs that is in addition to normal NALCOMIS data entry efforts to help bidders determine staffing requirements. The Government does not collect this data and does not intend to provide an estimate.
PWS 5.11.6.26This paragraph implies that the NALCOMIS OOMA/OIMA system may be inoperable frequently. Since data will have to be captured manually and reentered when the system is again operable, please define the expected workload requirements by estimating the frequency per year that the NALCOMIS OOMA/OIMA system is inoperable.i. Please identify the location for each NALCOMIS OOMA terminal on all sites.PWS Section 5.11.6 has been revised. CNATRA does not capture back fitting labor hours manually entered. NALCOMIS/OOMA sites are Government owned and will be provided for CLS provider use. However, these sites are already in the work areas in which the Contractor will perform.
PWS 5.11.6.327PWS Paragraph 5.11.6.3 requires Part 5 of the VIDS/MAF to be forwarded to the CNATRA DET Industrial Specialist when the NALCOMIS OOMA/AIMA system is inoperable. Is it the Governments intent to make this a requirement for all VIDS/MAF Part 5, to include when aircraft rescues are involved?Only when NALCOMIS is inoperable.

G-1661st paragraph. It appears that the 3rd line should read "CLINs 0x02 and 0x22 (Non-Flight hour Generated Maintenance and CNATRA PMF Performance Incentive)" vice "CLINs 0x02 and 0x21 (Non-Flight hour Generated Maintenane and CNATRA PMF Performance Incentive)". Please clarifyCorrected
H-467Flight Hour Generated Maintenance and Flight Operations Support. This section limits the contractor to billing for only actual hours flown. This limitation appears to be more appropriate to a Cost Reimbursable CLIN than to a FFP CLIN. Bidders will be providing FFP pricing based on the estimated flight hours provided by the Government. Should the FHs drop, the contractor, under the current wording, has no ability to adjust cost per FH pricing which may change depending on the magnitude of the change in FHs. Recommend the adding of a statement that allows for contract modification should the number of flight hours change by more than 10%.CNATRA will not change the current methods of funding flight hours.
G-1 d) and PWS 5.468“In the event the Engine Contractor disagrees with the decision to remove the engine and the engine is determined to be an “A-799,” the Contractor shall adjust the CLIN XXXX invoice amount downward for the month of occurrence to account for the cost of the Engine Contractor’s effort to determine the No Defect, IAW Section H of this contract as follows: 48 labor hours x Over and Above O-, I-Level labor rate (CLIN XXXX) = adjustment.” There is no mention of Contractor reimbursement for a faulty engine obtained from the Engine Contractor requiring troubleshooting and repair or removal from the aircraft. Would the Government consider requiring the Engine Contractor to reimburse the Contractor for engine work resulting from receipt of a faulty engine? No
CLIN XX0369Program Management Efforts will need to be pre-allocated among all CLINS. Would the Government consider adding "SLIN XX03AD Program Management Office"?The Government decided not to ID a single PM line item.
PWS 5.1.8.1.4 and 5.1.8.1.5.1.70Please breakout the IMP and S&P events for individual sites (NASK, NASM) so bidders can properly staff each site. The Government does not intend to provide a breakout of IMP and S&P events by site because: (1) IMP events are flight hour driven events with intervals of 3000 FH and (2) S&P events are performed every 5 years. The contractor is to schedule and manage teh Depot-line throughput.

SCA clause/CBA/AWD75The Boeing CBA does not identify which specific labor categories are performing the T-45 work at NASPR. The CBA does not provide sufficient information regarding the specific wage rates for the personnel supporting the T-45 work at NASPR. In addition, no information was provided regarding the workforce demographics to properly determine the fringe benefit costs. The requirement to comply with the CBA for at least one year requires that bidders understand the costs in order to correctly use those costs for proposal pricing. If the information below cannot be made available, please provide a copy of the Area Wage Determination bidders should use to determine appropriate wage rates. In order to preclude requests for equitable adjustments shortly after contract award, please provide the following for T-45 work being performed at NASPR under the Boeing CBA.See response in the post-conference version of feedback responses.

PMF Clause

PMF INCENTIVE CLAUSE H-1
H-1 Incentive Clause ReferenceIndustry QuestionsGovernment Response
H-1 3.01This paragraph states that the "lowest average OTAA and SCR rates achieved will be used to then calculate the performance factor as shown below."
Are the averages calculated by site or across all sites? E.g., the lowest OTAA and SCR average values at a single site or lowest SCR at any given site and the lowest OTAA at any other site?Calculated by site and the lowest at any site will be used.
H-12Please confirm that NALCOMIS is used to track and evaluate all PMF metrics.OTAA/SCR - TIMS; SLMM & FLE - OOMA/NALCOMIS; QUALITY - CNATRAINST 4355.4A; SAFETY - WESS & CNATRAINST 4355.4A
H-1, 4.1.3.23States "Any aircraft exceeding the Maximum Utilization Rate (MUR) for the previous quarter evaluation period is not eligible for SLMMESA, except as outlined in paragraphs 4.1.3.1 and 4.1.3.2 of this clause". The last part of this sentence appears to contradict the first part by saying that all that meet 4.3.1 definitions will be counted as SLMMESA. Please clarify with some examples that show when aircraft are not eligible for SLMMESA status. All references to MUR in DRFP have been removed.
H-1, 4.1.5.14Aircraft granted SLMMESA status, any time during the quarterly evaluation period, are not SLMMAA and exempted from FHAVG calculation. What happens if an aircraft is taken out of SLMMESA status during quarter?H-1, 3.1.4.2 of DRFP describes how SLMMESA will be prorated.
H-1, 4.35Max Utilization Rate (MUR) Sustainment Measure. Please provide by quarter for the last two years, how many aircraft were at or above the MUR level so bidders can understand the risk associated with this metric. If MUR was not measured over the last two years, please provide the Government's best estimate of number of aircraft by quarter over the last two years that would have caused the contractor to be evaluated at a sustainment measure of zero for equaling or exceeding MUR levels. All references to MUR in DRFP have been removed
H-1, Example Calculation 4.4.264.4.2 shows the subtraction of 1000FH. What does the 1000FH represent? Is this the amount of FH flown by the SLMMESA?Corrected
H-1, 4.5.4.17Desired FLE Rate. Please identify the average number of aircraft by site over the last 2 years by quarter that average greater or less than 10% of the DFLER of 4.63% so bidders can understand the risk involved.DRFP no longer references DFLER
H-1, 4.5.5.18Desired FLE Rate Range. Since the biggest concern is having a DFRR that is above the 4.63% rate, shouldn't the DFRR be only plus 10% vice plus or minus 10%?DRFP no longer references DFLER
H-1, Table 4-29Please define the word "trending". Please verify that FLER (delta) is used to measure "trending".RFP no longer references DFLER. Term "trending" is no longer used.
H-1, 4.8.410Please explain why the formula adds (1) to the DFLER of 32 to get 33? Shouldn't the calculation be: (32/40)(100)?RFP no longer references DFLER.
H-1, 4.9.3.111Desired Arrestment Rate Range (DARR). Since the biggest concern is having a DARR that is above the 7.08% ragte, shouldn't the DFRR be only plus 10% vice plus or minus 10%?"RFP no longer references DARR.
H-1, AR Table 4-312Please define the word "trending". Please verify that AR (delta) is used to measure "trending".RFP no longer references AR (delta). Term "trending" is no longer used.
H-1, 4.1013AR Sustainment Measure. Please provide by quarter for the last two years, the sites that were below or equal to the MARP so bidders can understand the risk associated with this metric. If MARP was not measured over the last two years, please provide the Government's best estimate of sites by quarter over the last two years that would have caused the contractor to be evaluated at a sustainment measure of zero for being below or equaling MARP levels.RFP no longer references MARP
H-1, 4.11.414Please explain why the formula adds (1) to the DAR of 24 to get 25? Shouldn't the calculation be: (24/30)(100)?RFP no longer references DAR.

H-1, 1.5 H-1, 1.6 H-1, 1.7

15We understand the Government's use of incentives and disincentives to avoid disruption to the mission and optimize contractor performance. The draft fee structure is imbalanced and introduces financial risk to potential bidders. While the incentive fee allows for incremental increases the disincentive fee is not proportionally balanced using an "all or nothing" approach. Given the heavy penalities that will be imposed, would the Government consider the below graduated aggregate incentive and disincentive formula provided as Alternative I and the proportioned incentive/disincentive structure provided as Alternative II. This assumes that the same formulas and performance metrics are used and that no contractor safety of flight violations occurred during the evaluation period.Noted. The PMF will remain as stated in the RFP. Disincentive will be a cliff to stress importance of the required metrics.
Aggregate Performance Incentive (Alternative 1)

>95.0 - 100 >94.0 - 98 >93.0 - 96 >92.0 - 94 >91.0 - 92 >90.0 - 90 85.0-90.0 0 <84 - (90) <83 - (92) <82 - (94) <81 - (96) <80 - (98) <79 - (100) Proportioned Incentive (Alternative 2) Maintain Performance Incentive in accordance with Section H-1, paragraph 1.4.1; 20% Performance; 20% Sustainment; 30% Safety; and 30% Quality.

Afterward, subdivide the $2.5M incentive/disincentive allocation into four (4) individual award pools, i.e., Quality and Safety would be valued at $750K each; Performance and Sustainment would be valued at $500K each.

Then using the current award formula's and ground rules calculate each performance metric for each award pool and determine respective incentive/disincentive amount. Subsequently, determine the aggregate incentive/disincentive contractor allocation.

This concept reduces catastrophic risk to the contractor and will result in reduced cost proposed by the offerors to the Government. Additionally, we believe such an incentive/disincentive structure will promote increased competition and provides risk mitigation for service providers which can lower the Government's cost. As it is currently structured many organization's industry will be reluctant to participate or will price significant financial risk mitigation, which drives up the cost to the Government.

PWS 2.2.111Estimated Flight Hour Table. The note states "Prior to option exercise for FY19, FY20 estimated flight hours will be provided". Will bidders be required to provide pricing for FY19 and FY20? If yes, please provide the estimated Flight Hours for FY 19 and FY20 so bidders can determine CLIN 0X01.PWS paragraph 3. addresses estimated flight hours at all sites.
Section B, CLIN 000212CLIN 0002 contains 21 SLINS covering various RFT sortie band levels by NAS. The majority of these SLINS are options that NAVAIR may select to cover surge activity, and those bands requiring higher numbers of planes are likely not to be exercised as frequently.
Does the Government intend to select one SLIN for each NAS to use as part of its price evaluation process, and if so, are those SLINs likely to be ones that reflect everyday activity? Or does the Government intend to evlauate all 21 SLINs as a whole, which in our opinion result in the Government incurring additional time and expense in the evaluation process. If the Government elects the latter, how will the Government account for "lowballing", i.e., when a contractor proposes unreasonably low unit pricing for higher bands that will unlikely be exercised, with the intent to lower the total evaluated price?SLINS for each RFT band per site were removed and now a Monthly FFP is to be proposed to cover any RFT Band selected for each site. See Section B of Draft RFP. RFT Band selection will be noted in applicable TO.

PWS 5.1.1.218Scheduled Inspection/Preventive Maintenance. Does the CLS contractor or the Engine contractor have responsibility for the preservation of uninstalled engines?PWS para 5.1.1.22.1 states The Contractor shall remove and preserve engines from aircraft not flown for 90 days.
PWS 5.1.1.2.219PWS Paragraph 5.1.1.22 addresses Plan of Action and Milestones (POA&M) for Non-flyable Aircraft. It states that “Thirty (30) days after last flight, the Contractor shall provide a POA&M (CDRL XXXX) for aircraft deemed non-flyable, describing the plan to return such aircraft to flyable within 75 days of that last flight. If the 75 day provision is evaluated and deemed not plausible by the Government, justification must be added and authorized by the ACO.” PWS Paragraph 11.2.7 addresses Long Term Down A/C and states “If an aircraft has not flown for 90 or more days, the Contractor shall produce and deliver a Long Term Down Aircraft Plan of Action and Milestones (POA&M) (CDRL XXXX). The Long Term Down Aircraft POA&M shall detail the Contractor’s plan for flying the aircraft by 120 days from the aircraft’s last flight. If the 120 day provision is not possible, the Contractor shall provide justification to the COR for approval. These paragraphs seem to conflict with each other. Request the Government provide clarification concerning paragraph requirements.PWS Paragraph 5.1.1.22 addresses long term down aircraft for NASK, NASM, NASP. PWS paragraph 11.2.7 addresses long term down aircraft at NAS Pax River.
PWS 5.1.6.2.820PWS Paragraph 5.1.6.2.8 requires the contractor to “Maintain Practice Multiple Bomb Rack (PMBR) IAW Enclosure 3, Applicable Documents, of this Contract.” Request the Government verify the requirement to maintain the Practice Multiple Bomb Rack (PMBR).
